The final rules reflect years of work by regulators seeking to balance environmental interests and economic imperatives, but may well fail to appease environmentalists who have argued for strong protections or oil industry leaders who insist well-tailored state rules are better than one-size-fits-all federal mandates

Transocean expects to book an after-tax charge of between $300M-$325M as it moves to dispose of four rigs. According to Baker Hughes, U.S. oil-rig count fell to 866 last week, the 14th straight week of declines, as plunging oil prices wreak havoc on the industry. Transocean (NYSE:RIG) also logged a $992M charge to correct the value of its contract drilling business in February, and saw the departure of CEO Steven Newman. RIG -3.2% premarket.

Starbucks declared a 2-for-1 stock split set for April 9 at its Annual Meeting yesterday, saying it sees enough growth on the horizon to help push the company to a $100B market capitalization. Other notable announcements: a new delivery service, an expansion of its Mobile Order & Pay program and plans to have 3,400 stores open in China within five years. SBUX +0.4% premarket.

Wow, talk about jumping off a cliff. I did a quick look, and see fair value around $13, if they can get through the restructure and add to the balance sheet. Looks like they have about $5 per share cash, so may survive

J.C. Penney -12.8% premarket after reporting a lower-than-expected quarterly adjusted profit as it discounted more during the holiday season and invested in store expansions. Earnings broke even on a per share basis, compared with average analyst estimates of a profit of $0.11 per share. J.C. Penney (NYSE:JCP) also said that same store sales rose 4.4% in Q4, and expected the metric to grow 3-5% in the current quarter ended May vs. market estimates of 3% growth.
Crude oil futures rebounded this morning, with Brent heading for its biggest monthly gain since May 2009, as a reduction in rig counts and healthy growth in Chinese demand this year supported prices. China's implied oil demand is set to grow 3% in 2015, announced China National Petroleum (NYSE:PTR) today, surpassing the International Energy Agency's forecast of 2.5%. Brent prices have risen by around 15% so far this month from January's close of $52.99

Sold CLNE at 11.23 this morning for a 34% gain. It starting to look tired to me, and it was a short term play anyways.
I guess we will see how ugly it can get today-
