Here is what I think is happening. Please read, and tell me your thoughts...
First, I think we need to look no further than the original PR announcing the buy out offer. It clearly stated "all outstanding shares" What has happened since then leaves clues if you're looking for them. IMO, the company and/or its agent is buying a ton of shares on the open market. Why? So that the acquiring company has a significantly fewer amount of shares to buy for 1.9 cents. There is no denying that each and every day there has been MASSIVE buys in the tens of millions. The float has to be significantly less than what it was the day before the original announcement. Now company X comes in and picks up the remaining shares for 1.9 cents, thus paying a fraction of what everyone *thinks* they are paying for this company. Look, the company does not need to disclose the terms of the buy out at this point. It's their prerogative at this point to do as they please, as long as it's legal. So maybe company X said (hypothetically of course) "We'll buy up to 2 billion shares at 1.9 cents, and the rest we'll compensate you for at a non disclosed rate." That would be a sale price of 38 million at that hypothetical rate.
To summarize, I believe the company is working with the buyer to accommodate their buy out request. Shares are being bought up ever so cheaply by the company and/or its agent to reduce the "outstanding shares" Then company X buys the remaining shares, thus purchasing the company for a significantly less amount than thought. Nothing will explain how these MASSIVE buys have occurred and the price has remained somewhat static. The law of supply and demand simply dictate that the shear amount of buying since the PR would drive the price up.
As for a scam, that needs to be written off as there has been no -- and I repeat NO -- benefit that one can discern to the company for doing this type of scam. The price hasn't risen significantly other than when the announcement hit. And if you look at the volume then, you'd see it was negligible and therefore non-beneficial to the company to propagate such a "scam" Therefore, you can safely write off the scam angle to this. Why risk securities fraud and jail time for such a negligible amount? Only a fool would do so. I would entertain the scam argument if the price rose to the purported buy out level. But it hasn't, not even close. Not much more than 100% gain...
I welcome your feedback. Flame away, it won't phase me as I've spent hour upon hour researching this, and I feel that this is the real deal. Of course, this is one man's opinion. I understand you may or may not agree with me, and that's fine. Please, consider my theory, your theory and make your own informed decision. As for me, well, you know where I stand.

Its is very possable that they are taking this down to buy back so the company owners will get more money once they have been bought.
1 - Remember if the Company does a buy back the Company "OWNS the shares. So who gets that mones if the company now owns those bought back shares ... THEY DO ... So its to their advantage to do a buy back at this point, Hence the dropping of the PPS

I am new here so I can not answer that payment question. But what I can tell you is TRUST no Pinks or OTC's. When you put monry in make sure you have extra money so incase your stocks value dropps, you can take that extra money and buy in at a lower value and let it come up in value which BRINGS DOWN your average. That is a common practice. JUST KEEP TRADING ... KEEP THE MONEY MOVING
