Lancaster may soon become the first municipality in Pennsylvania to officially support legalizing marijuana for medicinal purposes. The Lancaster City Council on Tuesday debated a resolution calling for medicinal cannabis, reports Bernard Harris at Lancaster Online. The nonbinding resolution comes in support of bills which are pending in the Pennsylvania Legislature. A vote could come next week at the council's regular meeting, scheduled for Tuesday, September 9, at 7:30 p.m. in Southern Market Center, 100 S. Queen Street, Lancaster. City Councilman Tim Roschel said he agreed to bring the resolution before the council for consideration because of the experience of a friend with cancer in Arizona. The friend's husband bought her cannabis with a doctor's authorization. Council member Pete Soto recalled both his parents dying of cancer. He said he wished medical marijuana had been available to relieve his mother's suffering after chemotherapy. "The remedy was worse than the disease," Soto said. Former Mountville Mayor Connie Guy told the council that marijuana can be used for treating rheumatoid arthritis, seizures and fibromyalgia, from which she suffers. "We're not stoner potheads," Guy said. "We're mothers and fathers and children ... and we suffer." A council position would come just before the state Senate is expected to vote on the bill, according to supporter Les Stark. "We don't think Lancaster can change a law before the state does, but it can have some influence," Stark said. - See more at:

The resolution, authored by members of the Lancaster chapter of National Organization for the Reform of Marijuana Laws, also calls for decriminalizing possession of small amounts of cannabis. It mentions Philadelphia, where fines for possession have been lowered to $25. "I think alcohol is significantly worse than marijuana," said Lancaster City Council member James Reichenbach. Marijuana Legalization Supported By A Growing Majority Of Americans, Survey Shows. Sep 3, 2014
A broad new survey shows that a majority of American adults continue to support marijuana legalization in the United States, and that support appears to be growing. The survey, released last week from online polling data company CivicScience, asked more than 450,000 U.S. adults over the last two years this question: "Would you support or oppose a law in your state that would legalize, tax, and regulate marijuana like alcohol?" Fifty-eight percent of respondents said they support marijuana legalization -- with 39 percent saying they "strongly support" and 19 percent saying they "somewhat support" reformed marijuana laws in their states.

Marijuana reformers have strongly criticized NIDA's institutional biases against marijuana legalization in the past, including restrictions the agency has placed on the availability of marijuana for research purposes. But the fact that NIDA is funding studies like this one suggests that it, like much of the country, is beginning to change its tune.

It was just last year that Portland legalized recreational marijuana. David Boyer of the Marijuana Policy Project hopes Lewiston, South Portland, and York will follow suit this year. Boyer says the Marijuana Policy Project targeted York in particular because of what he describes as aggressive police enforcement of marijuana laws.

Now a bipartisan group of lawmakers are trying to make theurapeutic marijuana such as Chartlotte’s web exempt from the Controlled Substances Act, which make them illegal under federal law.
The legislation, called “Charlotte’s Web Medical Hemp Act of 2014,” has generated support even from those who oppose marijuana.
“This bill in no way changes my stance on marijuana — I still disagree with the recreational use of marijuana,” said Rep. Scott Perry (R-Pa.), one of the bill’s co-sponsors. “However, these children and individuals like them deserve a chance to lead a healthy and productive life and our government shouldn’t stand in the way.”
Perry said he expects the bill to have overwhelming support, and experts agree.
“It wouldn’t be surprising if we see broad support for this proposal,” said Mason Tvert, communications director at the Marijuana Policy Project, which advocates for marijuana and medical marijuana legalization, in an interview with CNN. “If this bill gets support, it will demonstrate that there is recognition of marijuana’s medical benefits.
There have already been 11 states to legalize CBD, while 23 other states allow some measure of medical marijuana.
Earlier in the week, the New York Times expressed support for broader legalization of marijuana. In an editorial, the paper compared criminalization of marijuana to the failed attempt at alcohol prohibition. The paper argued that the current ban on marijuana has been “inflicting great harm on society just to prohibit a substance far less dangerous than alcohol.”

A bill being introduced Monday in the U.S. House of Representatives could be Cox's ticket home. The three-page bill would amend the Controlled Substances Act -- the federal law that criminalizes marijuana -- to exempt plants with an extremely low percentage of THC, the chemical that makes users high.

If passed, it would be the first time that federal law allows any medical marijuana use.
"No one should face a choice of having their child suffer or moving to Colorado and splitting up their family," said Rep. Scott Perry, R-Pennsylvania, the bill's sponsor. "We live in America, and if there's something that would make my child better, and they can't get it because of the government, that's not right."
The bill will land in a Congress that may be open to change. Across the country, highly sympathetic patients and a nonintoxicating product have proved a popular mix. This year alone, 11 states have passed legislation loosening regulation of cannabis strains with high cannabidiol and/or minimal THC content.
In this atmosphere, Perry says that once members and their staffs are brought up to speed, he expects the bill to attract "overwhelming" support.

D.C. voters could weigh marijuana legalization in November

While a decriminalization bill remains stuck in Congress, District residents may get the chance to vote on marijuana legalization in November.
The D.C. Cannabis Campaign submitted 57,000 signatures to the city’s Board of Elections on Tuesday, more than twice the amount needed to get the measure on the ballot.

FDA To Evaluate Marijuana For Potential Reclassification As Less Dangerous Drug

The feds could actually soften their stance a little when it comes to weed.
The Food and Drug Administration is reviewing the medical evidence surrounding the safety and effectiveness of marijuana, a process that could lead to the agency downgrading the drug's current status as a Schedule I drug, the most dangerous classification.
FDA Press Officer Jeff Ventura described the review process, which is being completed at the request of the Drug Enforcement Agency.
