I had that thought about Donguan Meiji being a possibility also. But because they signed a deal with ZMRK, that made me think the PR was only about that transaction.

Health Canada is changing its process for issuing cannabis licences, in a bid to reduce wait times, after a review found a "significant amount" of its resources was used to approve numerous applications for facilities that have yet to materialize years later.
Effective immediately, new applicants for licences to cultivate, process or sell cannabis — for either medical or recreational purposes — must now have a fully built site that meets the regulations when they submit their application, the government agency said.

Prior to this, cannabis licence applicants could submit an application with their plans and get approval before building.
"Health Canada is implementing these adjustments following a review of its current licensing process.… A significant amount of resources are being used to review applications from entities that are not ready to begin operations, contributing to wait times for more mature applications and an inefficient allocation of resources," it said in a statement Wednesday.
The agency said, for example, more than 70 per cent of licensing applicants that passed its initial paper-based review over the past three years have yet to submit the required evidence to demonstrate they have built a facility that meets the regulatory requirements.
"The new approach responds to feedback from applicants about the time it can take to become licensed and the fact that there is now a larger number of applicants seeking to enter a growing and maturing legal market," Health Canada said.
Supply vs. supply chain
The change comes as cannabis retailers across the country continue to face supply challenges more than six months after Canada legalized pot for recreational use. Health Canada has said that the issue is not supply, but rather the supply chain, and difficulties converting raw product into packaged goods and into the hands of consumers.
Government retailers say the supply situation has improved in recent weeks but it remains constrained, and some have sought out additional supply deals with new licensed producers as they are approved.
Legalization pushed up price of pot by 17%, StatsCan says
Health Canada appears to be prioritizing licensing applicants, which is a "rational" thing to do, said Aurora Cannabis's chief corporate officer Cam Battley.
"It is good for patients and consumers and I think it is likely to be beneficial to companies that have demonstrated professionalism, access to capital and an ability to comply with rigorous regulations," he said.
Health Canada's initial paper-based review could, at times, take several months and focusing instead on facilities that are already built may help speed up the overall process, said Matt Maurer, a cannabis lawyer with Torkin Manes.

It should also ease the licensing bottleneck, he added.
"We have a supply shortage and people are dumping on the federal government, rightly or wrongly, for not licensing fast enough.… If they think they can expedite that by changing the process, I think that will help," he said.
However, for new applicants, the "playing field has just shifted," he added.
"Now the onus is on you to raise that money earlier in the process … and getting it right so that when you build it, its going to get licensed," he said.
Expectations now clearer, lawyer says
The process of receiving an approval before building a facility made sense in past years, when the regime was relatively new, said Sara Zborovski, a cannabis lawyer with Norton Rose Fulbright.
But now, with a track record of applicants who have gotten the green light over the years, the expectations are clearer, she added.
Although applicants will need to raise capital and build their facilities first, the risk of not getting approved at that stage is lower, Zborovski said.
"We have a much better sense of what you need to put in your application to get it approved," she said.
First-time cannabis use up after legalization, StatsCan reports
Health Canada says the change announced Wednesday builds on adjustments it made in 2017 and 2018. It adds that since May 2017, the regulator has licensed more than 129 new sites, which is nearly triple the number of sites licensed in the four years prior.
It says there are now more than 600,000 square metres of space under active cultivation, which it estimates based on industry averages, is enough to produce approximately 1 million kilograms of cannabis per year.
As for existing applicants in the queue, Health Canada says it will complete a "high-level" review of their applications and provide a status update, but a detailed review will commence once a site that meets the regulatory requirements has been built.

Who is coming to HDII?
Maybe we can figure it out by looking at Xu’s patterns before the zmrk/AeroPonLeaf merge.
He has released press releases each time he has met with a company. The HDII merge may come from one of the companies he has publicly stated meeting with, and didn’t get zmrk.

Municipality enters into deal with AeroPonLeaf Canada to develop property north of Bancroft

Vic A. Bodnar, Mayor of Hastings Highlands, has announced the municipality has entered into a deal with AeroPonLeaf Canada for the purchase and development of property to be used for a cannabis production facility.
The facility will be located on Y Road, about five kilometres north of the Town of Bancroft, on the property formerly occupied by GP Flakeboard. The property has remained undeveloped since the particle board plant closed in 2003.
“The economic boost to our community will have far reaching benefits,” Bodnar writes on his Facebook page. “We anticipate that the added revenue from associated industries in the area and employment opportunities for residents will be extraordinary.”
Bodnar also says the facility will eventually include a retail outlet and a brewery.
Based in Pickering, AeroPonLeaf Canada uses aeroponics — a method of growing plants in an air or mist environment without the use of soil or an aggregate medium — to cultivate cannabis.
A public meeting with representatives from AeroPonLeaf Canada will take place from 5 to 7 p.m. on Thursday, February 28th at Emond Hall at the Hastings Highlands municipal offices (33011 Hastings County Rd 62, Maynooth).

The reaction from residents that attended the public meeting Thursday was overwhelmingly positive.
The CEO of Aero Pon Leaf Canada William Sharpe began the meeting by outlining who will be a part of the team. Andrew Brandt was the Chair and CEO of the LCBO for 15 years is one of the highlights of the team of eight. Also on the team is Zena Prokosh, who attended and spoke at the meeting, Paul Thorne who worked as the head of security at the Lester B. Pearson International Airport in Toronto for 16 years and Chris Alexander, who was the Canadian Ambassador to Afghanistan before becoming the Minister of Citizenship and Immigration.
Sharpe’s background is in the alcohol industry. He previously founded Lakeport Brewery and owned Pacific Western Brewing Company. “The two industries are similar,” Sharpe said of the alcohol and cannabis industries.
“We’re hoping we’ll fit into the neighbourhood and be good corporate citizens,” Sharpe said and reiterated throughout the meeting. He said it will important to do this the right way, which will involve the community’s input.
The most talked about question of the night was about employment. “First and foremost is to work with the community,” Sharpe stated. While the exact amount of jobs that will be created is unknown, Sharpe says keeping jobs local will be important. He mentioned that two locals have already been hired to help him with the initial process.
Sharpe said they expect to get their license in October or November after applying for it in June 2018. He noted there’s a backlog of “over 2,000” waiting to be licensed. “It does take a considerable amount of time,” he said.

The Long Process Has Already Begun For Aero Pon Leaf Canada

“I’m ecstatic,” Mayor of Hastings Highlands Vic Bodnar said after Thursday’s meeting. “This means exciting things for the community.”
Zena Prokosh, one of Aero Pon’s board members, says that a conservative estimate on how many jobs will be created is 200. She says that’s in comparison to other LPs of similar size. She notes that as the facility continues to expand so will the jobs it creates. “First and foremost is to work with the community,” Sharpe said during Thursday’s meeting. “We are definitely planning on working with everyone in the community as much as we can,” Prokosh added.
Aero Pon Leaf Canada’s CEO William Sharpe says construction workers are already inside the facility working on it. He says that over the next few weeks materials will be ordered to build the walls and the infrastructure in the former G.P. Flakeboard plant. Sharpe added that the equipment will need to be extensively tested beforehand. “Once we’re comfortable with that we’ll continue to expand the building,” he said. Mayor of Hastings Highlands Vic Bodnar says the municipality’s building department will be watching over Aero Pon as construction continues to ensure everything is done correctly. An inspector will be on-site to make sure everything is done to code. He added that issues like transportation will be looked at further down the line.
Sharpe says they expect to get their license in October or November after applying for it in June 2018. Zena Prokosh, who will be a part of Aero Pon’s board, adds that it takes such a long time due to the backlog of 2,000 people applying for various licenses. Before that, they will need to take a video inside the building detailing the work that has been done, send that to Health Canada who will then send an inspector down to make sure they’re following the set guidelines. If all goes well a permit will be issued for their initial growing period. A sample of what is grown then will be sent to an independent lab for testing and then they will be issued their license. Prokosh notes that the license they applied for is a standard cultivation license and a standard processing license.
“It’s fairly new, but it’s been tested in NASA and it’s shown great success,” Prokosh says about the Aeroponics system that will be used at the facility. She says that even with that, Aero Pon will still thoroughly test it to make sure it meets their specifications and expectations. “I think you’re going to see an explosion of aeroponics in the future,” she says. She notes that it uses 90-percent less water than the traditional cultivation method uses. It was also noted that 60-percent of the business will be in cannabis oils, rather than growing plants. Those oils will be used for pharmaceutical purposes like creams. “All in all the expectation is that we’re going to have a greater product,” she says about using the aeroponics system.
Prokosh notes that the location of the facility is great. While major security precautions do need to be taken, the setting allows them to be in the community, but also far enough away that allows them to have “that safe space.” Of the other six members of Aero Pon’s initial team, there are three with experience in security. Paul Thorne worked as the head of security at the Lester B. Pearson International Airport in Toronto, while Donm Stewart worked as security for RBC and Andrew Ellis is a former Deputy Director with the Canadian Security Intelligence Service.
One of the other ventures Aero Pon hopes to get into over time is a brewery. Sharpe says they have talked with Logan Krupa with the Bancroft Brewing Co. with Sharpe calling Krupa a “polished young man.” He added that they do want to work together in what he says would not necessarily be a partnership, but something where they will help the Brewery with distribution. Prokosh notes that amendments will need to be made to their licenses allow for a brewery, the cottages they would like to put up behind the facility along York River and a research and development building. “It’s something that’s in our foresight,” Prokosh says, but adds it will be done further down the line once more revenue is coming in.
When speaking after the meeting, Bodnar clarified that the municipality is “more of a relationship” than a partnership with Aero Pon. “We’re supporting them however we can politically,” he said. He gave the example that if Aero Pon runs into a problem with a ministry, Hastings Highlands would back them up and say they have the support of the community. No money will be put into the project by Hastings Highlands, Bodnar said.
