I assume that you knew that Mubadala (the owner of “Global Foundries”) is trying to sell Global foundries. The article I quoted explains why Mubadala is forced by the Banks (that loaned it the cash to buy Global Foundries) to sell property. (The Banks are demanding almost 40 percent higher interest for a new loan compared with already high interest last year's loan.)
I assume that you knew that Mubadala is trying to sell Global foundries. The article I quoted explains why Mubadala can no longer continue to subsidies its money losing property.
I also assume that you know that I predicted that more than a year ago.

Emirates Global Aluminium PJSC (a joint venture between Abu Dhabi’s Mubadala Development Company and Investment Corporation of Dubai) is said to be paying almost 40 percent more for a loan compared with last year as liquidity in the Gulf tightens after the plunge in oil prices. The money will be used to pay existing loans (that are due this year).

Germany intend to force any buyer of the Dresden Foundry to sign an obligation to employ all the “worker” that worked at the soled Foundry, while offering an incentive.
I was writing about the support Germany gave AMD before it sold its foundry to Abu Dhabi.

I agree with you that Intel’s Board was not willing to take the risk of investing in anticipation of a demand that may not happened. I therefore assume that if the demand materialized Intel and its competitor will start a race to increase capacity because the one who come first will dominate. At this point in time the competitor that controls the remnants of Globalfoundries will start first.

I am aware of the Intel’s “mothballed capacity” that was created because Intel is expecting a surge in demand. I, for one, believe that the demand may exceed Intel’s Board expectation.
