That was already discussed in previous PR's, but I will answer it again for your convenience. The a/s was raised to finish the rest of the convertible debt and for acquisitions.
O/S refers to the number of shares outstanding. A/s refers to the number of shares authorized.

She had those shares left to issue. The debtors don't always sell as soon as the shares are issued. No reason for the CEO to be dishonest. She holds most of the shares and hasn't sold any.
