I disagree that it means "nothing". I have farm zoned ag. Three years ago we decided to put up our own feed processing plant to make our own feed for our animals instead of buying feed. I put up a 6k sq/ft plant and went to the county and village where I live and there was NO NEED for any zoning changes or permits or anything except for the building permit for the building itself. So if Bill says he told the town what he was doing and they said that is acceptable under current zoning then I believe it.

"Joey you do Not require a permit to grow, harvest and package on agriculturally zoned land. There will be no processing involved. The final product will be picked up by brinks and shipped from canada post"

They found CEN Biotech, a Michigan-based company that is now building a $12-million facility on a four-hectare lot a stone's throw from the town's Ontario Provincial Police station.
Mayor Tom Bain said the response from his fellow councillors and residents has been mostly positive, thanks to the promise of tax revenues and jobs in a community whose fortunes have long depended on the turbulent auto industry.
"It's going to be limited to medical marijuana and it's not going to be anything else, so with those regulations in place and with such a strong geographical location next to the police department, we felt we were ready to go ahead with it," says Bain.

I recently had part of my property re-zoned, it took about two months to complete as the zoning board meets once a month. Had to get on their agenda first and then wait for the next meeting. Not sure how long it may take in CA
Having done a few buildings and dealing with zoning issues I am gonna make an assumption or two. Bill clearly stated in the video I posted that HC will not issue a license UNTIL it inspects the facility, so assumption one is that Bill will have to wait until he has the license from HC to apply for a zoning change/permits, which is not cheap, at least hear in the US. I do wish Bill would at least make a statement, even on FB to clarify.

It is reffering to "individuals" that are "permited" to grow, possess and transport "domestically". "They are not allowed to import/export or sell to another individual. This is not about the a commercial growing importing and expoting.
