Vietnam to build power plant in Laos
Vietnam will build a power plant with investment of some US$550 million in Laos next year, a local official told Xinhua Wednesday.
The Lao government had recently licensed the Viet-Laos Investment and Development Joint Stock Company to construct a hydroelectric plant with capacity of 465 MW in the country's southern Attopu province in the second quarter of 2007, said Le Tuan Dung, an official of the company.
Once completed in 2010, the plant would generate some 2 billion kWh of electricity annually, meeting increasing power demand of both Laos and Vietnam, Dung said.
It would be built on the Xekaman river, one of six tributaries of the Sekong River.
Last year, Vietnam and Laos licensed the company, a joint venture between partners from the two countries, to build a hydroelectric plant with investment of $273.1 million in Laos's southern Sekong province.
The plant with capacity of 250 MW will annually generate 1.5 billion kWh of electricity after its construction completion in 2008.
As of mid-September, Vietnam had had 184 operational overseas investment projects with combined registered capital of over 920 million dollars in nearly 40 countries and regions. Laos had attracted most of Vietnam's overseas investment.

US may grant Vietnam PNTR status Nov. 13

Senator Chuck Hagel talking during a round-table meeting with Vietnamese correspondents yesterday in HCM City.
VietnamBridge – The US Congress will come into session on November 13 to vote on Permanent Normal Trade Relations (PNTR) status for Vietnam in advance of President Bush’s APEC trip to Hanoi.
That was the statement made by Senator Chuck Hagel from Nebraska at a round-table meeting with several Vietnamese correspondents in HCM City yesterday.
“It was the issue regarding textiles in our bilateral negotiations with Vietnam brought up by two senators from North & South Carolina, Senators Dole and Graham. I understand the issue has been resolved and there should not be any reason not to have a vote after we return on Nov 13. I believe that once the vote is held that PNTR will pass with a very strong vote”, he said.
The Senator visited the HCM City stock exchange on Thursday and found it very interesting that the stock market in Vietnam was doing well and growing.
“What they’re doing is important. It will help build a very significant capital foundation for growth here in Vietnam”, Mr Hagel said.
However, he raised concerns about the banking industry and transparency issues in Vietnam. He said anything that stands in the way of investment will need to be addressed, guaranteeing intellectual property rights.
“Vietnam is looking at those issues now and there are issues that need to be worked through, but that’s not unusual”, he added.
Senator Chuck Hagel, who is on a two-day visit to Vietnam, chaired the US Senate subcommittee with oversight responsibilities for the stock market for the US and he expressed that he wanted to help to develop the stock exchange in Vietnam.
He will work today with Vietnam’s Defense, Finance and Foreign Ministers in Hanoi before leaving for China, the Philippines, South Korea and Mongolia.
Senator Chuck Hagel served during the Vietnam War in the US Army’s 9th Infantry Division in 1968. He came back to Vietnam in 1999 to cut the ribbon to officially open the new American Consulate in HCM City.
Mr Hagel is considered a potential Republican presidential candidate in 2008. The Senator said yesterday he would not decide whether or not to run until after the November 2006 midterm elections.

Northrop Grumman Awarded $357 Million U.S. Citizenship and Immigration Services Contract; Potential Value of $750 Million
HERNDON, Va., Oct. 3, 2006
Northrop Grumman (NYSE:NOC) has been awarded a $357 million indefinite delivery, indefinite quantity contract by U.S. Citizenship and Immigration Services (USCIS), an agency within the Department of Homeland Security (DHS), to continue providing biometric capture services in support of U.S. citizenship applications and green card renewals. The contract is for one base year with four one-year options and has a potential value of $750 million over a five-year period.
Biometric capture services involve electronic scanning and recording of fingerprints, and photograph and signature collection, for identification purposes. The contract work will be performed in all 50 U.S. states at 136 Application Support Centers (ASC), with possible future expansion overseas. Northrop Grumman has provided these services to USCIS since 1999.
"Northrop Grumman is proud of its past performance and continued opportunity to significantly contribute to our nation's homeland security," said James Cameron, president Northrop Grumman's Technical Services sector. Under Northrop Grumman's management of the biometric ASC program, USCIS has reduced its fingerprint rejection rate from 20 to 1.5 percent, the lowest such rate at DHS. Rejections are caused by improper fingerprint recording. Factors that have led to the reduction in the reject rate include additional fingerprint technician training, the creation of a certification training program for quality assurance, and improvements USCIS made to fingerprinting computer systems.
"Our commitment to our customer and the mission was essential to us keeping this work," said Gregg Donley, vice president and general manager of the Systems Support Group at Northrop Grumman's Technical Services sector. "We're dedicated to providing highest-quality personnel, services and support to enhance our nation's homeland security efforts."

Yup, thanks to Sirius for her good findings..We still have one more to solve and that is the Homeland Security stuff....The only thing I can come up with is the Level 3 while Sirius and others have different ones..This is a tuff one..
