Synopsis:
The 95th Air Base Wing is seeking potential sources capable of providing all personnel, equipment, tools, materials, supervision and other items and services necessary to supply Renewable Solar Energy at Edwards Air Force Base (AFB), California. The objective of this acquisition is to obtain solar generated electric power for Edwards AFB, CA consumption. The government will provide a 10 year easement at three locations not to exceed 1mW and one location not to exceed 0.5mW for construction of the systems in exchange for a discounted price on electrical power generated by the systems. The contract shall serve as a power purchase agreement. The contractor shall design, construct, operate, and maintain the power systems in accordance with all applicable federal, state, county and local governmental requirements. This electric utility service shall comply with all applicable federal, state, county and local laws and regulations, including those requirements relating to health, safety, environment and the Base Design Standards.
The State of California offers a solar incentive program to private developers to build solar power plants not to exceed 1mW at DoD facilities. The contractor shall directly apply to the State for these incentives.
The electrical power generated will be supplied IAW the Statement of Work (SOW). NAICS Code 221119. The period of performance will be from 1 March 2010 through 29 February 2020. It is unknown at this time if the acquisition will be 1 base year with 9 one year options or if the contract will be for 10 straight years. Under this solicitation the Defense Energy Support Center (DESC) is procuring fuel receipt, storage and issue services for JP-8, Mogas, and Bio-diesel at six specified locations on Camp Pendleton, California. This includes services for the operation, maintenance, security and safety of Government fuel facilities at Marine Corps Base Camp Pendleton (MCB CPEN), CA.
No Government equipment or facilities will be provided to the Contractor at any of the six Contractor-Owned, Contractor-Operated (COCO) sites: 14 Area Main side Master Service Station, 21 Area, 22 Area, 41 Area, 43 Area, and 52 Area Master Service Station. The Government shall lease undeveloped real property to the Contractor for the six COCO sites for their use. 21 and 22 Areas have existing fueling facilities that will be demolished after the new facilities are in place but will need to remain operational until then. The Contractor will have available for their use the undeveloped portions of those locations. Except as otherwise noted, the Contractor shall employ best commercial practices and guidelines to meet the requirements of the PWS. In the event of conflicting requirements, the most stringent requirement shall be followed. The performance period is five years, with three, five year options.
The Contractor will be responsible for operating and maintaining the facilities to ensure safe and accurate receipt, storage, transfer, issue, quality control, and accounting for Defense Working Capital Fund (DWCF)-owned petroleum products under their control. In addition, the Contractor will ensure all personnel are adequately trained to perform job tasks, maintain the security of facilities and computer systems, and comply with Camp Pendleton Environmental Policies and Regulations.
Bulk fuel support is being established at MCB CPEN by this contract at two locations: 14 Area Main side Master Service Station and 52 Area Master Service Station. The Contractor will perform all fuel operations, inventory management, quality surveillance, organizational level maintenance, training, safety, and environmental protection functions at the Contractor provided COCO bulk fuel operation. The Government will provide land free of contamination for the Contractor’s bulk fuel operation. The Contractor is responsible for providing the two COCO bulk fuel facilities in 14 and 52 Areas with storage for JP-8 and Bio-Diesel.
The Contractor will perform all the fuel operations, inventory management, quality surveillance, organizational level maintenance, training, safety and environmental protection functions at four additional Contractor provided COCO retail locations: 21 Area, 22 Area, 41 Area, and 43 Area. E85 will not be issued in bulk at these locations but will be offered for retail issue. Unleaded requirement also covers E85.
This is a new requirement at MCB Camp Pendleton, CA. All responsible sources may submit a proposal which will considered. This procurement is unrestricted. The solicitation will be published electronically on the FedBizOpps website. The solicitation will be issued on or about June 26, 2009. There will be a preproposal conference scheduled for July 15, 2009. Please email attendees to Patricia.Peterson@dla.mil no later than July 7, 2009. RECOVERY TAS::14 1035:: TAS RECOVERY MEVE PMIS #151593. This project will be funded by the American Recovery and Reinvestment Act of 2009 (ARRA) and is subject to the reporting requirements of the act. The purpose of this announcement is to give notice that the National Park Service contemplates releasing a solicitation numbered N1495090246 on or about 22 October 2009. This will be a firm fixed priced contract to provide two photovoltaic systems at the Water Treatment Plant at Mesa Verde National Park, CO. This procurement will be issued unrestricted with a 10% evaluation preference for certified Hubzone Firms in accordance with Far Subpart 19.1307.
DESCRIPTION: The work of this contract is to design and construct a two part net metered photovoltaic system at the main water treatment plan. The system consists of a ground mounted photo voltaic panel array on cleared land next to the plant and a roof mounted photovoltaic array on the roof of the building. Both arrays shall be connected and fed into one inverter inside the building along with safety switching to eliminate power back feeds into the distribution system in event of power failures. Generated electricity will be fed into an existing 3 phase 120/240 volt power panel inside the building. The performance period for this project is 120 days and the magnitude of this construction project ranges from $250,000 to $500,000. The NAICS code for this project is 238220 with a size standard of $14M. This notice meets the requirements of FAR 5.201. The NPS reserves the right not to release a solicitation.
