CEDAR RAPIDS, Iowa, Feb 09, 2003 (The Gazette - Knight Ridder/Tribune Business News via COMTEX) -- Ten months after she became chairwoman and chief executive officer of McLeodUSA Inc., Chris A. Davis is becoming a very visible symbol of the telecommunications company.
Advertisements in The Gazette, other regional newspapers and the Wall Street Journal prominently display a photo of Davis with statements about the company's commitment to customer service, details on its capital investment strategy and plans for rigorous training of its employees.
The ads also feature Davis' her personal e-mail address, a toll-free phone number and the company's Web address, inviting customers to respond if their expectations have not been met.
The first major marketing campaign for McLeodUSA in many years has prompted a variety of responses, according to Greg Crosby, group vice president of marketing.
"We've seen a 30 percent spike in people going to our Web site," said Crosby. "Calls coming into our 800 number have increased by about 10 percent.
"About three-quarters of the people are inquiring about new services, jobs or wanting to become a supplier to us. The other 25 percent are existing customers with inquiries about their service or billing, wanting to change their service or those with service questions.
"The e-mail responses have followed the same pattern.
We've also had people say it's about time that the lead officer of a company take accountability.
"We've also had quite a few requests for Chris' time. National publications want to talk with Chris about her management philosophy, what she believes in, and how she's turning the company around."
McLeodUSA, which filed for Chapter 11 bankruptcy Jan. 31, 2002, reached agreement with its bondholders to exchange equity for about $3.3 billion in debt. The company, which shed its telephone directory business and other non-core assets, emerged from bankruptcy in mid-April and ended 2002 with a new management team in place.
Davis, 51, has a track record as a corporate turnaround specialist. During her tenure as executive vice president and chief financial officer of Gulfstream Aerospace Corp. from May 1993 to April 2000, she helped engineer the transformation of the luxury private jet maker from bankruptcy candidate to profitability.
Under the leadership of Davis and her executive team, McLeodUSA has slashed its corporate debt from nearly $4 billion to $715 million and focused on being a telecommunications provider operating in 25 states.
"I'm very proud of where we are," said Davis, 51, in a recent interview. "We've done a tremendous amount of work over the last 15 months to improve the systems and processes we use to become more efficient.
"Do we have more to do?
Absolutely, but I think that we have really come a long way."
McLeodUSA was founded in 1991 by former Chairman Clark McLeod and members of his management team from the previously successful Teleconnect Co. McLeod retired from the company in April.
McLeodUSA employs 3,700 people, including about 1,600 in Cedar Rapids. The company also has major operational facilities in Tulsa, Okla.; Springfield, Mo.; and Houston, Texas.
Davis said the redesign of McLeodUSA began with a visioning process by its senior leadership.
"Our executive team sat down and asked ourselves what we thought this company could become and then we developed a vision for this company," said Davis. "We want to be a world class telecommunications provider.
"We want to do that by offering a value-added proposition to our customers, solving their business problems. We want to treat them better than anybody has ever treated them before.
"And from a business perspective, we want to ensure the hallmarks of integrity, accountability and commitment to excellence."
Davis said all aspects of the company's operations were analyzed ... and streamlined where appropriate. She provided a couple of examples.
"A year ago, we had 27 different billing systems. Now, we have two ... one for wholesale customers and one for retail customers," said Davis.
"We had four trouble management systems. When a customer called in with a problem, you had four different trouble tickets and something like 2,000 codes to indicate the problem.
"We now have one trouble management system and we've reduced the codes to something like 127. We have really worked to simplify our processes."
McLeodUSA's "Preferred Advantage" product offerings, launched in late November, include simple packages for local and long-distance telephone service, Internet and voice mail for homes and small- and medium-sized businesses. New product and service offerings for the company's larger clients were rolled out last month.
Davis said "Preferred Advantage" was developed with an in-depth review of the requirements of McLeodUSA's customers and targeted prospects, detailed market research and competitor analysis.
"Our sales force is being trained to understand a customer's business before they call on them," said Davis.
"Rather than show them 47 different products and services, they will tailor the products and services to the customer's business. We want to provide the solutions that will help our customers be more efficient and grow their business."
Davis said McLeodUSA is looking to fill about 60 job openings in Cedar Rapids, ranging from accounting and finance to customer care and information services.
Davis is convinced that employee morale is on the upswing.
"Overall, I think the tone in this company is way better than it was a year ago," she said. "I think the executive team has built very strong credibility with the employees.
"We've told them `Here's what we're going to do and here's where we're going.' Then we've focused on that and we're executing internally."
Davis meets with every employee of the company at least twice a year. She also "walks the floors" in all four major operational locations in Iowa, Oklahoma, Missouri and Texas, talking with employees about the status of business and their concerns.
"It's much better today than it was previously," said Elizabeth Weitz of Anamosa, a customer care coordinator. "She (Davis) takes the time to visit with us out here on the floor.
She is very easy to talk with and she wants to know what's happening."
Last week, the company launched its "Star Quality" employee training and certification program. Davis said every employee who comes in contact with a customer or the company's network must be trained and pass testing for certification.
"This rigorous training program will provide our employees with the tools and training they need to successfully execute our growth strategy," said Davis. "We will perform employee assessments to determine their strengths and weaknesses. We will provide them focused training to correct any area where they need improvement.
"This will be an ongoing initiative, with employees tested and recertified each year."
McLeodUSA stock rose to trade at $1 per share in early December before being dragged down by a sluggish market.
Davis said executing its business plan and achieving positive cash flow and profitability are key goals in McLeodUSA's turnaround strategy.
"Investors want to invest in good businesses," she said.
"The business has to have a solid business plan and a management team that does what they say they're going to do.
"We have a plan for growth, a plan for positive cash flow and a plan for profit. When we keep moving toward that, people are going to say `You said you were going to do that and you've done it.'
"They're going to say this is a good company and a management team they can trust.[ I have no comment on this one other than IBCL could use a little rub-off here] Then you will see investment come back to the company."

I have an understanding as to the expiration date of the TRO as called out.....The SEC announced the temporary suspension of trading of the securities of International BioChemical Industries, Inc. (OTCBB: IBCL) at 9:30 a.m. on February 6, 2003 and terminating at 11:59 p.m. on February 20, 2003, pursuant to Section 12(k) of the Securities Exchange Act of 1934.
I have not been able to verify officially as to when there will be a hearing. Thursday keeps popping up. Is it normal to assume that the hearing is the same date as the expiration date. The suit calls for an answer to the complaint within 20 days of the court summons date of Feb. 6,2003.

I am sorry, but I have forgotten what a pain in the ass long loads were on dial-up....I have had DSL for some time and have gotten so used to it that I forget where I have been. Would someone please attempt to cogitate on this conjecture?......The trading suspension has been picked apart piece by piece and viewed from all angles except one, which is possibly the most significant factor that could have a direct bearing on the final out come of this mess.
I have previously posted the following which I believe to be significant and not one single person other than myself has picked up on the possible significance...the answer is before us if you can decipher it....It also may have some indication as to the Q coming out timely....cool as a cucumber.
The very most significant single factor in this latest suspension scenario is the fact that Tim is not only answering phone calls , he is returning voice mail calls. As a matter of fact, there has been several posters that have missed his first call only to be called the second time. He is going out of his way to talk to JOE DOE investor, which is an all time first for this man. He says nothing of importance relative to the present situation because he is gagged. He has sounded very upbeat during this very crucial time. Folks....he is delivering a message without saying a thing. He is not gagged to the point that he can not make a phone call to an investor and talk about generalities. I once knew a very intelligent person that once said...Listen not to what the person is saying...but listen to what he would like to say.

NoMoDo....I think you will find that CURIOUSLADY does not post on a regular basis. The last time she posted to GG, she was quite nice to him. She told him that if he wanted shutters on his house it was alright with her....some people like trimmings. TRADING SUSPENSION...has to do with inappropriate activity ie:sec violations of one nature or another. Time for spanking.
HALT... has to do with controlling the trading as affected by news or huge influx of orders etc...not related to inappropriate activity in any way.
You joked about a halt after the suspension is lifted....You may be more dead on than you can guess. If the case is thrown out in the hearing or the IBCL suit allegations are resolved in their favor, there will be a halt of gigantic proportions with a new one day volume record. I suppose the converse also has possibilities...

As long as I am conjecting......why not conject a little more in depth and go out on a long limb.....
1. Suppose that Tim has blabbed too much about the meeting with the FEDS and they wish he would shut up.
2. The FBI would not issue a gag order or temporary restraining order against him as it would let the cat out of the bag.The stock would go out of control pricewise and it would suggest a security situation that must be kept under wraps. Tim has a right to speak the truth unless he is gagged by a national security order which they have chosen not to do.
3. Who better to issue a restraining order to gag Tim Moses but the SEC ,as they can do it without causing any direct inuendos as to what might really have been covered in the FBI meeting.
4. Is it with in the realm of possibility that the FBI could pressure the SEC to do their gaging of Tim by issuing the trading suspension ????
5. Again ,I would like to remind all that I am very much full of shit and sometimes my imagination works overtime...could it be the beer...???
Insider trades on yahoo indicate that there has been no filings since Nove. 1, 2002 when J.Tucker filed to sell a handful of shares. I would think that If Tim had filed a form 144 to sell off a bunch of shares it would be necessary to register same. It is just very possible that he did not dump shares during the run up which may account for some of his kool as a cucumber attitude as of late.

I would double up at the .09 closing price if I had the chance now that I have connected all the dots. There are many dots in this deal and I have found a bunch of very positive ones that fit very well. I think that a beer or two is in order...

I would look in the following court records....Federal court....northern Georgia...It takes registration and fee to obtain the information you seek by using the web. There will be a docket displayed for public view at the court house if you go there.

There seems to be a missing link in this whole anthrax scenario. The govt. speaks of the imminent threat of anthrax from Iraq with use against any and all invaders and the possible threat on a large scale on our soil. I am not too hot on DD and as a result I have not found or heard anything on the U.S. trying to prepare counter measures with anthrax fighting products.
It does not seem to me to be a very prudent move for a govt. agency to harass IBCL at this critical time in light of the current state of international political turmoil. Are they cutting their nose off to spite their face with this S.E.C. suspension when they in fact should be concentrating on seeking product suppliers of which IBCL could be a major supplier of effective and save anthrax fighter products....???the govt. works in strange ways...
Can anyone think of a way that Tim could be scammed out of his patents that he does not want to sell????..Unrelated question...can SEC fines be paid with patents.....what in the world would they do with them.....????
