Yes. The company needs to ask for that (file paperwork for a name and or ticker change) of course. But we have no indication from the company they have done that paperwork yet. But we also have not heard anything from the new owners, as we are still waiting for a PR.

Approval of what? The company can request a name change / ticker change / share structure change at any time. The merger is done already. They submit the paperwork, and it may take 30 days to take effect (if they request a ticker that is not used already).
These new people have never run a publicly traded company, so they may not understand all the details, or care how fast things happen. They did not buy the company for your benefit.
If you bought at $0.0002 you did great! Even at $0.0004 its a good buy. Hope for good things this week!

The lower the price gets, the more shares they have to move to meet a certain dollar amount goal. I suspect this will continue.
IF they ever put out news, they could easily overcome the dilution rate, but I am not holding my breath on that.

Honestly, I have never tried flipping, but was thinking about it yesterday. But I am always worried the company will put out news, and then I won't be able to re-buy it without chasing the price on its way up, which never works out since you don't know where it will top out.

Because OTCN is laying off the dilution today. As soon as they have enough bid support they will back to dump more shares.
Whatever the cause, It would be nice to get a PR from the new CEO so we can get a feel for their business plan.
I think its rumor and anticipation of filings (my guess). We get the best volumes on Tuesday, Wednesday and Thursday, when companies (generally) put out PRs, so I think people are trying to get in before the PR shows up.
