For all I know, starting with graphite is cheaper. At least in processing.
The end cost is what's important. Feedstock and method of processing combined as end product. More or less..
It all gets a bit too confusing. As does graphene vs carbon nano tubes. Zipping and unzipping, etc.
On a side note: Vapour Deposition has been used to create CNT's. It's also the process CCTI uses to render their product dust-free/impermeable.
If CCTI is coating their coal with CNT's, I'm betting the Dr's estimation of 50-100X cheaper - isn't an exaggeration.

P.S. According to Dr Yuan Gao,
who works on NETL’s functional materials team:
“By using abundant coal feedstocks, we are synthesising graphene that is 50¬ -100 times less expensive than the usual method of using graphite”

When did they pump this info? I know there's been some grant $$ research at the University here in Wyoming, and possibly overseas. Was this wannabe application prior to us being approached by the U?

It's hard to guess where test plant 2.0 will root itself. I think the lease on Altas Carbon's lot had a 3-year term. Not sure if Altas will somehow come to own/lease the plant. Or perhaps it will end up on lot 4 or 5 somewhere. Maybe on the designated school pad next to ACPIC? It's anyone's guess..
As far as the company being contacted by the University.

Best of my knowledge..
Fiscal year 2019, SER had $10,151,584 available from State appropriations for expenditure. This included a $1,000,000 (one time) Carbon Engineering appropriation.
As we know, this extra CE $$ provided by the State, was to be "matched" by CCTI.

It's nice to see more media outlets sharing the recent developments. We know the State of Wyoming and Gov Gordon are giving SER the tools to advance clean coal technologies.
It appears Gordon requested funds from the State of Wyoming for a pre-combustion project that has previously undergone "field testing" at the Fort Union location. The project was to move forward under the SER, ONLY after receiving matching funds.
Since this January 2019 letter of request, CCTI announced the SER is matching funds for advancement of their Patented technology(ies). Shortly thereafter, management announced reassembly at Fort Union.
I expect some delays going forward, but as one poster often says..

We've been told by the University that they are helping us develop our tech. The matching grant $$ is in-part for the rotary kiln.
There are several NDA's in play surrounding clean-coal technologies in development by ECED. The college is also working with a company involved in the same specific tests.
My assumption is that company is CCTI.
Have you a better guess?

Rick Perry has been a horse in Washington for American energy. Clean-coal is part of that "basket".
There's rumors he is leaving to pursue big plans in the private sector. This was reportedly spoken about prior to the recent Ukraine thing.
Given the fact we picked up Robert Liscouski (first assistant secretary for infrastructure protection for the U.S. Department of Homeland Security), any chance the (soon-to-be) former United States Secretary of Energy, would join us next?
For those of you not familiar with Mr Liscouski and his current position, you can read post 1535 on the QUBT board. This will clue you in on why I believe he may have a particular interest in CCTI.

Reports I've found, say ACPIC will be put out for bid Q1 2020. I'm not sure our test plant needs to be running by then. But Aiden seemed pretty sure about his timeline in that interview. So maybe it does.
Either way, if we're up and running prior to ACPIC breaking ground, we will have plenty of time to test foreign materials.
As far as your $1.. $2.. and $3 estimates.
Coal production has been a cornerstone of the modern Wyoming economy since the 1970's, and has served as Wyoming's most stable source of tax revenues since.
If our technology is capable of finding new markets and securing a sustainable natural resource for future Wyomingites (and others) my guess is you'll need to move your estimated decimal further to the right. Even at full dilution..

I doubt revenue will be here anytime soon.

I've done some research for you and found that Gov Gordon has final say on the technologies used within the SER pilot project utilizing advanced coal-based generation.
I've also learned that some of the technologies they're working with were being "field tested" at Ft Union as early as Q1 2019.
