The South Carolina Department of Agriculture in cooperation with the South Carolina Energy Office announces the first round of South Carolina Renewable Energy Infrastructure Development Fund awards. Administered by the Department of Agriculture, the South Carolina Renewable Energy Infrastructure Development Fund was established in June of 2007 to provide funding for renewable energy demonstration projects, research and development projects, and planning grants to organizations, businesses and research institutions in the state. Qualified renewable energy projects include wind, solar, and biomass energy.
A total of thirteen grants totaling $1.36 million were awarded in the first round selection process. Eight of the major grant projects funded were related to the production of energy from common farm biomass wastes; offshore wind research; compacted wood fuel for export markets; poultry litter for on-farm energy; the use of switchgrass, sweet sorghum and sweet potatoes for ethanol production; solar energy for dorm facilities; and assistance for a bio-gasification facility. In addition to the major grants, five planning grants totaling $50,000 were awarded to businesses and research entities to assist with the development of federal grant applications and other external funding.

Digging Out of $98 Million Hole
Besides using any excess general funds from this fiscal year, the proposed budget proviso for 2010-11 also would transfer about $19.2 million from three separate funds to help make up the $98.2 million deficit. The proposed transfers would include:
$2.5 million from the S.C. Department of Agriculture’s “Renewable Energy Infrastructure Development Fund.” That fund was established in 2007 to support wind, solar and biomass energy projects in the state, including demonstration projects, research and development projects, and planning grants to businesses, organizations and research institutions, according to the department’s S.C. Market Bulletin. Larry Boyleston, an assistant agriculture commissioner, told The Nerve that the program was discontinued after the S.C. Supreme Court upheld a lawsuit that claimed the program was unconstitutionally “piggy-backed” onto another bill. “The department had hoped that these funds might eventually be put in the department for other purposes but that, as you can imagine, was wishful thinking,” Boyleston said. About $3.5 million currently is in the fund, according to the Comptroller General’s Office.

TO EXPRESS THE SINCERE SORROW OF THE SOUTH CAROLINA SENATE UPON THE DEATH OF MR. TED ASHTON PHILLIPS OF CHARLESTON, AND TO EXTEND DEEPEST SYMPATHY TO HIS FAMILY AND MANY FRIENDS.
Whereas, in 1938, Mr. Ted Ashton Phillips was born in Lynchburg in Sumter County and was one of six siblings; and
Whereas, Mr. Phillips graduated from Clemson with a Bachelor's degree in science and agriculture. He began his career in the fertilizer business around 1960, working as a salesman in Sumter, Lee, and Clarendon Counties for Charleston-based Planters Fertilizer Company; and
Whereas, he also ran a small farm, raising tobacco and cotton. At the age of twenty-three, he reached a turning point in his life when his father died in an automobile accident. He often said if his father had lived, he would never have stayed in the fertilizer business but likely would have farmed with his father; and
Whereas, he went on to be the cofounder and chairman of Carolina Eastern Inc., one of the state's largest privately-held companies. Early in the 1970's, he and two partners bought seven fertilizer plants in North and South Carolina from American Cyanamid to form Carolina Eastern Inc., which now has operations throughout the Southeast and in New York; and
Whereas, widely regarded as a shrewd businessman who never strayed far from his agricultural roots, Mr. Phillips built one of South Carolina's biggest fertilizer distributorships; and
Whereas, known for his love of the outdoors and his low-key generosity, he was a man who preferred to help others, from his employees, to various community causes, to his alma mater, Clemson University; and
Whereas, Mr. Phillips always preferred to give of himself and his possessions very quietly, almost anonymously. His philanthropy serves as a shining example for all South Carolinians; and
Whereas, among his many passions were his love of flying and minor league baseball; and
Whereas, he was also the beloved husband for forty-seven years of LaVonne N. Phillips, and together they had three sons, George Mark Phillips, Alton Clarence Phillips, and the late Ted Ashton Phillips, Jr., and one daughter, Sarah Phillips Marshall. They were also proud to boast twelve grandchildren; and
Whereas, the members of the Senate are deeply saddened at the loss of this outstanding son of South Carolina who never spoke an ill word about anyone and was a true Southern gentleman in the best sense of the term. Now, therefore,
Be it resolved by the Senate:
That the members of the South Carolina Senate, by this resolution, express their sincere sorrow upon the death of Mr. Ted Ashton Phillips of Charleston, and extend deepest sympathy to his family and many friends.

SO-CALLED “GODFATHER” PLEADS GUILTY TO MANUFACTURE AND SALE OF FRAUDULENT IDENTIFICATION DOCUMENTS
ATLANTA, GA - FRANCISCO SANTILLAN ARELLANO, 36, of Atlanta, Georgia, pleaded guilty today in federal district court to conspiracy to manufacture and sell fraudulent Government identification documents, including Social Security cards, Permanent Resident cards, and driver’s licenses, and to identification document fraud and aggravated identity theft. Seven other defendants previously pleaded guilty to related charges.

Here's what President Obama didn't see when he visited the Gulf Coast: a dead dolphin rotting in the shore weeds.
"When we found this dolphin it was filled with oil. Oil was just pouring out of it. It was the saddest darn thing to look at," said a BP contract worker who took the Daily News on a surreptitious tour of the wildlife disaster unfolding in Louisiana.
His motive: simple outrage.
"There is a lot of coverup for BP. They specifically informed us that they don't want these pictures of the dead animals. They know the ocean will wipe away most of the evidence. It's important to me that people know the truth about what's going on here," the contractor said.
"The things I've seen: They just aren't right. All the life out here is just full of oil. I'm going to show you what BP never showed the President."
The day was 85 degrees, the blue sky almost white with sunshine, the air fresh with salt tang.
After checking that he was unobserved, he motored out to Queen Bess barrier island, known to the locals as Bird Island.
The grasses by the shore were littered with tarred marine life, some dead and others struggling under a thick coating of crude.
"When you see some of the things I've seen, it would make you sick," the contractor said. "No living creature should endure that kind of suffering."
Queen Bess Island was the first place where fledglings were born when the beloved, endangered Louisiana brown pelicans were reintroduced in the 1970s. Their population rebounded and was finally declared stabilized in 2002.
Now their future is once again in doubt. In what had been such an important hatchery, hundreds of pelicans - their white heads stained black - stood sentinel. They seemed slow and lethargic.
"Those pelicans are supposed to have white heads. The black is from the oil. Most of them won't survive," the contractor said.
"They keep trying to clean themselves. They try and they try, but they can't do it."
The contractor has been attempting to save birds and turtles.
"I saw a pelican under water with only its wing sticking out," he said. "I grabbed it and lifted it out of the water. It was just covered in oil. It was struggling so hard to survive. We did what we could for it.
"Nature is cruel, but what's happening here is crueler."
The uninhabited barrier islands are surrounded by yellow floating booms, also stained black, that are supposed to keep the oil out. It's not working.
"That grass was green a few weeks ago," the contractor said. "Now look. ... This whole island is destroyed. How do you write a check for something like this?"
He said he recently found five turtles drowning in oil.
"Three turtles were dead. Two were dying and not dead yet. They will be," he said.
As the boat headed back amid the choppy waves, a pod of dolphins showed up to swim with the vessel and guide it to land.
"They know they are in trouble. We are all in trouble," the contractor said.
BP's central role in the disaster cleanup has apparently given the company a lot of latitude in keeping the press away from beaches where the oil is thickest.
On Monday, a Daily News team was escorted away from a public beach on Elmer's Island bycops who said they were taking orders from BP.
BP spokesman Toby Odone denied the company is trying to hide the environmental damage; he noted BP has organized press visits to the spill zone and said BP cannot tell cops what to do.
The contractor for BP said the public needs to see the truth.
"BP is going to say the deaths of these animals wasn't oil-related," he said. "We know the truth. I hope these pictures get to the right people - to someone who can do something."

Crude washes into Fla.
PENSACOLA BEACH, Fla. – Waves of gooey tar balls crashed into the white sands of the Florida Panhandle on Friday as BP engineers adjusted a sophisticated cap over the Gulf oil gusher, trying to collect the crude now fouling four states.
Even though the inverted funnel-like device was set over the leak late Thursday, crude continued to spew into the sea in the nation's worst oil spill. Engineers hoped to close several open vents on the cap throughout the day in the latest attempt to contain the oil.
As they worked on the system underwater, the effect of the BP spill was widely seen. Swimmers at Pensacola Beach rushed out the water after wading into the mess while children played with it on the shore and others inspected the clumps with fascination, some taking pictures. Brown pelicans coated in chocolate syrup-like oil flailed and struggled in the surf on a Louisiana island, where the beached was stained in hues of rust and crimson, much like the color of drying blood.
"In Revelations, it says the water will turn to blood. That's what it looks like out here like the Gulf is bleeding," said P.J. Hahn, director of coastal zone management for Plaquemines Parish as he kneeled down to take a picture of an oil-coated feather. "This is going to choke the life out of everything."
Newly disclosed internal Coast Guard documents from the day after the explosion aboard the Deepwater Horizon rig indicated that U.S. officials were warning of a leak of 336,000 gallons per day of crude from the well in the event of a complete blowout.
The volume turned out to be much closer to that figure than the 42,000 gallons per day that BP first estimated. Weeks later it was revised to 210,000 gallons. Now, an estimated 500,000 to 1 million gallons of crude is believed to be leaking daily.

Jun 4, 2010 - Brown pelicans drenched in black oil were found Thursday on East Grand Terre Island while BP was attempting to place a containment cap over the oil leak in the Gulf of Mexico.
The brown pelicans, Louisiana’s state bird, were found when Gov. Bobby Jindal toured the island to survey a dredging operation.
Louisiana’s Department of Wildlife and Fisheries sent biologists to the island, where they rescued about 20 oiled birds, including a number of brown pelicans, Jindal said.

October 17, 2008 - Roseburg Forest Products announced today the scheduled closure of its Holly Hill, S.C. medium density fiberboard (MDF) manufacturing facility. According to Vice President of Composite Manufacturing Darrell Keeling, “Poor demand for our products, coupled with escalating raw material and energy costs have forced this unfortunate decision.” Keeling noted that the company will re-evaluate the closure in three to six months, reviewing its ability to re-start the facility.
The closure affects just over 100 employees, who are eligible to work in other RFP facilities and to apply for retraining benefits. “We understand that this action places a burden on our people, their families, and our community,” said Keeling. “We will do everything we can to help people with this transition.”
Built in 1974, the Holly Hill facility produces medium density fiberboard panels used for furniture, cabinetry and decorative molding. Customers include panel laminators, cabinet makers, major home improvement retailers and regional building products suppliers.
Roseburg Forest Products Co., based in Roseburg, Ore., is a family-owned manufacturer of lumber, composites, softwood plywood, engineered wood products and specialty panels. It has land and facilities in the northwest and southeast United States. The company was established in 1936.

Japan plans $2 billion robot moon base by 2020

(PhysOrg.com) -- Believing that a moon base is essential for exploration of the solar system, Japan has recently announced plans to send humanoid robots to the moon to construct a robot lunar base. As part of the $2.2 billion project, the robots will begin surveying the moon around 2015, and then build the unmanned base near the moon’s South Pole by 2020.
A Japanese government panel chaired by Katsuhiko Shirai, President of Waseda University, has developed a rough outline of the project. First, the robots, weighing about 660 pounds each, will begin by surveying the moon, taking images of the surface, collecting rocks, and returning the rocks to Earth via rocket for seismographic research. Later, robots will be sent to the moon to construct the lunar base for themselves.
According to the government panel, the robots and the unmanned moon base will be powered by solar panels. The robots will be controlled from Earth, but will also have a high degree of autonomy that enables them to operate on their own to perform certain tasks. Ultimately, the base could serve as a starting point for future robot colonizers, and even human colonizers.

Concerns over another BP oil rig in the Gulf

June 2, 2010(CNN) - Could things get any worse for BP? Maybe. As the oil continues to flow, some are charging that another BP operation in the Gulf is an even bigger disaster in the making.
For six months, Ken Abbott managed BP’s engineering documents for "Atlantis," BP’s deep water platform nearly 200 miles south of New Orleans. He turned into a BP whistle-blower in February 2009 after finding what he says were thousands of Atlantis engineering documents and drawings that were neither complete nor reviewed properly by BP. That, Sawyer now says, was a serious safety violation.
Federal government approves new Gulf oil well off Louisiana
June 02, 2010 The Associated Press - Federal regulators approved Wednesday the first new Gulf of Mexico oil well since President Barack Obama lifted a brief ban on drilling in shallow water, even while deepwater projects remain frozen after the massive BP spill.
The Minerals Management Service granted a new drilling permit sought by Bandon Oil and Gas for a site about 50 miles off the coast of Louisiana and 115 feet below the ocean's surface. It's south of Rockefeller State Wildlife Refuge and Game Preserve, far to the west of the Deepwater Horizon oil rig that triggered the BP spill.
Obama last week extended a moratorium on wells in deep water like the BP one that blew out a mile below the surface in April and is gushing millions of gallons of oil. But at the same time, the president quietly allowed a three-week-old ban on drilling in shallow water to expire.
"I'm outraged," said Kieran Suckling, executive director for the Tucson, Ariz.,-based Center for Biological Diversity, after a reporter told him of the new permit. "How is it that shallow water drilling suddenly became safe again?"
Bandon Oil and Gas first sought the permit in April shortly after the Deepwater Horizon exploded and sank. The permit was approved Wednesday morning, according to MMS records.
Suckling said the administration was misleading the public by quietly resuming work in shallow waters while acting as if it was taking a tough look at deepwater work.
Interior Secretary Ken Salazar said in a news release Sunday that the extended moratorium on deepwater drilling was needed to provide time to implement new safety requirements.
"With the BP oil spill still growing in the Gulf, and investigations and reviews still under way, a six month pause in drilling is needed, appropriate, and prudent," Salazar said. He said the term "deepwater" referred to drilling at depths of 500 feet or greater.
