I find it odd how so many people were screaming "penny" a few days ago and suddenly they started speaking negatively about the stock this morning. Do not get me wrong, the pps decline has been dramatic and their views are certainly justified at the current price level BUT it makes me wonder what type of positions they were holding. Significant ones?

At this point, waiting on a confirmed bottom may be a good idea. A seller through NITE needs to lighten up in my opinion. We will be watching for a confirmed reversal from here on out. A falling knife is hard to catch , they need to back off.

Shorting PHMB ? That's very interesting, I was not aware of PHMB being shorted at this point.
Most penny stocks are speculative plays indeed.
Of course, there's BIG difference in trading big board stocks and penny stocks, ALL investors are normally aware of that and if they are not they should contact their financial advisor. Most penny stocks are usually traded by momentum traders in my opinion.
Defining the OTC Market

I know that if one of my clients had question about potential shorting of their shares, I would strongly suggest them to obtain the DTC and the NOBO list from assorted dates for review. But, if the case you are stating is true, perhaps they are raising some revenue to open their centers. What do you think?

PHMB could be due for a bounce here if the .0005's hold. There are 10 on the bid pre market.
Clearly, to make money at investing and trading stocks, the goal is to buy low and sell high. We will be watching for a potential bounce over the next 2 weeks. Last time it hit .0005 it ran up to .0045 on news so it may be a worth watching down here and it may not. Time will only tell, best of luck to you.
