In practically any sensical business environment, the reviewing party provides a full checklist of deliverables. They may even cite some additional items they would like to receive.
No one knows if RDGL requested this or not. Occam's Razor says they did ask the FDA.
The fact that the FDA keeps adding another deliverable to their so-called list at nearly every juncture speaks to a true objective factor in the delays. Not the only factor, but a significant one here.
So, no, it hasn't all been on RDGL.
