You must be misquoting because a restriction has nothing to do with dillution, it has to do with everyone selling at the same time and driving the price down. An increase in the float causes dillution because you have earnings or loss divided by a greater amount of shares...Accounting 101.
Wouldn't wash trading imply both the buyer and seller ask and bid at the same price? Other than commission for the house, where is the profit for the market maker?

Did people notice that nearly every share traded at the ask of $0.0004 yesterday yet the ask stayed at $0.0004 rather than rising to $0.0005? Where did all the supply come from since little was sold at $0.0003? Thoughts???

That info would have to be in the form of a public release and/or SEC 8K filing, otherwise it is insider info. No sense asking but everyone still wonders as it is a vital part of the analysis/risk.

Yes, but when the shares are usually over $5 and even then most of the time the prices are higher than that, hardly ever, if at all, under $1.
Mutual funds generally do not buy penny stocks, they might however inject equity before a company goes public as venture capital.

Einstein, you can't conclude this is a scam or not until time has passed. As outsiders opinions are just that - opinions, not fact. The fat lady hasn't sung yet! (Hopefully it will be on key.)
Your assumption is that 50% of outstanding shares are needed for a buyout. This may or may not be true depending upon the buylaws of the Corporation. Some companies are a simple majority and others require a larger percentage. The same thing happens in the US Congress for overriding a veto; the percentage required is greater than 50%.
Just remember the only difference between coal and diamonds is pressure.

Your conclusion doesn't follow from the premise. Your assumption is that the shares flow from "old hands" to "new hands". Not necessarily true! What about traders who are constantly on BOTH sides. According to you once they buy they are now "new hands". Not so! Your attempt at analysis is commendable but unfortunately not accurate.
