It's been done for a while, there're several such power plants in the US, Australia, Israel, the UK, Holland, etc. The problem is that they require a lot of capital to build, take a while to become profitable, and then there're the environmentalists. Wind and solar power don't require such a large investment, and, as of late, are quite cost efficient.

Nope, it's calculated by your broker. The SEC rule, I believe, and correct me if I'm wrong, states that the marginable securities can be bought using margin as long as a certain percentage of them is paid in cash. Don't remember the exact percentage.

Yeah, been in it, got out at a 24% loss (after about 15% initial gain, thought I was buying on a dip :)). Way too diluted, may still run, but not with me in it.
