President of Russia Vladimir Putin has signed a decree outlining steps for establishing “Rosatom” State Nuclear Energy Corporation
President of the Russian Federation Vladimir Putin has signed a decree outlining steps for establishing “Rosatom” State Nuclear Energy Corporation, reports the press service of the Kremlin.
By the same decree the President has abolished the Federal Agency for Nuclear Energy.
Below is the full text of the decree
Decree “On Steps to Establish “Rosatom” State Nuclear Energy Corporation”
In line with the Federal Law №317-Ф3 (Dec 1 2007) “On “Rosatom” State Nuclear Energy Corporation,” I, hereby, decree:
1. To abolish the Federal Agency for Nuclear Energy.
2. To affirm that the decrees of the President of the Russian Federation specifying the powers of the Federal Agency for Nuclear Energy in the sphere of activity prescribed by the law shall be applicable to “Rosatom” State Nuclear Energy Corporation inasmuch as they are not contrary to the legislation of the Russian Federation.
3. To approve:
a) the list of open joint stock companies owned by the state and subject to transfer to “Rosatom” State Nuclear Energy Corporation as capital contribution of the Russian Federation;
b) the list of federal state unitary enterprises owned by “Rosatom” State Nuclear Energy Corporation on behalf of the Russian Federation.
4. To instruct the Government of the Russian Federation.
a) to ensure the timely execution of all procedures for liquidating the Federal Agency for Nuclear Energy and providing its employees with benefits and compensations in line with the legislation of the Russian Federation;
b) to vest “Rosatom” State Nuclear Energy Corporation with the authority to act, on behalf of the Russian Federation, as the shareholder of the joint stock companies of the nuclear power industry formed as a result of the reorganization of the federal state unitary enterprises specified in the annex to the Decree of the President of the Russian Federation №556 (Apt 27 2007) “On the Reorganization of the Nuclear Power Industry of the Russian Federation” until all the state-owned shares of those companies are transferred into the authorized capital of Atomenergoprom OJSC as payment for the additional shared issued by that company in order to increase its authorized capital;
c) to provide “Rosatom” State Nuclear Energy Corporation, as a capital contribution, with all the shares of Inter RAO UES that are being given to the Russian Federation as a result of the reorganization of RAO UES;
d) to give “Rosatom” State Nuclear Energy Corporation the following shares, as a capital contribution of the Russian Federation to the authorized capital of Inter RAO UES:
— all the shares of Sangtudin Water Power Plant-1 owned and to be given to the Russian Federation under the Oct 16 2004 agreement between the governments of the Russian Federation and the Republic of Tajikistan on the terms of the participation of the Russian Federation in the construction of Sangtudin Water Power Plant-1.
— all the shares of Kaliningrad Thermal Power Plant-2 owned by the Russian Federation.
5. To make an amendment to the State Program for Privatization of State and Municipal Enterprises of the Russian Federation approved by the Decree of the President of the Russian Federation №2284 (Dec 29 1993) «On the State Program for Privatization of State and Municipal Enterprises of the Russian Federation»: to add to point 2.1.37, after the words «civil defense facilities,» the words «(except for the facilities and equipment owned by the federal state unitary enterprises owned by „Rosatom“ State Nuclear Energy Corporation on behalf of the Russian Federation).»
6. To make the following amendments to point 8 of the Decree of the President of the Russian Federation №556 (Apr 27 2007) «On the Reorganization of the Nuclear Power Industry of the Russian Federation»:
a) in sub-point B to replace the words «Dec 1 2007» with the words «by Dec 1 2008»;
b) in sub-point J to replace the words «in the 1st quarter of 2008» with the words «in the first quarter of 2009».
7. To make an amendment in the structure of the federal agencies approved by the Decree of the President of the Russian Federation №1274 (Sept 24 2007): to remove the words «Federal Agency for Nuclear Energy» from chapter III «Federal Agencies Managed by the Government of the Russian Federation.»
8. To instruct the Government of the Russian Federation:
a) to harmonize its documents with the present Decree by Mar 1 2009;
b) to submit proposals for harmonizing the decrees of the President of the Russian Federation with the present Decree.

Toshiba, AtomEnergoProm sign framework agreement

Japan's Toshiba Corporation and Russia's AtomEnergoProm have signed a general framework agreement under which they will explore collaboration in the civil nuclear power business.
According to the two companies, they will start feasibility studies to consider cooperation in areas including design and engineering for the construction of new nuclear power plants, manufacturing and maintenance of large equipment, and "front-end civilian nuclear fuel cycle business". In their press releases, the companies say that the agreement could contribute to "stable and secure supply" of front-end nuclear fuel cycle services in Japan, the USA and other countries. They also say that the "complementary relations" could lead to the establishment of a strategic partnership.
Speaking at the signing ceremony, Sergei Kiriyenko, director general of Russian state corporation Rosatom, said the event symbolized the start of a large-scale cooperation between two leading Russian and Japanese nuclear energy companies. "This cooperation will be beneficial not only to the employees of our companies, but also to users of products and services related to nuclear cycle throughout the world," he added.
In response, Harufimi Mochizuki, head of the Japan's Agency for Natural Resources and Energy, echoed Kiriyenko's views. "I recognize the importance and great possibilities of the Japan-Russia cooperation in the field of peaceful use of nuclear energy," he said, highlighting the importance of a continuous policy dialogue between the two countries.
AtomEnergoProm is a single vertically-integrated state holding company for Russia's nuclear power sector, established in 2007. Its remit covers uranium production, engineering, design, reactor construction, power generation and research institutes. The Rosatom Corporation, also established in 2007, holds all the shares in AtomEnergoProm on behalf of the Russian state.
Toshiba, which owns 77% of US reactor builder Westinghouse, has publicly declared its goal of achieving global nuclear operations.

Egypt, Russia draft deal for nuclear power tenderReuters, Wednesday March 19 2008 MOSCOW, March 19 (Reuters) - Egypt and Russia on Wednesday drafted a nuclear energy deal, which could be signed next week in Moscow, to allow Russia to take part in the tender to build nuclear reactors in Egypt, the Egyptian negotiator said.
"This agreement is for the usage of nuclear energy for peaceful means. We have concluded all the technical work of it. It is ready for signing," said Egypt's Industry and Energy minister Rachid Mohamed Rachid.
Rachid spoke by telephone from Cairo after talks with Russian Energy Minister Viktor Khristenko, who is on a two-day visit to Egypt laying the ground for Egyptian President Hosni Mubarak's visit to Moscow early next week.
"The agreement could be signed by President Mubarak at that time," Rachid said.
Through the construction of several nuclear power plants, Egypt is planning to revive its civilian atomic energy programme, shut down in 1986 in the wake of the Chernobyl disaster.
The London-based International Institute of Strategic Studies said the first 1,000-megawatt reactor could be built at Dabaa on the Mediterranean in eight to 10 years if foreign investment was secured.
Rachid said the tender for the turnkey construction projects would be concluded this year and would not be biased in favour of any of the potential partners, which also include China and Kazakhstan.
"Egypt has made it clear that this will be an open and competitive process. Our intention is to finalize it this year and to launch construction," he said by telephone from Cairo.
Russia is one of the global leaders in nuclear energy know-how, and is active in constructing and providing fuel for nuclear power plants, including the controversial Bushehr plant in southwestern Iran. (Reporting by Simon Shuster) Business

Tianwan NPP has successfully completed the first scheduled maintenance and refueling of its 1st reactor
The maintenance campaign has been carried out with the support of Atomstroyexport specialists.
The Chinese and Russian specialists have refueled the reactor and replaced some of its fuel assemblies.
They have also tested the metal of the main reactor equipment (the shell, the main circulation pipelines, the heat exchange tubes of the steam generators) and have inspected the main circulation pumps, the turbine, the generator, the condenser, the high pressure heaters and other equipment.
On Mar 3 2008 the capacity of the reactor was raised to the minimum controlled level. On Mar 12 the turbine generator of the 1st unit was restarted. Presently, the capacity is being raised to 100%.
Since its launch Tianwan NPP has supplied Jiangsu province with over 12mln MWh.

On Dec 18 1992 the Russian and Chinese governments agreed that they would jointly build an NPP in China and that Russia would provide China with a government credit for that project. In 1992–1997 the sides considered details, made contracts and additional agreements, prepared the feasibility report, Russia supplied China with necessary materials. At first, the sides planned to build the NPP in the province of Liaoning, but, later, they chose Lianyungang City of Jiangsu Province. On Dec 29 1997 Russia and China signed a general contract stipulating that Atomstroyexport should build in Lianyungang two nuclear power units with WWER-1000 reactors with a total capacity of 2000 MW. The construction was started in 1998.
Among the other participants in the Unit 2 project were Atomenergoproject (St. Petersburg), general designer of Tianwan NPP, Hydropress, designer of reactor system, Kurchatov Institute, research manager, as well as Izhora Plants, Power Machines and other companies producing equipment for NPPs – a total of 150 Russian companies and organizations.
Experts say that WWER-1000 reactor is very safe. It has deeply echeloned protection system: double shell for preventing emission of radiation and for protecting the reactor and a kind of a trap for keeping melted core inside and preventing it from destroying the foundations of the plant in case of an accident. This is a unique technology and China is the first country to have it. The “trap” has been designed by Russian engineers and approved by Russian, Chinese and IAEA inspectors.
During a meeting in Moscow on Nov 6 2007 President of Atomstroyexport CJSC Sergey Shmatko and General Manager of Jiangsu Nuclear Power Corporation (JNPC) Jiang Guoyuan signed a framework agreement for the construction of the 3rd and 4th units of Tianwan Nuclear Power Plant (China).
Atomstroyexport CJSC is the leading Russian organization implementing contracts for the construction of nuclear power plants abroad. After the launch of two units of Tianwan NPP in China, ASE continues the construction of Kudankulam NPP in India, Busherh NPP in Iran and Belene NPP in Bulgaria.

By 2020 the export of Russian nuclear equipment and technologies is expected to reach $8bln-14bln
By 2020 the export of equipment and technologies of Russia’s nuclear industry will reach $8bln-14bln, says the draft concept for long-term development of Russia published on the web-site of the Ministry of Economic Development and to be examined by the Russian Government in May 2008.
One of the mid-term priorities of the industry is to integrate into the world economy. For this purpose, Russia is going to intensify its work to prospect and develop uranium mines at home and abroad, to develop its international cooperation in the field of fuel cycle and to establish centers that will provide nuclear fuel cycle services to foreign partners.
In 2012–2015 Russia is planning to increase the total capacity of its nuclear power plants from 23GW to 28–36GW and by 2020 to 50–53GW. For this purpose, the country is going to build new reactors (19–20GW by 2020) and to upgrade the existing ones.
In 2020 Russia’s nuclear industry will start transition to a new technological platform based on fast-breeder reactors and closed fuel cycle. For this purpose, Russia should stimulate relevant research and should actively develop related industries, such as power equipment construction, automatics, information and nano-technologies.

It is expected that over USD 10 billion of government nuclear services contracts will be awarded within the next five years for the clean up of former military sites in Russia, and we expect to participate as a sub-contractor on a significant portion of these contracts. We believe that we have the technical know-how, appropriate technologies and our senior management has considerable, decades-long experience in these projects, having administered them while they were senior executives at the Federal Ministry.
Russia plans to spend in excess of USD 50 billion dollars over the next 20 years in the construction of new nuclear powered generating plants. Our investees are well positioned with their products to participate in this ambitious program.
Over the period ending 2015 Russia has budgeted USD 11 billion for the storage of radioactive waste. NNRF through its container joint venture with ECNC anticipates successfully participating in this program.

Our breadth of services, technology portfolio and extensive management experience position us to pursue a wide range of nuclear services contracts. We have developed the basis to pursue contracts outside of Russia. We laid the groundwork for these activities in 2007 and expect to generate significant revenues from them in 2008. We are now able to respond to specific, technical customer needs in an industry that requires customized solutions.
Through its investment program and its specialized technologies and products NNRF is positioning itself to be a major supplier to the developing nuclear markets in Russia and throughout the world. NNRF management looks forward to a breakthrough year in 2008 where significant strides are made toward becoming a successful and profitable participant in the international nuclear industry.

MOSCOW (RIA Novosti) - Russia will build four nuclear power stations in the central part of the country and in the Urals by 2020, an official document revealed on Wednesday.
In a document published on Wednesday, it was stated that the Russian government approved in February a general scheme for new nuclear construction until 2020, to be reviewed approximately every three years. .
The scheme envisions that overall domestic demand for electricity will increase 4 percent per year, and outlines plans to construct at least four nuclear plants in the Tver, Nizhny Novgorod, Chelyabinsk and Yaroslavl or Kostroma regions.
Russia currently operates ten nuclear power plants with total capacity of 23.242 GW.
Under the base scenario, output from the nuclear sector will double by 2020 and output from hydroelectric stations will increase 60 percent. At the same time, Russia will need to invest over $282 billion in the construction of power plants by 2015, and $204 billion in 2016-2020.
Russia's electric power sector has undergone radical changes in recent years. The changes have been aimed at increasing the efficiency of power plants and developing the industry by attracting investment. During the restructuring process, specialized structures have been created in place of the old vertically integrated companies.
By the end of the reforms, potentially competitive units of the industry (generation, sales and repair companies) will be privatized. Meanwhile, natural monopoly functions (the power transmission and dispatching companies) will remain state-controlled.

Atomenergoproekt St.Petersburg has won open tender for the construction of Leningrad Nuclear Power Plant-2
The tender was conducted on Feb 28 2008. The general contractor is supposed to build and launch the 1st and 2nd reactors of Leningrad Nuclear Power Plant-2, to carry out design and research, construction, installation and start-up activities and to supply necessary equipment, materials and articles.
AEP chief engineer for construction of WWER reactors of new generation Alexander Altshuller says that the state contract will be signed within the next 20 days.
The cost of the contract is estimated at 136.758bln RUR. The electric capacity of each reactor is 1,172MW, the thermal capacity – 250Gcalh.
Presently, over 350 people, 150 vehicles and 60 special devices are preparing the construction site: digging the foundation pit, cutting down the trees, building access roads.

Today Russia and Czech Republic have a whole number of finished and ongoing projects
In the last two years Russia has returned some of its traditional markets: Asia, Africa and Eastern Europe. The last region is especially important for us. Once Socialist countries today Western European states are full members of the European Union. So, by restoring our cooperation with them we are entering Europe.
Today, we are actively considering the possibility of intensifying our cooperation with Czech nuclear companies. We already have a number of finished and ongoing projects.
In the field of nuclear equipment construction, we have successfully partnership of Atomenergomash and Arako, Czech producers of pipeline fittings for nuclear power plants. The products of Arako will be used not only in Russia and, probably, under Belene NPP project.
In the field of fuel supplies, I would like to point out the victory of TVEL. In 2010 it will start supplying fuel of Czech Temelin NPP.
Our key partnership is the joint participation of Atomstroyexport and Skoda in the tender for completing the construction of Mohovce NPP in Slovakia. If we win this time we will certainly continue this partnership.
As regards the future, we have a number of interests. First of all, we may cooperate in the field of nuclear equipment construction (we have similar technologies and standards). We are also interested in the Czech fuel market. The Czech Republic might be involved in the International Uranium Enrichment Center project, i.e. the Czechs would be able to buy enrich uranium bought from a third country at the Angarsk center and order fuel at TVEL companies.
We are also interested in the capacities of Czech research institutes, particularly, in Rez Nuclear Research Institute. That institute might fulfill orders under projects to modernize existing and to build new nuclear power plants. Particularly, it might help to enhance the capacity of NPPs.

E-mail Print Link Reuters recently reported that South Korea plans to develop 10 new nuclear power plants by 2015, as government officials maintain that the use of such environmentally friendly, but less available, alternative power sources as liquefied natural gas (LNG) or renewable energy would prove cost-prohibitive.
"At the moment, there are no other energy sources which can generate as much power as nuclear energy at cheap costs," said Korean Ministry of Commerce, Industry and Energy nuclear power industry division director general Seok Cho.
With South Korea currently importing its LNG under long-term contracts, Reuters noted that it would cost twice as much per kilowatt-hour to generate power with the alternative fuel.
