Inmate includes own name in bomb, anthrax threats Wed Jul 26, 8:10 AM ET
NEW YORK (Reuters) - A prison inmate pleaded guilty on Tuesday to sending letters to the FBI and secret service that included bomb and anthrax threats -- as well as his full name and inmate number.
Donald Ray Bilby, 30, pleaded guilty in U.S. District Court in Trenton to one count of false information and hoaxes after he sent five letters demanding authorities deposit $20,000 in his county jail inmate account because he needed money for bail, the U.S. Attorney's Office said.
"I think it's fair to say we were not dealing with a great criminal mind here," U.S. Attorney Christopher Christie said in a statement.
Bilby signed all the letters using his full name and inserted his inmate number beneath his signature. One letter to the FBI included demands for money, a piece of paper labeled "anthrax" and a white powdery substance that turned out to be harmless.
He faces a maximum of five years in prison after first serving a sentence for automobile theft

CHARLOTTE, N.C. - Former NASCAR champion Benny Parsons has been diagnosed with lung cancer and began treatments on Wednesday.
Parsons, the 1973 Cup champion and currently a commentator for NBC's NASCAR coverage, was diagnosed two weeks ago after he had trouble breathing.
"Needless to say this was a huge shock," Parsons said. "The first thing everyone asks me is, 'Are you a smoker?' The answer is that I smoked my last cigarette way back in 1978, and since then I've hated being around smoking.
"I don't even allow anyone in my foursome to smoke on the golf course."
The 65-year-old Parsons began chemotherapy Wednesday, and also will undergo radiation five days a week. He's seeing Dr. Steven Limenpani, who treated NASCAR car owner Rick Hendrick during his battle with leukemia in the early 1990s.
"I'm determined to pull through this and I appreciate everyone's concerns and prayers during this time," Parsons said. "Everyone I work with has been gracious and accommodating. I plan to keep on talking about racing for as long as I can."
Parsons made 526 starts from 1964 until his 1988 retirement. He won 21 races, 20 poles, led at least one lap in 192 races and earned more than $4 million.

Florida Lake Swallowed by Sinkhole Reappearing

LAKELAND, Fla. — A disappearing lake is reappearing, according to Lakeland residents.
While no one knows for sure, it seems the four sinkholes that emptied Scott Lake have plugged themselves. And with some recent rain, the lake's condition appears to be improving.
However, Dave Curry, president of the Scott Lake Association, said a study still needs to be completed and the total cost could reach $1 million.
Curry also said they expect to get approval from the state Department of Environmental Protection to begin spraying the weeds that have started growing in the lake bed.
The sinkhole opened last month at the south end of the lake, and expanded at a rate of 6-to-8 inches a day. In the process, a home, several docks, swimming pools and backyard gazebos were destroyed.

(HealthDay News) -- Your morning cup of java may be one of the healthiest beverages in your diet, as more studies show the health benefits of coffee.
Two cups a day of coffee may promote heart health, decrease the risk of type 2 diabetes, and reduce leg pain related to exercise in many people, according to the U.S. Department of Agriculture (USDA).
Researchers have also been investigating the possibility that coffee could protect against neurodegenerative diseases like Alzheimer's and Parkinson's. The beverage is one of the richest sources of antioxidants in the American diet.
The USDA says the levels and benefits of antioxidants seem to be equal in both caffeinated and non-caffeinated coffees. However, watch your intake of cream and sugar, as well as mixed coffee drinks that may be high in calories and sugar.

New Statewide Smoking Ban Goes into Effect Today

LITTLE ROCK, AR - A state Health Division lawyer says it will be awhile before civil penalties are in place to penalize violators of Arkansas' new smoking ban, which goes into effect today. Lawyer Rick Hogan said state authorities will first try ways to educate the public on what penalties they could face.
The ban goes into effect today in all workplaces, with some exceptions. Hogan said criminal penalties can be levied right away under the law, but civil penalties likely won't go into effect until August.
Hogan said rules for health officials to enforce the ban must still be approved by the state Health Board. The rules go before the board next Thursday, and Hogan said the earliest that civil penalties could take effect would be August 7.
While those who violate the law will have time to become accustomed to it, Health and Human Services spokeswoman Julie Munsell said it is merely a transition period. She said that, as long as businesses are working toward compliance, her agency would help them.
The new law allows smoking areas in certain businesses, including small hotels and motels, retail tobacco stores and long-term care facilities. The law also includes an exemption for bars and restaurants that don't admit people under 21.

Guard to St. Louis, heat deaths rise By CHERYL WITTENAUER, Associated Press Writer

ST. LOUIS - The governor sent in the National Guard to evacuate people from their sweltering homes Thursday after storms knocked out power to more than half a million St. Louis-area households and businesses in the middle of a deadly heat wave.
With forecasters expecting another day of 100-degree heat, utility crews raced to restore electricity, and Gov. Matt Blunt declared a state of emergency, granting the mayor's request to send in nearly 300 troops to take people to air-conditioned public buildings and to clear debris.
"We can't overemphasize the danger of this heat," Mayor Francis Slay said. "The longer the heat goes on and the power is out, the riskier it is."
The heat has contributed to at least 20 deaths across the country in the last week.
Police used public-address speakers from their squad cars to announce locations of the community centers and other places designated as cooling centers. Volunteers went door to door, checking on people with no power to run fans or air conditioners.
Utility workers urged customers to find a cool place to stay. They warned that power could be out in some areas for three to five days.
The day's high was 97 degrees, but the humidity made it feel like 111. The region could get some relief on Friday, when the high was expected to drop to the mid-80s.
The storms tore through the city a day earlier, ripping off a section of airport roof and dumping it on a highway. Windows were blown out of a hotel restaurant and a press box at baseball's Busch Stadium. At least three buildings collapsed, and more than 30 people were injured.
"I've never seen this many people without power, this much debris, buildings collapsed, lines down," the mayor said.
By Friday evening, power had been restored to 160,000 customers, but new reports of outages kept coming in.
St. Louis-based AmerenUE, the utility serving Missouri and Illinois, said it would restore power to hospitals, nursing homes, water-treatment plants and other "critical facilities" first.
"If you're out of power, go to family, a friend or a cooling shelter," Vice President Richard Mark said. "Take whatever means necessary, but stay out of your home."
City Health Director William Kincaid cautioned that the city's older housing, much of it made of red brick, can heat up like furnaces in the summer heat.
"It could be a very dangerous day," Police Chief Joe Mokwa said.
John Swapshire, 39, grabbed the next-to-last window fan at a hardware store for $14.99. The electricity at his home was out, but he had a gas-powered generator.
"I had to go to six stores to get this. They were either closed because of the electricity or sold out," Swapshire said. "I don't think you can buy a cube of ice in all of St. Louis, either."
Stanley Shelton, 53, found a cool spot under a tree in a downtown park where piles of broken limbs and branches covered the grass.
"I've never experienced anything like this. I don't know anyone with power," Shelton said. "I'll just sit in my yard with a big jug of water and wait for it to pass. Maybe I'll take a couple cold showers. That works too."
The death toll from the heat wave that has gripped much of the country for the past week rose to at least 20 people in seven states. Four more people died in the Chicago area, bringing the total number there to seven, officials said. Two have died in the Philadelphia area, two in Oklahoma City, two in Arkansas, two in Indiana and one each in South Dakota and Tennessee.
In St. Louis, officials reported the death of a 93-year-old woman who had air conditioning but no power. In Indiana, a 25-year-old woman taking medications that might have affected her body's ability to stay cool died from heat exposure when temperatures inside her apartment reached 100 degrees, officials said Thursday.
Also Thursday, authorities in Kansas confirmed that two men in their 60s died from the heat. One was homeless and died in a Witchita park. The other did not have air conditioning.
In Wisconsin, a 6-year-old girl was killed Thursday when storms knocked part of a tree onto a tent at a park.
The storms also brought heavy rain, hail and 80 mph winds to Illinois on Wednesday night. Roughly 89,800 homes and businesses remained without power Thursday, but the weather was cooler in the central and northern parts of the state, with temperatures in the upper 70s or lower 80s.
Three people were injured in St. Louis when a residential building collapsed in a neighborhood south of downtown, police said. The historic Switzer building near the Mississippi River, once home to the famous licorice maker, also partially collapsed.
Many of the injuries were to baseball fans waiting for a St. Louis Cardinals-Atlanta Braves game. Winds blowing at nearly 80 mph blew out press box windows and ripped the tarp, injuring at least 30 people, five of whom were taken to hospitals, said Norm Corley, a supervisor with Accu-Care, which handles medical problems at the stadium.

The minutes showed recently higher energy prices "were expected to level out," and some members expected housing costs, a large component of inflation indexes, were "likely to decelerate in coming quarters." Contained inflation expectations and "unit labor costs held down by ongoing gains in productivity and modest advances in compensation" was also expected to help ease inflation pressures.
The vote for a rate hike was unanimous but the minutes showed many of the committee's members had "significant uncertainty" about future policy, and one member indicated last month's rate increase was "a close call." Our bets are on Janet Yellen, President of the San Francisco Fed.

Doohan Space Memorial October 20-21 in New Mexico
In time for the one-year anniversary of the passing of James Doohan, Space Services Inc. (SSI) has announced that a memorial spaceflight carrying a portion of his cremated remains will be launched October 21 from a New Mexico spaceport, with a public service held the day before.
SSI, operating under the name Celestis Inc., has arranged to attach modules containing the ashes of the beloved Star Trek actor to a SpaceLoft XL rocket scheduled to lift off from Spaceport America, a new launching facility near Las Cruces, N.M., on that October date.
Dubbed "The Legacy Flight," this journey will also include memorializations of American astronaut L. Gordon Cooper, and Original Series writer/director/producer John Meredyth Lucas.
The Legacy Flight does not replace the Explorers Flight, which has been delayed since late last year. Rather, Legacy is being launched as an additional memorial spaceflight, as a courtesy by Celestis to the families of the deceased whose plans have been on hold. The Explorers Flight has been and still is set to take place aboard a Falcon 1 rocket, but that vehicle has yet to achieve a successful test launch. Currently the Explorers Flight is projected to take place in the first three months of 2007, either from Vandenberg Air Force Base in California or from the Marshall Islands.
While the Explorers Flight will lift participants' remains into orbit for an indeterminate number of years — after which they will burn up in the atmosphere — the New Mexico launch is "Earth-Return," designed to take the capsules into zero-gravity space briefly and return them safely to Earth, thus symbolically attaining astronaut status for the participants. The capsules will be returned to the families as a keepsake, mounted on a plaque commemorating the voyage.
The Legacy Flight will coincide with second annual X Prize Cup, an international festival of spaceflight presented by the X Prize Foundation, headed by space entrepreneur Peter Diamandis.
A public memorial service honoring Doohan, Lucas, Cooper and all of the Legacy participants will be held the day before, October 20, at a location near the launch site. The public is invited, and Doohan's widow, Wende, will be present. Details are forthcoming and will be posted on the new Legacy Flight update page.
Such a memorial spaceflight was held by SSI for the late Gene Roddenberry in 1997, six years after he died.
Fans can post tribute messages for Doohan at this link. These messages will be put on disc and included with the payload on the Explorers Flight rather than the Legacy Flight, so that they can accompany the ashes in orbit for an extended period of time.
Doohan died July 20, 2005, at age 85 from pneumonia complicated by Alzheimer's disease.
The Canadian-born actor portrayed "Montgomery Scott," the Aberdeen-accented engineer of the Starship Enterprise who always kept his precious warp engines purring through every interstellar crisis.
Doohan's date of birth and date of death, taken together, seem poetic. His birthday, March 3, coincides with that of inventor Alexander Graham Bell. July 20 is the anniversary of mankind's first steps on another world, as Neil Armstrong achieved that "giant leap" on the Moon in 1969.
Sadler to leave Yates Racing at end of season

MOORESVILLE, North Carolina (Ticker) - Elliott Sadler and Robert Yates racing have decided to go their separate ways.
On Thursday the team announced that Sadler has requested and has been granted a release from his contract that will take effect after the 2006 season.
Yates has already started searching for a driver to take over the No. 38 Ford Fusion for the 2007 season.
"We would like to thank Elliott for his commitment to our organization over the past four seasons and for all the success we've enjoyed together," Robert Yates said. "We are excited about the opportunity to find a new driver who will continue the successful run of the No. 38 Ford as we maintain our focus on the future of our organization."
Currently 20th in the Nextel Cup standings, Sadler has three career wins but none since he took two checkered flags in 2004. He has one pole and no wins in 19 races this season.
"Our objective this year is to finish the season on a strong note," Doug Yates said. "It is our goal to continue to build this team so we will be better positioned next season to contend for the championship."

DUBLIN (Reuters) - A kangaroo is roaming the green hills of Ireland after escaping a circus near the picturesque port of Kinsale.
"This kangaroo broke loose just before the show while they were bringing him from the cages to the arena. He decided to take a walk," said local farmer John Walsh on whose land the 2-year-old male, named Sydney, made his break for freedom.
Circus staff launched a fruitless four-hour search following the escape on Sunday.
There had since been one unconfirmed sighting of the animal, renamed "Hoppy" by locals and described as two and a half to three foot (76 to 91 centimetres) tall and dark in colour.
"He would be happy out there and he'll have plenty of grass, plenty of water and plenty of sunshine," Walsh told Reuters on Wednesday as Ireland basked in near record temperatures more typical of Sydney's native Australia than Ireland's temperate maritime climate.

PHOENIX - US Airways wants to make the most out of a nauseating situation. The Tempe, Ariz.-based airline plans to sell advertisements on its air-sickness bags — those pint-sized expandable envelopes tucked between the in-flight magazines and safety cards.
"They're in every back seat pocket," said spokesman Phil Gee. "We figure while it's there, why don't we make it multipurpose?"
Passengers should see the new, commercialized sickness bags in September, he said.

Australian motorist plays dead for car help Wed Jul 19, 3:56 PM ET
SYDNEY, Australia - A driver stranded on a remote stretch of Australian highway Wednesday tried to summon help by playing dead in the middle of the road, a police officer said.
A woman who was driving with her two children spotted the man and had to swerve to avoid hitting him, said Doug Backhouse, a detective with the Western Australia state police.
"She drove around the body — which didn't move at all — and got to the nearest phone," Backhouse said.
Local police arrived with an ambulance and found the man alive and well, but with car troubles.
"The best way he thought to get a vehicle to stop was to lay down in the middle of the road and pretend to be dead," Backhouse said, adding that the man didn't think anyone would stop if he were standing up.
Police said they told the man that lying in the road was "a stupid thing to do," but didn't charge him with any offense.
The incident occurred near Esperance, about 450 miles southeast of the state capital, Perth.
House Sustains Bush's Veto of Stem Cell Bill

WASHINGTON — The House on Wednesday failed to override President Bush's first veto of his five-and-a-half-year administration, cast earlier in the day when he rejected a bill that would have provided more federal funding for embryonic stem cell research.
The vote, 235-193, was less than the two-thirds needed to forward the bill to the Senate for its consideration.
"If this bill were to become law, American taxpayers for the first time in our history would be compelled to fund the deliberate destruction of human embryos. Crossing this line would be a grave mistake and would needlessly encourage a conflict between science and ethics that can only do damage to both and harm our nation as a whole," Bush wrote in a letter to the House explaining his decision to veto the measure.

(26 May 2004, Wolfsberg, Austria) The manager of an apartment house was surprised to find the legs of a corpse sticking out an apartment window. Police entered the apartment and found the deceased man's head soaking in a sink full of hot water.
Apparently the out-of-work Austrian had returned home after a night of drinking and drugs. He decided to slip in through the kitchen window. The window was fixed at the base and tilted out, giving him just enough room to squeeze his head through as far as the sink before he got stuck. While flailing around trying to escape, he turned on the hot water tap.
Police were not sure why he had not turned off the water, pulled the plug, or--perhaps most important--entered through the front door, since they found the keys in his pants pocket.

New earthquake sways buildings in Jakarta 2 hours, 6 minutes ago
JAKARTA, Indonesia - A strong earthquake caused tall buildings to sway in the Indonesian capital Wednesday, sending panicked residents fleeing to the streets just days after a deadly tsunami struck main island of Java.
There were no immediate reports of damage or casualties.
The 6.0-magnitude quake was centered 25 miles beneath the Sunda strait, the U.S. Geological Survey said on its Web site, and struck 90 miles southwest of Jakarta.
Suharjono, head of the earthquake division at Jakarta's meteorological agency, told Metro TV that based on the initial estimate of Wednesday's quake strength, it was not strong enough to trigger a tsunami.
But he urged people to be on guard.
On Monday, a tsunami triggered by a magnitude 7.7-earthquake slammed into Java's southern coast, killing more than 530 people. A series of strong aftershocks have rattled the region since then.

That's the conclusion of "The Happy Planet Index," a study by the London-based New Economics Foundation (NEF). They wanted to find out if happiness, as measured by people's assessment of their quality of life, was directly related to consumption.
If consuming more made people happier, then a country's Gross Domestic Product ( GDP), a traditional measurement of national success, would reflect the nation's happiness.

Don't expect to find a high-tech heaven in Vanuatu. As befits a paradise, its economy is built around tourism and small-scale agriculture.
In fact, the tech-heavy countries did not fare as well. Germany takes 81st place, Japan is #95, and the U.S. comes in at #150.
