Well they can't exit cship without complying to new capital rules.
Calabria's approach is to define the new capital rules (and maybe redefine them over and over again) so that GSEs are always at risk.
5th circuit has already said that fhfa director was acting outside the authority of the president by enacting the nws. If Mnuchin can't come up with a better negotiation strategy than to say they're going to continue the 10% dividend route when they've already taken an excess of $100 B, I'd say Pagliara has an easy win in front of him. Could get done this year.
