According to the IMSC price list linked below, a second-year warranty goes for about $5,800 each. Then throw in some additional consumables for a fews hundred dollars per machine, giving a total of about $6,150 for the second-year warranty and additional consumables per unit.
$3,600,000 divided by $6,150 = 585, which equals one-half of 1170.
Ergo, I believe the original $21 million figure was for just half the total order.

Your referenced award is the first modification to that original order, which tells me the Morpho protest precluded the first article unit from being delivered for the original award. So the modification you referenced is for the same FAT, which apparently was delivered by March 15, after the protest was resolved. At least things are starting to roll. The tell will be how many units they have been able to deliver since March 15th. Maybe we'll see some clarity on this @ the conference call. ???

But yes, I believe we can get those -- those additional savings, one by increasing enrollment in -- in Precheck. We believe there is an initiative there that -- that if we increase that enrollment, that's where additional savings can come from. We believe also by looking at purchasing of technology. Networking them together using better acquisition-management skills and processes that we've put place, we can create some savings there as well.
So yes, I believe we can. But at the -- at the rate of the past two years, it will be -- be tough. But I believe we can -- we can create some savings.

The other route available to Morpho after a denial,
aside from requesting reconsideration from GAO, is a Court of Federal Claims protest. But even one “appealing” a prior GAO decision does not trigger an automatic stay of the agency’s award of the contract or authorization of performance under it. Rather, a bid protester in the Court of Federal Claims must file and prevail upon a motion for a temporary restraining order or preliminary injunction to effect a delay of the agency’s procurement actions similar to that generally occurring automatically when a GAO protest is filed.
