Believe it or not, the World Wide Web has encompassed the world as we know it.

Of course, new tools do not come without some danger. The very fact that our daily lives depend on the utilization of dotcoms means that the Web has become as much of a vulnerability as an instrument.
Take, for example, the Internet outage on campus on Tuesday. While it did not affect those accessing IU Web sites at home, it did have the effect of disrupting class. In a world where teachers access their PowerPoints through OnCourse and students store their notes on the Web, an Internet shortage may not get class cancelled, but it sure doesn’t go unnoticed.
While something like an Internet outage may only be a hiccup in the everyday workings of a university, it could be devastating if it were to happen to a government.
The United Nations has warned that the next world war could be waged not on the ground, but in cyberspace. These are battles that will be over the viral destruction of our national health rather then the bombing of a hospital.
This is not about a globalized economy; this is about a globalized war.
“Loss of vital networks would quickly cripple any nation, and none is immune to cyber attacks,” said Hamadoun Toure, secretary-general of the International Telecommunications Union, during the ITU’s Telecom World 2009 fair in Geneva.
He added that countries are now “critically dependent” on technology.
Everyone is familiar with the concept of “phishing,” where hackers obtain personal information online to commit fraud. Imagine this type of information theft and scam on a national scale.
Thankfully, some good progress is being made. Nations are beginning to recognize the impact of a cyber attack and attempting to bolster defenses. U.S. Secretary of Homeland Security Janet Napolitano has just received confirmation that she will be allowed to hire up to 1,000 Internet security experts in an effort to beef up cybersecurity at the White House.
But experts are saying that the real problem is with the Web infrastructure and software.
“The real problem is that we’re putting on the market software that is as vulnerable as it was 20 years ago,” said Cristine Hoepers, general manager at Brazilian National Computer Emergency Response Team.
Her suggestion was for professionals to be trained in ways more conducive to designing more resilient systems. She suggested that universities begin encouraging students to come up with a stronger, safer Internet.
Governments around the world should make more of an effort to protect themselves in a cyber-environment. It is not enough just to watch out for nukes; it is imperative that Internet security be strengthened so that the country is not caught off-guard.

Online Crime Hit a Record High of More Than 27,000 in The United States
Low-Risk, High-Profit Opportunities Drive Up Cybercrime
Washington - It does not cost much to become a cybercriminal.
A $500 investment buys MPack, software developed by Russian hackers, allowing users to steal credit card data or retail vouchers. Renting software robots known as botnets, which spew out spam (unsolicited commercial or bulk e-mail), can generate $7,700 in net weekly profits, according to Peter Guerra of Black Hat, a digital security company.
Cybercriminals can profit from their activities because inadequate national and global legal frameworks make it difficult for law enforcement authorities to catch them. The ever-increasing reliance of businesses, governments and individuals on computer networks creates more opportunities for cybercrime, and its low-risk/high-profit nature attracts an increasing number of cybergangs, according to Karthik Kannan of Purdue University's Krannert School of Management.
Complaints of online crime hit a record high of more than 27,000 in the United States in 2008, according to the Internet Crime Complaint Center, a public-private research group. The center estimates that Internet fraud reached $265 million that year.
"If we want to make progress against cybercrime, we need to change the economics of cybersecurity," Kannan said. This means raising the cost and risk for criminals while making defenses cheaper, a task that he said is not easy.
THE PRICE OF CYBER-ATTACKS
Many corporate executives do not truly appreciate the gravity of cyberthreats, according to experts. Laws, regulation and policies have lagged behind increasing crime as the use of the Internet has grown exponentially, several studies say.
In developed countries, companies may strengthen cyberdefenses only when relevant regulations are introduced, according to a 2009 study commissioned by McAfee Inc., a computer software security developer. Fewer than a third of U.S. companies are committed to adopt the best cyberpractices because most companies fail to see the link between cybersecurity and good management, according to the annual industry survey conducted by PricewaterhouseCoopers LLP. Half the U.S. executives surveyed did not even know how much money their firms had lost through attacks, the survey said.
Nailing down the scope of financial losses is difficult. Bruce Schneier, founder and chief technology officer of Counterpane, a computer security company, said a modest infection by malicious software could cost a small company $83,000 a year. "The larger a company is, and the deeper an infection goes, the higher the costs," he wrote in a 2005 report.
On average, cybercrime costs a company more than $500,000 a year, according to Kevin Coleman, a management consultant. A 2007 Government Accountability Office report estimates the total U.S. business losses due to cyberattacks exceed $117.5 billion per year. This may be just the tip of the iceberg, many analysts say.
Homeland Security to hire cyber experts
WASHINGTON — The Obama administration has given a green light to the Department of Homeland Security to hire up to 1,000 new cyber experts over the next three years, the first major personnel move to fulfill its vow to bolster security of the nation's computer networks.
The announcement follows a wave of cyber attacks on federal agencies, including a July assault that knocked government Web sites off the Internet and earlier intrusions into the country's electrical grid.
DHS Secretary Janet Napolitano, who made the announcement on Thursday, said the hiring plan reflects the Obama administration's commitment to improving cyber security.
At the same time, however, it underscores the administration's ongoing struggle to better organize and manage the country's vulnerable digital defense. President Barack Obama vowed in February to tackle cyber issues, but still has not named a cyber coordinator, a job that experts say will be difficult to fill.
Napolitano said the department does not anticipate filling all 1,000 positions, which will include cyber analysts, developers and engineers who can detect, investigate and deter cyber attacks.
The secretary's announcement marked the start of National Cybersecurity Awareness Month, which reflects the White House goal to draw more public attention to the need for everyday computer users to exercise more diligence in protecting their online security.

More than 9 M Americans Hacked each year/ Cost $$$ 15,6 BILLIONS
NEW YORK (MarketWatch) -- It happens all the time: You swipe a credit card to buy a new pair of jeans, pay for a fancy dinner or withdraw some cash. Each time a transaction occurs, a flurry of digits and codes moves from one location to another. And each time, you're putting your financial data in jeopardy.
Here's the latest example: On Aug. 17 federal prosecutors charged a man who allegedly stole information for 130 million credit- and debit-card accounts, in what the Justice Department called the largest ever such case.
Restaurant tabletops become computer screens
Tech Diary's Andy Jordan checks out a London restaurant where diners use an "e-table" interactive ordering system complete with an tabletop chefcam.
And incidences like this will only increase, thanks in part to the increased digitization of information, according to security experts and industry professionals.
"This is like a Hydra. There are many, many heads," said Adam Levin, co-founder of Scottsdale, Ariz.-based Identity Theft 911, and a former director of the New Jersey Division of Consumer Affairs.
Levin said there's a "perfect storm" for more identity-theft cases to happen: Companies with budget woes are less likely to invest in protecting consumer data when the economy is still stagnant and the cost of securing information cuts into profits.
In the recent case, Albert Gonzalez, 28, of Miami, and two unidentified Russian conspirators stole credit- and debit-card information from Heartland Payment Systems, a Princeton, N.J.-based payment processor, and 7-Eleven, supermarket chain Hannaford Brothers and two unidentified national retailers. The crimes started in late 2006 and ended in early 2008, according to the indictment. Gonzalez, already in federal custody for a different computer-hacking case, faces up to 35 years in prison for the current case, according to the U.S. Department of Justice. That wasn't the only case announced last week. Radisson Hotels and Resorts said hackers broke into its computer system between November 2008 and May 2009 to steal data including guest names, credit- and debit-card numbers and expiration dates. The hotel chain said it doesn't yet know how many customers are affected. The company set up a toll-free hotline and a Web page with more information. See the site.
Who's responsible?
These are just the latest two examples in a long line of identity-theft and fraud cases. The question is who's responsible for preventing this crime, particularly when hackers go after the consumer data that companies store on their servers?
Brian Lapidus, the chief operating officer of Nashville, Tenn.-based Kroll Fraud Solutions, said the responsibility falls on companies. "The business has a responsibility to protect the data they have," he said. "It's their responsibility because there's a level of trust between a business and consumers."
Companies should "treat the data as the valuable asset it is," Lapidus said, adding that preventing breaches before they happen can save money.
Others agreed. As businesses become more information-focused and hackers become more sophisticated, consumer data is at risk, said William Besse, executive director of consulting and investigations at Andrews International, a Los Angeles-based provider of security services.
But consumers also should take measures to protect themselves, Besse said, including updating their computer operating systems, creating complex passwords and backing up files.
Meanwhile, there are a growing number of laws and proposed legislation at the state and national level to protect consumers. In Massachusetts, for example, businesses have until January 2010 to comply with new identity-theft regulations that protect consumers.
