I don't think the warrants will be exercised. Because it makes too little difference after the dilution caused by the likely upcoming SPS-to-common conversion. With the SPS swap alone, the government would get about 99.5% of all pre-recap commons; with additional warrant exercise, it would be about 99.9%. Not worth the effort.
