An audacious plan by Tesla Motors (TSLA) to build the world's largest lithium-ion battery factory continues to be the focus of the electric vehicle industry as the success of the Gigafactory could stand as the make-or-break point for the technology.
The company has narrowed the potential sites for the Gigafactory to Arizona, Texas, Nevada, and New Mexico with each state likely to throw in some incentives.
Despite the potential boost from state governments, the EV automaker still needs a large partner or two to share the costs of the massive project with it. Panasonic is the logical choice, but the company hasn't fully committed to investing in the Gigafactory.
What to watch: At the core of the strategy behind the ambitious Gigafactory project is a goal of slashing the cost of the lithium cell batteries for Tesla vehicles. Industry experts think the cost on Tesla's base 60 kWh battery could be brought down to $10K from $16K as production ramps up significantly. The wildcard in the mix is the potential of the Gigafactory to lead to disruptive energy storage innovation. Analysts are deeply divided on the issue.

NEW YORK, March 26 (Reuters) - OTC Markets, the operator of three U.S. over-the-counter equity markets, is rolling out tighter reporting standards and eligibility requirements for its venture-stage market to crack down on stock scams and bolster transparency, the company said on Wednesday.
On May 1 for its OTCQB market, OTC Markets will introduce a new minimum one-cent bid price requirement and will require the company's chief executive or chief financial officer to certify that its reporting obligations are current and that disclosures about shareholdings, officers and corporate profile are correct.
The bid requirement, in which stocks must have been quoted for at least 1 cent daily over a 30-day period or be dropped from the market, aims to ferret out companies that fall prey to dilutive stock fraud schemes and promotions, OTC Markets said.
OTC Markets also will charge a one-time $2,500 fee for new applicants and an annual $10,000 fee for companies trading on its markets.
Foreign companies that are listed on a qualified stock exchange and are current in their U.S. reporting obligations will be allowed to trade on OTCQB, OTC Markets' middle-tier marketplace. In the past, they traded on the lowest "pink" tier.
On Tuesday, the two most actively traded stocks on OTC Markets on Tuesday were French dairy products maker Danone SA and Swiss pharmaceuticals Roche Holding AG .
Trading volume on OTC Markets was 20.1 billion shares on Tuesday, about three times that of all U.S. stock exchanges and other trading venues. Texas Arizona Want Gigafactory, Won’t Sell Their Cars
Let's be frank here: Texas and Arizona have never really been known for their proclivities toward logical thinking.

Imagine for a second, if you will (and I know how painful it is going to be to do so, so I apologize in advance), that you right in the thick of an argument with your significant other. You know the kind I’m talking about: you’re shrill or booming and shouting every word for emphasis, and it just builds and builds and builds until you finally just hit that apex point and determine: that’s it. This cannot last. This will not stand. So you turn to him/her and you say take your things and get them the hell out of here. I want everything you own out of here by Tuesday, and that was yesterday. But then, inexplicably, you qualify it by saying you don’t necessarily have to leave, just your things. In fact, if you want to help me redecorate the bedroom this weekend and then pay half the rent, that’d be great. That’s somewhat similar to what Texas and Arizona lawmakers did when they wrote Elon Musk letters begging him to bring the recently-announced $5 billion Gigafactory to the Lonestar State and the…uh…Crazy- State.
Granted, Tesla has announced that the four Gigafactory finalists are Arizona, Nevada, New Mexico, and Texas, but it seems odd that Texas and Arizona would not only find themselves in the running, but that their lawmakers would be lobbying so hard to get that Gigafactory in their states like everything is super cool between them and Tesla. Ya know, particularly when one considers the fact that of the three states to have banned Tesla sales thus far, Texas and Arizona are two of them.
According to the Texas Tribune, Rep. Jason Villalba, R-Dallas, penned a love letter to Mr. Musk flaunting Texas’ lack of an income/corporate tax, among other things. That makes sense. Oh, here are a couple of the other things: business-friendly ways and “low regulations and limited government interference.”
The Arizona Daily Star reports that Tucson has their proposal to woo Tesla all ready to go. Of course, I don’t think I need to belabor the point that Arizona is essentially tied with Florida for the title of “America’s Most Consistently Embarrassing State,” but then again, it’s always worth noting that Arizona is ridiculous.
Of course, the proposition of bringing 6,500 jobs to the fold is a tempting one for Texas and Arizona, so it’s only natural that they would be pushing hard to get the Gigafactory after being named finalists. But here’s hoping that Elon and Tesla have already settled on New Mexico or Nevada and are just stringing the other states along much in the way that they no doubt strung them along on the way to banning the company’s product from being sold within their borders.

Tesla’s Gigafactory- Nevada?
There were recent reports that the company had been looking at the northern part of Nevada.
The state's northern regions already house huge facilities for Wal-Mart (in the Reno-Tahoe Industrial Center, which will soon see a solar-powered cloud server facility for Apple as well) and Amazon (further east in Fernley).
The area has both rail and highway connections to the San Francisco Bay Area, where Tesla is headquartered just a five-hour drive away.
Nevada is a promising site because of its proximity to Tesla headquarters in Palo Alto. The state also is a prime location for solar energy, which Musk said would be used by the factory. And one more plus: Nevada is home to the only active lithium mine in the country.

Amel is positioning itself to join the leading players in the global Lithium industry. Not only does it have its Nevada-based projects, the state where Tesla Motors’ Gigafactory will likely be built, but it also has large projects in Alberta, Canada and Western Australia.
Electric-driven vehicles are here to stay and the demand for Lithium will only grow.
Lithium use is moving forward.

Tesla’s Gigafactory could potentially consume 17 percent of current lithium supply.
The Gigafactory will need somewhere in the area of 15,000 to 25,000 tons of lithium carbonate per year when it reaches full capacity.
Given Nevada’s proximity to the electric vehicle manufacturer’s production facility in Fremont, California, that state is the most logical choice.

"Tesla projects the company will sell 500,000 vehicles annually by 2020. A figure that is certainly attainable once the Tesla Gigafactory has been built. This project will become the world's largest lithium-ion battery factory for a price tag of $5 billion. Currently, Tesla is able to produce 600 vehicles per week. By the end of this year, the company expects to bump that figure up to a thousand vehicles per week. The limit in production results from lithium battery production. Since this process is expensive and time consuming, the Gigafactory will be able to increase capacity exponentially. With the 43,000 lithium-rich Australian acres and the $3.7 billion Canadian reserve, AmeriLithium has emerged as the future supplier of America’s lithium needs.
With a world wide total now of some 719,779 acres
of prime lithium reserves, AmeriLithium is now firmly established as the future source of America’s, and Tesla Motor’s, lithium needs.
Luckily for Tesla Motors, one of the earth’s two biggest lithium reserves is here in America, in Nevada’s lithium-rich Clayton Valley where AmeriLithium has a claim on 5,888 lithium-rich acres.

Nevada’s solar future just got a little sunnier.
SolarCity, a San Mateo, Calif.-based solar company, opened its doors for business Wednesday at Town Square, near Interstate 15 and the Las Vegas Beltway.
SolarCity offers business and residential customers a full range of solar-panel services, from design and financing to installation and maintenance.
In March, the Governor’s Office of Economic Development granted SolarCity $1.2 million from its $10 million Catalyst Fund, which helps job-creating companies expand or relocate to Nevada.
The company has hired about 130 employees locally and is now hiring for the Las Vegas office at the rate of one new worker per day, with plans to double its workforce each year.
While its headquarters will remain in California, SolarCity CEO Lyndon Rive says he wants to make Las Vegas an important hub for the company, which has locations in 14 other states and Washington, D.C.
Rive said he wants to make the Las Vegas branch one of the biggest, if not the biggest, SolarCity locations.
Rive said the move would not have been possible without recent legislation Senate Bill 123, which calls for the Reid Gardner coal power plant to close and requires 350 megawatts to be created from renewable energy, and Assembly Bill 428, which calls for renewable energy laws to be revised.
Currently in Nevada, SolarCity can work only with new home builders to install solar panels. Its main partner is Shea Homes.
“I’m looking forward to the next phase, when we can actually install solar locally in the state,” Rive said. “With the implementation of those two bills, we can get rooftop solar and make Nevada one of the top solar states in the country.”
Several Nevada politicians were present for the opening ceremony, including Senate Majority Leader Harry Reid, D-Nev., Gov. Brian Sandoval and U.S. Rep. Joe Heck, R-Nev.
Assembly Speaker Marilyn Kirkpatrick, Assemblyman David Bobzien and State Sens. Ruben Kihuen, Kelvin Atkinson and Michael Roberson along with County Commissioner Steve Sisolak also were present.
One hundred or so SolarCity employees, many of whom moved from California to join the new operation, also were there, donning kelly green company polo shirts.
The Las Vegas location will serve as the company’s main call center and will handle sales, customer care and billing.
Las Vegan Spence Corcoran said he joined SolarCity’s employment ranks because he believes in the cause.
“It’s a fast-growing operation with a lot of good energy behind it,” he said.
Customer account manager Chandler Gray, who has 15 years of experience in retail, said he joined the company “to be a part of the future and leave a legacy for (his) son.”
Officials from the Nevada Governor’s Office of Economic Development have said the average hourly wage for SolarCity employees will be $21 an hour.
Reid said SolarCity is a big win for the state, which he said is leading the nation in geothermal power and has solar and wind capabilities.
“There’s not a state in the union that is more capable of being energy independent than the state of Nevada,” Reid said.
SolarCity’s chairman is entrepreneur Elon Musk, who also founded PayPal, Space X space-launch vehicles and Tesla Motors electric cars.
On Tuesday, Musk revealed details for Hyperloop, a high-speed solar-powered “elevated transit” system that would move passengers between Los Angeles and San Francisco in aluminum tubes in less than 30 minutes, faster than a commercial airplane."
Analysts have speculated about a wide range of industries that could see considerable expansion as soon as production of Tesla’s lithium-ion battery packs surges, with lithium miners and producers being the most obvious ones. The production of electric vehicle batteries requires lithium carbonate as the primary raw material. Lithium carbonate reserves are concentrated in a few major regions of the world, most notably in Chile, Australia, Canada, and parts of the US -- the most prominent of which is the state of Nevada.

Tesla Motors Inc (NASDAQ:TSLA) released a lot more details about its plans for the gigafactory this week as planned, and so far, the company says it is considering four states as potential locations for the facility. Nevada, Arizona, New Mexico and Texas are the finalists so far, but some believe Nevada is the most likely candidate.
Speaking on Bloomberg, 9to5 publisher and editorial director Seth Weintraub listed a number of reasons he thinks Nevada will win. He notes that it is the closest to Tesla Motors Inc (NASDAQ:TSLA)’s car building factory in Freemont, Calif. He said there are rail lines running through there, and, as others have said, there’s a big lithium factory located in Nevada. Also he noted that there are additional lithium reserves in Wyoming.
Most expect that Tesla Motors Inc (NASDAQ:TSLA) will receive a number of tax incentives from the state it ends up choosing. Management had said they would announce the state in their most recent earnings report last week, but the fact that they still have a list of finalists suggests that they’re angling to get the best deal with the most tax incentives possible.
Tesla Motors Inc (NASDAQ:TSLA) said it will invest $2 billion in capital expenditures for the gigafactory, with the rest of the $4 billion to $5 billion coming from its partners. It also provided a timeline, which shows construction actually beginning this year.
Tesla Motors Has Considered Nevada for New Gigafactory

Tesla Motors has considered Nevada for its new gigafactory. Auto maker Tesla, maker of luxury electric cars such as the Model S, announced plans for a 10 million square foot battery manufacturing plant that would employ 6,500 people. The plant would be located somewhere in the Southwest and would use wind farms to help augment its power needs. Construction could begin as soon as this year. Locations in Texas, Nevada, Arizona, and New Mexico are being considered. Tesla officials declined to comment if the negotiations have begun.
The Silver State has three key locations making Tesla Motors consider Nevada for its gigafactory. There is the Tahoe Reno Industrial Park, nine miles east of Reno in Storey County. Of all the Nevada locations, it is closest to Palo Alto, where the cars are produced and is already home to the distribution centers for Wal-Mart, e-Bay, and Toys R Us. In the southern part of the state Henderson has 358 industrial areas near Interstate 15. North of Las Vegas is the Mountain View Industrial Park near the Las Vegas Motor Speedway with 1,800 acres of flat available land.
Over the years, Tesla has struggled for a reliable supplier of lithium-ion based batteries for its electric cars. Currently, Sony’s Panasonic is its largest battery supplier with SolarCity second. Because of the limited supply of batteries, Tesla can only produce 35,000 cars a year. The Gigafactory could increase productivity to 500,000 electric vehicles. The company wants its own production of the lithium-ion battery. Having its own facility would lower the overall price of the electric car for consumers and serve as another source of income.
The lithium batteries are the most expensive component of the electric car. Tesla’s Model S, the least expensive vehicle in its fleet, has a starting price of $71,000 and a range of 265 miles before a required recharge.
The cost of the gigafactory is estimated between $2 billion and $5 billion. Tesla announced plans to sell $1.6 billion in bonds to help finance the battery plant and lower the overall cost of their vehicles. When the factory reaches full potential in 2020, the gigafactory would produce more lithium-ion batteries than are currently in use today. In its first year of production, Tesla expects battery costs to fall by more than 30 percent. The reduced costs would coincide with deliveries of the first mass-produced electric cars that would have a starting price of $35,000.
Electric car companies such as Tesla do not publicly disclose their battery costs. Industry analysts estimate the price at $400 a kilowatt-hour. Tesla’s cost per hour might be lower. The goal is producing the batteries under $200 a kilowatt-hour.

NEVADA SELECTED AS A POSSIBLE LOCATION FOR TESLA GIGAFACTORY
The Governor’s Office of Economic Development issued the following statement after Tesla Motors, Inc. announced that the State of Nevada is one of the final states being considered for the location of a gigafactory that the company plans to build.
