Dear Ms. Dortch:
Iridium Constellation LLC (“Iridium”) hereby withdraws the above-referenced petition for rulemaking without prejudice.
More than four years ago on February 11, 2013, Iridium filed this petition to expand spectrum access in the 1.6 GHz Big LEO MSS band. Since then there have been many changes in the regulatory environment for satellite services. Moreover, there has been no activity in the docket for more than a year, and no party other than Iridium has filed a pleading for more than two years.
Given the passage of time since the petition was originally filed, the changes in the regulatory environment, and the lack of recent docket activity, Iridium thinks it makes sense to withdraw the petition and close the docket.
However, with the ongoing rollout of Iridium NEXT, and the continued growth in subscribers and services it will support, Iridium reserves the right to seek the relief requested in the petition in the future based on marketplace and regulatory developments.

Globalstar, Inc. (“Globalstar”) hereby comments on the Commission’s above-captioned Notice of Inquiry on expanding flexible terrestrial use of mid-band spectrum between 3.7 GHz and 24 GHz.1 Globalstar appreciates and supports the Commission’s ongoing effort to make additional spectrum available for next-generation wireless and mobile broadband applications, in order to meet the vast consumer demand for these services. Globalstar agrees with the Commission’s goals of establishing sound and flexible spectrum policies, enabling innovation and investment, and maintaining U.S. leadership in next-generation wireless deployment.
With respect to mid-band spectrum blocks identified in the NOI, Globalstar believes that the Commission should focus on the 3.7-4.2 GHz band as the primary mid-band spectrum for the development and deployment of next-generation wireless broadband operations. This approach makes sense, given the Commission’s existing wireless framework in the adjacent 3.5 GHz band and industry efforts already targeting this band for wireless broadband use...SNIP

In the United States and its territories, Globalstar currently operates gateway earth stations in Texas, Florida, Alaska, and Puerto Rico.10 In addition, on August 30, 2017, Globalstar announced a partnership with the University of Mississippi that will involve the deployment of a new gateway earth station at the site of a new science building on the Oxford, Mississippi campus.11 This gateway facility will provide opportunities at the University for research, testing, and development of global communications technology. Globalstar anticipates similar partnerships and gateway deployments in the future at other U.S. locations. Globalstar currently lacks gateway earth station facilities in Hawaii and Guam, and could fill those service gaps in the coming years with additional gateways. ERGO, the first hurdle was cleared when our dearly beloved FCC on August 4, 2017 issued the US license mods... NOW, we need to patiently sit and wait for the applied for international licenses (nee "deeds") and ATC/TLPS terrestrial use authorizations to come through.
it's this realists view/thinking that anyone would be a DAMMED FOOL (circumventing their fiduciary duties/responsibilities) to consummate a buyout or any kind of deal or partnership of/with the co -- just as in the above case of the property example above and the metaphysical certitude of its minerals and rights thereof!
oh and one last thing, if there was NO CHANCE of the above happening/coming to fruition, yours truly doesn't think Jay Monroe would be needlessly tossing/flushing another $33MM of his capital down the proverbial toilet/into it... instead, Jay Monroe would have saved/kept the $33MM and let the co go into BK... so that is where the $ talks and it says/speaks volumes A LOT to this LONG shareholder.

Facebook doesn't only know what its 2 billion users "Like."
It now knows where millions of humans live, everywhere on Earth, to within 15 feet.
The company has created a data map of the human population by combining government census numbers with information it's obtained from space satellites, according to Janna Lewis, Facebook's head of strategic innovation partnerships and sourcing. A Facebook representative later told CNBC that this map currently covers 23 countries, up from 20 countries mentioned in this blog post from February 2016.
The mapping technology, which Facebook says it developed itself, can pinpoint any man-made structures in any country on Earth to a resolution of five meters.
Facebook is using the data to understand the precise distribution of humans around the planet.
That will help the company determine what types of internet service — based either on land, in the air or in space — it can use to reach consumers who now have no (or very low quality) internet connections.
"Satellites are exciting for us. Our data showed the best way to connect cities is an internet in the sky," Lewis told about 150 people gathered in San Francisco this week for a Space Technology and Investment Forum sponsored by the Space Foundation.
"We're trying to connect people from the stratosphere and from space," using high-altitude drone aircraft and satellites, to supplement Earth-based networks, said Lewis.
Facebook hired Lewis, a former intellectual property lawyer with extensive experience in international aerospace law, about one year ago.
Her job, as she told the forum, is to work with partners in the aerospace industry to build a multi-pronged network to serve the entire planet.
The data is used "to know the population distribution" of Earth to figure out "the best connectivity technologies" in different locales, Lewis said. "We see these as a viable option for serving these populations" that are "unconnected or under-connected," she said.
In addition to Lewis, Facebook is also hiring aerospace engineers to help it crack this market.
The mapping technology is part of a much broader effort by U.S. companies to take advantage of a slew of data now available from the hundreds of satellites orbiting the earth.
"All this satellite data is coming from space, so people are trying to figure out what the business opportunities are," says Edward Swallow, senior vice president for civil and commercial systems for the Aerospace Corporation, an entity set up by the government in 1960 to protect America's pre-eminence in space.
Facebook rival Google, for example, sold its satellite-imaging business, formerly called Skybox, earlier this year "because they figured out they could get the data without having its own satellites," Swallow told CNBC in an interview...
