North American Leaders Must Not Surrender to Nativism

Relations among North America’s three big neighbors are much more important to their citizens’ self-interest than the great majority of those citizens realize. The U.S. media’s focus on Mexico is too often negative, while Canada frequently gets neglected. The political campaign season in the United States has magnified negative statements about North American ties by candidates building on stereotypes and false premises. How can we push back and get our publics to see and support the enormous benefits of cooperation across North America?
The June 29 North American Leaders Summit (NALS) in Ottawa provides a valuable opportunity for Prime Minister Justin Trudeau and Presidents Barack Obama and Enrique Pena Nieto to make the case. They have the opportunity to present a clear vision about the North American partnership at a time in when it is sorely needed, and to offer initiatives that help show the tremendous value of that collaboration for our economies, our security, and our environment. What takes place at this summit and during the follow-up has the potential and power to significantly augment the economic well-being and security of North America. Successfully challenging the distorted and erroneous public rhetoric that reigns is not just the work of the three governments, however. They need the active support of those who benefit from North America’s partnership.
While the media and candidates have no trouble raising the challenges facing North America, from drugs to unauthorized migration, to workers left behind, the benefits of cooperation rarely become sound bites, and they don’t fit on campaign bumper stickers. Yet our economies have benefited enormously from North American partnership. Canada and Mexico are the two largest buyers of U.S. exports, and studies link some 14 million U.S. jobs spread across most U.S. states to these sales. The United States is also the largest market for Mexico and Canada. North America’s production chains have proven vital to the ability of the United States as well as Canada and Mexico to compete with China and others in the global economy, as we build and innovate together. As part of their daily business, well over 1 million people legally cross the borders between the three countries, while tens of millions of tourists give additional boosts to local economies. We rely on each other to help deepen security against direct attack from terrorists and other non-traditional threats.
While the media and candidates have no trouble raising the challenges facing North America, from drugs to unauthorized migration, to workers left behind, the benefits of cooperation rarely become sound bites, and they don’t fit on campaign bumper stickers.
Together, the three countries of North America constitute a major world energy and biodiversity power. Better coordination as we develop these resources will help secure energy for our economies, add stability and sustainability to world energy markets, and preserve our shared environment.
There are issues of enormous significance and potential. When the continent’s leaders meet in Ottawa, they have a chance to emphasize the value, counter the critics, and approve real steps to benefit their publics. Making the case that increased connectivity is good for all three economies in the face of serious global competition will be vital given the public criticism, but the arguments need to take into account that a notable chunk of the U.S. electorate feels left behind by international trade and job dislocations. The leaders can publicize facts about commerce and jobs in North America to refute the criticisms being leveled, but the vision presented must also acknowledge the need and will to find solutions for those left behind.
The three leaders will no doubt highlight the need to make our borders more efficient and safe. We expect them to reiterate their commitment to establishing a North America-wide trusted traveler system, whereby vetted travelers would get expedited treatment at ports of entry. A clear, new objective to reduce wait times at borders would gain support from border communities and many businesses. This is a big issue for the millions living near the borders, and for businesses that trades $3.4 billion each day between countries. Current delays cost billions and generate pollution at jammed border crossings.
North American cooperation cannot just stand on commerce when unstable regions bring the threat of terrorism closer to our shores. The NALS should make clear that mutual security throughout North America is a shared priority. Steps to strengthen border security against terrorists probing North America’s perimeters via expanded information and intelligence sharing would help address public concerns. Reinforced trilateral efforts to tighten cooperation to combat the large flows of illicit drugs, the related unregulated flows of billions of dollars, the illegal trafficking of firearms, or human smuggling across our borders would also send strong positive signals to the public. Given the interlocking networks that connect North America, and recent cyber breaches reported in the news, the leaders could also launch a concerted effort to assure that governments coordinate to protect key infrastructure and respond to cyber-attacks and cyber-crime.
North American cooperation cannot just stand on commerce when unstable regions bring the threat of terrorism closer to our shores.
Efforts in energy security and preserving North America’s environment will also help our citizens see the value of cooperation. The three energy ministers are hard at work on an agenda that can pave the way for long-term energy security for the three economies. In March, Trudeau and Obama set out a very ambitious environmental agenda, one that dovetails with previous work between the United States and Mexico. The three countries can add efforts to preserve and protect the continent’s wildlife. The 2014 commitment to protect Monarch butterflies was the most popular initiative from that NALS. This time, the leaders could build support among concerned publics by adding species such as migratory birds to trilateral conservation work, or consider more collaboration against invasive species, which do not respect borders.
While unlikely to have much traction with the public, Canada, Mexico, and the United States can do more to coordinate in international bodies such as the United Nations and the G-20. The three countries could consider an international initiative that would symbolically underscore their willingness to cooperate -- perhaps that could be in an area such as UN peacekeeping, or a large cultural, economic or sports event.
Obama, Trudeau, and Pena Nieto have an excellent opportunity to seize the moment by offering an inspiring vision of North American cooperation, as well as initiatives to take that partnership forward. Key will be how well the three governments continue the hard work of producing results for the citizens of all three countries and of spreading the word to the public. Given the criticisms, falsehoods, and slurs sadly evident in the U.S. presidential election, it will be vital that governments be joined by the vast numbers of stakeholders, from workers to business owners to civil society groups, who already benefit from the ties across our continent, in explaining why North America should collaborate more. We cannot afford to get sucked up in demagoguery and nativism. We have a rare opportunity to bolster North American partnership, growth and security for decades to come.

'At the limit,' Mexico buckles under migrant surge to U.S.

TAPACHULA, Mexico/WASHINGTON (Reuters) - Mexico is struggling to stem the flow of Central American migrants traveling to the United States ahead of the U.S. presidential election, causing major concern in Washington, which is weighing sending more agents to help.
In 2014, Mexico moved to strengthen its southern border when a surge in child migrants from Central America sparked a political crisis in the United States.
Last year, Mexico detained over 190,000 migrants, more than double the number in 2012.
But official data examined by Reuters shows that fewer migrants have been captured in Mexico this year even as the number caught on the U.S. border has soared.
The slowdown in detentions on Mexican soil is frustrating U.S. officials who feel that Mexico could be doing more, according to a source familiar with internal briefings on the topic at the U.S. Department of Homeland Security (DHS).
Illegal immigration is stoking a fierce debate ahead of the U.S. election on Nov. 8 with Republican candidate Donald Trump vowing to deport millions of people and build a wall along the Mexican border if elected president.
Mexico says its National Migration Institute (INM), which regulates migration in the country, is already working flat out to contain the problem, but it has a fraction of the resources that U.S. agencies have.
"We're at the limit of our resources," Humberto Roque Villanueva, Mexico's deputy interior minister responsible for migration, told Reuters.
The number of families stopped at the U.S.-Mexico border jumped 122 percent between October 2015 and April 2016 from the same period a year earlier, according to data from U.S. Customs and Border Protection (CBP).
The number of detained "unaccompanied minors" - children traveling without relatives - was 74 percent higher. Most of the Central Americans come from Guatemala, Honduras and El Salvador.
Despite those increases, fewer migrants are being caught as they move through Mexico. Over the same period, Mexico detained and deported about 5 percent fewer people than in 2014/15. So far this year, 3.5 percent fewer unaccompanied minors have been stopped.
The DHS is considering sending more agents south to train Mexican officials on how to track human traffickers and stop migrants crossing the Mexico-Guatemala border, according to an internal briefing document obtained by Reuters.
U.S. Representative Henry Cuellar, who sits on the House Homeland Security Appropriations Subcommittee, said DHS officials told him they hope to help Mexico strengthen its southern border.
"When you're constantly working at full speed and don't have all the resources because your primary mission is to fight the drug cartels, yeah, you're going to be stretched," Cuellar said.
DHS spokesman Daniel Hetlage declined to say whether it aimed to send more officers to work with the INM, but said the DHS and CBP have an "excellent" relationship with the INM and Mexico's government.
Roque Villanueva attributed the migrant surge to people finding new routes past checkpoints. He said he was unaware of any U.S. plan to send reinforcements, and that there are already U.S. agents at Mexico's southern border, albeit only for training.
LEAKY BORDER
In 2014, Mexico launched the "Plan Frontera Sur" to tighten border controls, register migrants and stop them using the perilous network of trains known as "La Bestia", or "The Beast".
But migrants quickly adapted.
Elisabel Enriquez, Guatemala's vice-consul in Tapachula, said migrant smugglers now rent trucks and shuttling migrants from southern Mexico all the way to the U.S. border over 2,000 km away for up to $8,000 per person.
Two such trucks were stopped in recent weeks, she said, one stuffed with about 115 migrants and the other about 60.
Some migrants immediately apply for asylum on arrival in Mexico. Once granted a refugee visa, they can travel through Mexico without fear of being deported, said Irmgard Pund, who runs the local Belen migrant shelter.
So far this year, asylum applications with Mexican refugee agency COMAR are up over 150 percent compared with 2015, and could reach 10,000 by the end of the year, said Perrine Leclerc, head of the Tapachula field office for the U.N. High Commissioner for Refugees.
The rise in families heading north is partly due to a 2015 U.S federal court decision limiting the time mothers and children can be held in detention, which has created the mistaken impression they can stay in the United States, U.S. officials say.
A regional drought in Central America has also increased pressure to leave, while some migrants are trying to cross ahead of the election in case Trump wins and follows through on his campaign promises, making it more difficult for them in the future.
Compared to their U.S. counterparts, Mexico's migration authorities get by on a shoestring. The INM spent 4.14 billion pesos ($228.37 million) in 2015, less than 2 percent of the CBP's budget request for 2016.
The United States has tripled its border force under President Barack Obama to 60,000 staff, while the INM has 5,383 employees.
Roque Villanueva said the fall in the price of oil, which funds about a fifth of Mexico's federal budget, makes it even harder to put new resources into the INM.
Nonetheless, he said Mexico and the United States would continue to work closely together as Washington has plenty of reasons for wanting a robust southern Mexican border.
"The Americans are not so worried by how many Central Americans get through, but rather about making sure nobody with even the slightest chance of being a terrorist does," he said.

California: Smoking age raised to 21
ARCATA, Calif. -
Big changes for young smokers in California were put into action Thursday - the smoking age is now 21.
This means that it is now a crime to sell or give tobacco to anyone less than 21 years of age. There is an exemption, however. People in the military between the ages of 18 and 21 will not be affected by the age raise.
The law also comes with an increase in fees for those that sell tobacco products, which include ‘E’ cigarettes. There’s now an annual fee for retailers, as well as wholesalers. Retailers currently pay a one-time fee of $100 per location. By January, though, that fee will increase to $265 each year.
Robert Carelli works at Hutchin’s Grocery in Arcata, where they sell tobacco products. He said the store has sold these products to those 18 to 20 years old for the last few years. “It's gonna cause a lot of anger, a lot of frustration, among the younger generation,” said Carelli. "But now, customers are no longer able to legally get the products they’ve already been buying."
On the other hand, some people, including smokers, think this is a positive change. “I think that it's actually a good law that should be implemented,” said Daniel Segura. Although he has smoked since high school, his opinions on the health risks of tobacco are high. “Tobacco is just as bad as alcohol, if not worse,” Segura added.
California is the second state to raise the purchasing age of tobacco products, after Hawaii earlier this year.

Postpone Rio Olympics? WHO to hold emergency meeting about Zika
The World Health Organization's Emergency Committee on Zika will meet to evaluate the risks tied to going on with the Olympic Games in Brazil this summer.

Geneva and New York — With debate growing over the safety of holding the Olympics in Brazil amid the ongoing Zika virus outbreak, the World Health Organization's Emergency Committee on Zika will meet in the coming weeks to evaluate the risks tied to going on with the Games in August, a WHO spokeswoman said on Friday.
"The Emergency Committee meeting will consider the situation in Brazil, including the question of the Olympics," WHO spokeswoman Nyka Alexander told Reuters in response to a query.
WHO makes risk assessments of a public health issue and it would be up to the International Olympics Committee (IOC) to decide on holding the event in Rio de Janeiro, due to start on Aug. 5, she said.

"It is not within our mandate" to make decisions on holding the Olympic Games, Alexander said.
A spokesman for Rio 2016 said they continue to follow WHO recommendations on Zika.
Athletes will have to make their own decisions as to whether to risk Zika for the potential glory of Olympic gold. Cyclist Tejay Van Garderen this week withdrew from consideration for the U.S. team over concerns that the virus could present risks for his pregnant wife.
Other athletes have expressed doubts about going to the 2016 Olympics. The world's No. 1 ranked golfer Jason Day on Friday said that he's not certain he will go. Australian Day had previously been vocal in his support for golf's return to the Olympics after an absence of more than a century but he and his wife, Ellie, want to make "an educated decision" as they consider having a third child.
Dr. David Heymann, chairman of the WHO committee of independent experts, told Reuters on Monday that postponing the Rio Olympics because of fears it could speed the spread of the Zika virus would give a "false" sense of security because travelers are constantly going in and out of Brazil.
It will be winter in Brazil when the Olympics begin, so the mosquitoes that carry the virus will be less abundant, WHO experts said.
WEIGHING RISKS
A public letter was issued last week signed by 150 public health experts and scientists calling for the Olympics to be delayed or moved over fears that the Games could speed up the global spread of the Zika virus.
As The Christian Science Monitor reported, for these health experts the allowing the Olympic games to continue in Rio would be "unethical."
More than 500,000 tourists are expected to travel to Rio de Janeiro during the period when the games will be held, and the doctors argue that the tourists may acquire the virus during the trip and risk infecting people when they return to their home countries.
"Should that happen to poor, as-yet unaffected places (e.g., most of South Asia and Africa) the suffering can be great," the letter read. "It is unethical to run the risk, just for Games that could proceed anyway, if postponed and/or moved."
Top U.S. health officials agreed with WHO experts that Zika did not pose enough of a risk to postpone or move the Olympics. In hardest hit Brazil, authorities have confirmed more than 1,400 cases of microcephaly believed to be linked to Zika.
US Senator Jeanne Shaheen had asked WHO to examine whether the Games in Rio de Janeiro could accelerate global spread of the mosquito-borne virus.
Alexander said the date for the next meeting of the WHO Emergency Committee was still being decided, but that it would be held this month.
Heymann told Reuters that it was tentatively set for June 21. The panel of independent experts meets every three months and its last meeting was on March 8.
Heymann also said national health authorities should advise their respective athletes and citizens of child-bearing age to protect themselves against mosquito bites with repellents while in Brazil and to practice safe sex on return for at least three weeks.

Geneva and New York — With debate growing over the safety of holding the Olympics in Brazil amid the ongoing Zika virus outbreak, the World Health Organization's Emergency Committee on Zika will meet in the coming weeks to evaluate the risks tied to going on with the Games in August, a WHO spokeswoman said on Friday.
"The Emergency Committee meeting will consider the situation in Brazil, including the question of the Olympics," WHO spokeswoman Nyka Alexander told Reuters in response to a query.
WHO makes risk assessments of a public health issue and it would be up to the International Olympics Committee (IOC) to decide on holding the event in Rio de Janeiro, due to start on Aug. 5, she said.

"It is not within our mandate" to make decisions on holding the Olympic Games, Alexander said.
A spokesman for Rio 2016 said they continue to follow WHO recommendations on Zika.
Athletes will have to make their own decisions as to whether to risk Zika for the potential glory of Olympic gold. Cyclist Tejay Van Garderen this week withdrew from consideration for the U.S. team over concerns that the virus could present risks for his pregnant wife.
Other athletes have expressed doubts about going to the 2016 Olympics. The world's No. 1 ranked golfer Jason Day on Friday said that he's not certain he will go. Australian Day had previously been vocal in his support for golf's return to the Olympics after an absence of more than a century but he and his wife, Ellie, want to make "an educated decision" as they consider having a third child.
Dr. David Heymann, chairman of the WHO committee of independent experts, told Reuters on Monday that postponing the Rio Olympics because of fears it could speed the spread of the Zika virus would give a "false" sense of security because travelers are constantly going in and out of Brazil.
It will be winter in Brazil when the Olympics begin, so the mosquitoes that carry the virus will be less abundant, WHO experts said.
WEIGHING RISKS
A public letter was issued last week signed by 150 public health experts and scientists calling for the Olympics to be delayed or moved over fears that the Games could speed up the global spread of the Zika virus.
As The Christian Science Monitor reported, for these health experts the allowing the Olympic games to continue in Rio would be "unethical."
More than 500,000 tourists are expected to travel to Rio de Janeiro during the period when the games will be held, and the doctors argue that the tourists may acquire the virus during the trip and risk infecting people when they return to their home countries.
"Should that happen to poor, as-yet unaffected places (e.g., most of South Asia and Africa) the suffering can be great," the letter read. "It is unethical to run the risk, just for Games that could proceed anyway, if postponed and/or moved."
Top U.S. health officials agreed with WHO experts that Zika did not pose enough of a risk to postpone or move the Olympics. Now, where can we find $250 billion? One way is to raise taxes. The other – and I vote for this one – is to create more people who pay them.
Back to the math. The average American makes $50,000 a year and pays 25 percent – $12,500 – in income taxes. Divide 250 billion by 12,500 and you get 20 million – the number of people we need to put in new jobs in one year to cover our nut.
We’re almost done. Divide 20 million by 12, the number of months in a year, and the result – 1.67 million – is the number of new jobs we need to add every month to overcome half the deficit.
That’s right … 1.67 million new jobs a month.
