Public Meetings Rescheduled For August on Fulton County Water and Wastewater Capital Improvements
The Water Services Division of the Fulton County Department of Public Works is hosting three public meetings beginning on August 18, 2009, to obtain citizen input on the annual update of the Water and Wastewater Capital Improvement Projects plan. Residents of municipalities served by Fulton County’s water and wastewater services are encouraged to attend.
Public Works expects to spend $186,000,000 for water and wastewater capital projects. The improvements will be funded from cash on hand without any requirements for borrowing funds.
The annual update of the plan is conducted to ensure that current service needs are being met. The proposed plan covers repair and replacement of major equipment systems for wastewater facilities and infrastructure and capacity improvements of water infrastructure to meet growth and demand requirements. The plan will be submitted to the Board of Commissioners for approval once public input is received.

As Georgia continues to face water quantity and quality challenges, come hear about important water legislation at the Georgia General Assembly, about the state clean water revolving and stimulus package funds for water infrastructure projects administered through the Georgia Environmental Facilities Authority, and the developments underway with the Georgia Environmental Protection Division’s (EPD) implementation of the state water plan.

Summary of Roundtable
Even though the core counties of Atlanta are no longer considered to be in a drought, Lake Lanier remains almost 10 feet below average levels, and water conservation will continue to be a top priority for the future. To address this ongoing issue, Stacy Shelton, staff writer at the AJC, moderated a discussion on the state of Georgia’s water supply and what is being done to document and better manage this resource at the state level. She was joined by Linda McGregor from the GA EPD, Kevin Kelly from GEFA, and Sally Bethea from the Upper Chattahoochee Riverkeeper.
Ms. McGregor began the discussion with an outline of the statewide water plan that is being developed by 10 regional water councils that were recently formed. Over the course of 2009 the staff of 300 will be performing a resource assessment to document the current volume and quality of surface water available, as well as the volume of groundwater contained in aquifers across Georgia. In 2010 the same councils will be using this data to forecast future needs of the state, and then legislation is planned to be enacted in June of 2011.
Kevin Kelly followed with a presentation outlining the role of GEFA as a state level infrastructure lender providing capital to local governments through the GA Fund and GA Water Supply Fund. These programs provide cities with low interest loans for sewer and drinking water projects, and in some cases federal funding can be used to forgive the principle. Mr. Kelly added that they have approximately $145 million to allocate from the federal stimulus bill, and that $24 million of that is dedicated to specifically “green” projects.
Ms. Bethea closed with a summary of recent legislation and current issues related to water from a conservationist perspective. The UCR has been working with state representatives to pass a bill that would require sub-metering in multi-family residential buildings so that individuals can be rewarded for conserving water. They are also proposing a tax holiday for water efficient appliances, and “common sense” measures that allow individuals to circumvent water intensive HOA landscaping requirements.

Cooling Hotlanta Atlanta, Fulton County moving to fight global warming
The East Atlanta library branch, completed in 2005, is the first government building in metro Atlanta to attain LEED certification, said Belinda Morrow, the county's assistant director of building construction.
The contractor even donated renewable energy credits to power the library for the first two years.
Fulton is in the midst of auditing its energy usage in all county buildings, and is upgrading to EnergyStar-compliant heating, cooling and lighting systems. Even something as simple as turning off the air conditioning after working hours can save thousands of dollars, Morrow said.
Also, a pilot program will begin capturing methane from the Wolf Creek landfill in South Fulton in 2008.
Morrow said the county will be able to commit funds and personnel to many of the same programs Atlanta is eyeing thanks to the March 7 resolution, which was sponsored by commissioners Nancy Boxill and Tom Lowe on behalf of the Fulton County Citizens Commission on the Environment.

Electricity Generation from Wastewater Treatment using Microbial Fuel Cells
USC inventors have developed a solution to the world’s growing energy needs by utilizing the large of amounts of wastewater already moving through treatment facilities. The solution lies in a rotating-cathode microbial fuel cell (MFC) that generates electricity from ammonia oxidation. Wastewater, or water containing a high concentration of ammonia, is fed into the fuel cell where microorganisms complete ammonia oxidation in multiple steps that resemble the anaerobic ammonia oxidation process.

RCC HOLDINGS, CORP. ("RCC") (Pink Sheets Symbol: RCCH) continues it effort to be
totally green.
Relative to new technologies, RCC management held two meetings last week. The
first was with one of the largest solar power companies in the US. Discussions
touched on future projects in Canada and overseas. Follow on meetings are to be
held the week of May 4. Management also attended an expert discussion on the
state of fuel cell technology in preparation for future projects.
On international projects, management has received US Government agency input
relative to financing of an international project it is attempting to
participate in. Information has been passed to the country representative and
the company awaits feedback from that input. The project is for affordable
housing, a project whose roots began in 2008, and would introduce the RCC/IWS
technology to a developing country for the first time.
Relative to ongoing IWS subsidiary projects, on Tuesday, a marketing meeting was
held with CP of Bozeman to set up the marketing plan for the company's new joint
venture. Both parties agreed on the plan, which will be implemented within 30
days. More will follow on this. Also, in Montana, a project meeting was held for
a current project and related follow on opportunities. There were no unresolved

RCC/IWS completed its participation with multiple companies in submitting a proposal pursuant to a
National Science Foundation grant. It is participating, in this grant proposal, with other companies, and
New York University, Poly, which will be doing the research design and testing. The proposal is
directed at affordable housing, and RCC/IWS will provide its water and wastewater expertise to the
research. RCC sees affordable housing as a major developing market, both short and long term.

The Sierra Club has recognized New York University as one of the United States’ eco-enlightened universities, or “Cool Schools,” in the September/October 2009 issue of Sierra magazine.

We seem to know more about what's going on in the industry...than people in the industry and the governments that are relentless in their bad decision making. It is a fact that the Eagle Sewer District took over control of 3 IWS systems. All of the wrangling and problems associated with this build, could have been solved with the IWS system. Where is IDEQ and EPA?!
Haemmerle asked how many municipalities in Idaho use decentralized systems whenthey have an existing sewer system. The applicant’s representatives replied none;Alabama is the only one that they know of. Robertson said that the Eagle area could haveused decentralized systems but they have not. Haemmerle confirmed that this would bethe first in Idaho to have both systems and asked if there have been any discussions withDEQ as to whether or not they would approve of such a system. The applicant’srepresentatives stated the RTF system that they are looking at is approved by the State ofIdaho. It has been submitted to DEQ in draft form for their preliminary review. DEQsaid it is typically approved on a state by state basis. Haemmerle wants to know an exacttrack record. They said they have been dealing with this type of system for 25 years.There are quite a few under construction. Haemmerle would like to know the age of theoldest system and when it was installed along with their track record. Keirn talked aboutthe diagrams that were shown and asked how many homes each unit served. Theyexplained that there would be 1 tank per home. Keirn is concerned about maintenanceand oversight. Currently our ordinance does not allow for this type of system. Hellensaid that DEQ says some standards are required that would have to be met. Mayor Davissaid, currently we do not know if DEQ will approve any of these alternative systems.Haemmerle explained that we need to know what DEQ says before we can make anytype of decision

Let's look at actuality instead of making calls and reading confusing manuals.
Here is a company that completed its' QT yesterday. They completed it in 50 days. July 20 (initial release on Sedar) to Sep 10 (completed). This is the first one that I've looked at.
To claim there is not going to be a reverse merger b/c there is no filing is misleading. The initial PR from the CPC is what the longs here are looking for....whether they know it or not. lol

JMHO All parties signed onto the stipulated judgement. What is in that negotiated settlement is unknown. I do not believe that Gene Newton and RCC just walked away. The case will be dismissed in 2 days if payment is made.

Your staement is utterly fictitious. A kinard of biblical proportions.
Stipulated judgement was awarded to the Plaintiff, Chin against the defendants Newton, RCC Holdings corp, Aust, and Platinum. Yes the case has taken 2 years or so to be settled. Chin has given the defendants a number of continuances towards PAYMENT and STATUS of the stipulated judgement. The judgement is in excess of $25k.
How much did Newton claim Platinum was worth in assets before it obviously went bankrupt?
Note that the stipulated judgment is just that, a judgment. It allows the creditor to garnish wages and attach assets if you don't make the payments required. Once you file for bankruptcy, of course, the obligation to make payments stops, but the judgment may still act as a lien on your property which would need to be stripped off in your bankruptcy.
gp, it can't be definitively stated that the lawsuit has any bearing on the delay in the reverse merger.
IMO A CPC willing to invest in IWS would most certainly make sure that their investment would not be jeopardized by ongoing litigation in the parent company.
It's been stated by Newton that IWS is a wholly owned subsidiary of RCC. RCC is being sued and IMO will need to pay damages.
I'm not a lawyer, but I am a businessman and I would not make a substantial investment in a company that could possibly have a lien applied against it.
How do you think this will effect the merger to the TSX if the court case is closed on Friday?
IMO it's possible Newton convinced Chin do give him a continuance as he tries to put this deal together. I wouldn't doubt that a piece of IWS will go to Chin.
IMO Newton needs to bring more than the IWS products to the CPC's table. He needs to bring contracts. We may be waiting on a contract to be awarded.
IMO If the CPC was ready to invest in IWS, the lawsuit would have been cleared up immediately.

Yes, I do think it's going to happen. I also believe that shareholders have been massively diluted, lessening their stake in IWS. RCCH would most certainly rise on a successful listing of IWS. I will be selling, and running away on that rise for sure.
On a positive note, there have been some encouraging signs with Evolutech and the Quebec gov't. RCC IS actually installing 2 systems that we know of: Peak Health and Wellness and Homestake Meadows is a go. This was not the case a couple months ago.
But not even a successful reverse merger and the stock rising will change my opinion of the Great Eagle. I know what he's all about.
Looks like the MM's on the bid are more than happy to sell at the ask...not exactly quaking in their boots...are they?
