JAPAN has fired up at least eight new coal power plants in the past 2 years and has plans for an additional 36 over the next decade—the biggest planned coal power expansion in any developed nation (not including China and India). And last month, the government took a key step toward locking in a national energy plan that would have coal provide 26% of Japan's electricity in 2030 and abandons a previous goal of slashing coal's share to 10%.
The reversal is partly a result of the 2011 disaster at the Fukushima Daiichi Nuclear Power Station, which punctured public support for atomic energy. Critics say it also reflects the government's failure to encourage investment in renewable energy. The coal revival, they say, has alarming implications for air pollution and Japan's ability to meet its pledges to cut greenhouse gas emissions, which account for 4% of the world's total. If all the planned coal plants are built, it will "be difficult for us to meet our emissions reduction goals," Minister of the Environment Masaharu Nakagawa noted earlier this year.
But Clean Coal Technologies, Inc has developed a solution for Japan's emission difficulty and can put Japan at the leading edge in the current industries development.
That reliance on coal will make it difficult for Japan to fulfill its pledge to cut greenhouse gas emissions by 26% below 2013 levels by 2030, and by 80% by 2050.

It's the group's fifth scorecard, and it shows that the industry is becoming more—not less—opaque when it comes to the sustainability of its manufacturing practices.
The coal ministry has set a production target of 655 million tonne (mt) for Coal India Ltd for the current fiscal year after the Maharatna company closed last fiscal year with 607 mt of production, registering a 7.23 per cent growth in actual production.
In the last fiscal year, the ministry had set a production and despatch target of 610 mt for the company. Incidentally, the ministerial target this year is just 5 mt over the aspirational target which the world’s largest coal producer had set for itself in 2018-19.

Coal production under the Prime Minister Narendra Modi government increased by over 144 million tonnes (mt) over the past five years, registering a jump of five per cent over the 138 mt added to the coal output under the ten year UPA rule between 2004 and 2014, reports Times Of India (TOI).
While coal production stood at 323.6 mt per year when the first UPA government took over in 2004-05, it increased by only 431.3 million tonnes in the intervening ten years of Manmohan Singh government to stand at a yearly production of 462.4 mt.
On the other hand, the Modi government inherited a yearly production run of 462.4 mt, it increased the same by 538.8 mt in just five years. Yearly production stood at 606.9 mt in 2018-19.
“There is a clear vision and direction from the leadership. The railway and coal ministries are working as a team with the power and other consumer ministries. Improved coordination with forest and environment ministry has ensured speedy clearances for mine expansion and evacuation projects," said a coal ministry official to TOI.
Markets Over CIL
Also to end Coal India Limited’s (CIL) monopoly in the coal production sector and to bring in transparency and greater competition, the Union Cabinet chaired by PM Modi, in February (2018) gave its approval to allow private firms to undertake coal mining operations in the country.
This move is expected to enable power, cement and steel producers to reasonably access coal without being overly dependent on a single producer.

Studies have highlighted the significant impact on health from coal-fired plants in India. The government though, continues its thrust on the coal sector alongside its pursuit of renewable energy goals.
In the latest budget, the government increased funds for coal exploration while cutting down the budget for conservation and safety in coal mines.
As the coal sector supports many other industries, creating more jobs, it is to be seen what will be the focus of the upcoming elections — industry or clean air.
