Senate Bill 57 Legalizes Hemp Cultivation and CBD Sales in Ohio
SAN DIEGO, July 30, 2019 (GLOBE NEWSWIRE) -- CV Sciences, Inc. SB 57 was approved by the Ohio House Agriculture and Rural Development Committee in June and passed the House floor on an 88-3 vote on July 17th. Through the passing of this Committee, Governor Mike DeWine immediately signed the bill into law today, July 30th.

The passage of this Bill took the effort of many constituents in the Buckeye State. The effort included robust education on hemp, hemp production and how hemp CBD products can bring value to state economies.

Charlotte’s Web Holdings (CWBHF) soared over 10% yesterday on news of a distribution deal with a major grocery chain. The landmines hitting the CBD and cannabis sector stocks suggest waiting for a pullback on the stock before loading up.
Kroger Deal
On Monday, the Boulder, CO based company announced a major distirbution deal with Kroger (KR), America’s largest grocery retailer. The deal involves CWB supplying hemp CBD extract products to their online site and 1,350 stores across 22 states making Kroger the largest single distribution deal.
Based on this deal, CWB lists retail distribution that has now surpassed 8,000 locations. At the start of May, the company listed 6,000 locations. The company has now more than doubled their retail distribution network since the start of the year
The announcement is very vague on the exact timing of reaching the full 1,350 stores owned by Kroger. The large grocery chain has over 2,700 retail locations so further expansion is possible and probable.
A big reason the retail location ramp is important is that CWB only got 51% of revenues from retail locations in Q1. The company is still highly focused on their own online sales providing a massive ramp in revenues from only about $11 million in the last quarter.
A big question remains how effective these mass retailers will be at selling CBD products. The shelves could become crowded with CBD products from competitors.
CBD Problems
The cannabis sector has been under pressure in the last few months due to executive shakeups, audit frauds and FDA Warning Letters. The best time to buy the sector stocks lately has been on dips following these negative events. CWB stock surged over 10% for the day and hit $17 in initial trading. CWB is still down over $8 from the highs above $25 due to market weakness.
CWB now has a market cap above $1.5 billion and isn’t likely to rally much beyond this level with revenue forecasts for 2019 at only $120 million to $170 million. The company reported Q1 revenues of ~$22 million and these deals with grocery chains like Kroger should boost revenues substantially above the low-end target. Although, the timing of a deal in July could push the majority of sales into next year.
Analysts have CWB generating revenues of up to $350 million next year. The stock gets more reasonably priced when valued at about 4x 2020 revenue estimates.
The market is rightfully concerned about the ability of CWB to achieve the 100%+ revenue gains in 2020. Combined with website statements that the FDA has not evaluated their statements on CBD products reducing stress and helping people recovery from exercise could suggest the company gets a similar warning letter from the FDA as Curaleaf (CURLF).
Takeaway
The key investor takeaway is that Charlotte’s Web remains the best pure way to play the CBD craze in the U.S. market. The company now has the product on market and retail locations signed up for distribution. CWB should gain significant brand recognition over the Canadian companies that plan to enter the market in 2020 and beyond.
The best way to own the stock for those without a current position is to wait for weakness in the sector or stock from something specific related to the FDA. CWB needs a lot to go right in order to reach 2020 revenue targets needed to justify higher stock prices.
Overall, CWB has 2 bullish analysts in its corner over the last three months. The 12-month average price target of $25 implies about 50% in upside potential for the 'Moderate Buy' rated stock

On Wednesday, the grocery store chain announced plans to sell CBD products. The initial rollout includes 945 stores in 17 states.
Kroger will initially sell CBD topical products including creams, balms and oils. In the future, the company may add CBD-infused food and drinks to its shelves.
Additionally, Kroger could quickly roll out CBD products in all 2,764 stores.
It’s common for big retailers to test new products in a small portion of locations. And if successful, they’ll conduct a large-scale rollout.

Earlier this year, the United States Army issued a public health warning after medical centers at two bases in North Carolina saw some 60 patients within a few months for health issues that officials linked to their use of CBD vape oils. The symptoms included everything from headaches, nausea, and vomiting to disorientation, agitation, and seizures.
A few months later, North Carolina health officials issued their own warning after local emergency rooms saw some 30 people come in suffering from hallucinations, loss of consciousness, and heart irregularities linked to vaping CBD products. Both notices hinted that officials feared such visits could grow exponentially more common as popular interest in and access to CBD vaping, a legal practice in many states with a host of purported (but still not conclusively proven) health benefits expands.
These reports should be enough to give anyone vaping CBD—or considering it for medicinal or recreational purposes—severe pause. Experts and existing evidence largely agree, though, that CBD itself, even when vaped, is largely safe. But that is only if you can get your hands on unadulterated CBD tinctures to vape. The problem many CBD vapers have faced recently seems to stem mainly from poor regulation over the vaping market in general, and the subsequent unreliable quality of any vape or vape oil.
What are the benefits and side effects of vaping CBD?
CBD is an abbreviation for cannabidiol, one of more than 100 active cannabinoid components found in cannabis. Studies of its myriad potential medical benefits have found that people can tolerate a wide range of doses of it with minimal effects, including weeks on continuously high dosages. Granted, that doesn’t mean there are no side effects. Studies have found that CBD can cause some users to experience irritability, lethargy, reduced appetite or urination, gastrointestinal distress, rashes, breathing issues, or in the worst instances, liver problems or exacerbations of mental health issues.
Knowledge of the way our bodies process CBD also suggests that it interacts with enzymes in the liver in ways that may change the efficacy of a number of other drugs, from blood thinners to anticonvulsants, to antidepressants. This may potentially lead to increased side effects, or even a risk of unintentional overdose on other drugs in the worst cases.
We do not yet know enough to say definitively how common these side effects are, or how many of them are native to CBD usage versus the result of those potential interactions between CBD and other drugs. We also don't know with any reliability how different doses might lead to different side effects or drug-drug interactions, or how drastically these effects may differ from body to body or in conjunction with other conditions. Nor do we have any good data on how CBD might affect children differently than adults, or long-term users over the course of decades.

The CBD market is betting big on pets. The CBD market in the U.S. alone is expected to reach $24 billion by 2023, with pets making up 7% of those market sales, according to Brightfield Group. Retailers struggle to keep CBD on shelves in Canada

Retailers across Canada are struggling with a shortage of all cannabis, but there's one product they're especially desperate to keep on shelves: cannabidiol or CBD, a non-intoxicating extract vaunted for its purported health benefits.
The extract, most commonly sold as oil, has been promoted as a natural cure for pain, anxiety and insomnia, despite limited medical research. Many customers are coming in asking for it, especially first-time and older users, store owners say.
"I don't think the licensed producers really realized how popular CBD was, so there's none available, really,'' said Krystian Wetulani, founder of City Cannabis Co. in Vancouver.

Companies are ramping up hemp growth to produce the trendy extract, but observers expect the shortage to persist until late this year. Meanwhile, scientists are working to separate the hype from reality when it comes to medical claims about the drug.
While licensed producers were preparing for legalization last year, they assumed most of the demand was going to be for cannabis high in THC, the intoxicating ingredient, said Khurram Malik, CEO of Biome Grow.
CBD oil shortage continues as marijuana producers scramble to meet demand
The buzz around CBD grew with the passage last year of a U.S. law known as the farm bill, which allows for the growing of hemp for the purposes of extracting cannabidiol, he said. Similar regulations came into effect in Canada in October.
But it was the U.S. law that drove up media coverage and social-media influencer chatter, Malik said. Kim Kardashian West recently posted on Instagram about her "CBD baby shower,'' where she invited guests to make cannabidiol-infused salt scrubs and body oil.
"Because of the farm bill passing, the sexiness or the in-vogue profile of CBD went through the roof,'' said Malik. "The demand side just blew up and caught everyone by surprise, on both sides of the border.''
Extracting CBD from hemp, which is low-THC and high-CBD, is more affordable because the crop can be grown outdoors on a large scale under Canadian rules that are less restrictive than those for producing high-THC marijuana, Malik said.
Biome Grow has partnered with CBD Acres, which Malik said will supply his company with up to 20,000 kilograms of cannabidiol concentrate annually in order to serve Canadian and international markets.
The CBD shortage affects jurisdictions across Canada, said provincial distributors in British Columbia, Nova Scotia, and Newfoundland and Labrador.
"There has been a significant learning curve for licensed producers as they transition into supplying a new market,'' said B.C.'s Liquor Distribution Branch in a statement. "Licensed producers are working towards becoming more efficient, however many of their expansion projects have not yet been fully ramped up.''
'It has been a challenge'
The branch added it expects supply to increase in the second half of 2019 as expansions come online and more producers receive licences to enter the marketplace.
Medical cannabis users anxious over supply shortages
Beverley Ware, a spokesperson for the Nova Scotia Liquor Corp., said while it has "CBD-leaning'' products, it has not been able to consistently carry pure CBD oil due to the national shortage.
Customers looking for CBD products would prefer not to smoke them and don't want the added THC, said Darrell Smith, spokesperson for the Newfoundland and Labrador Liquor Corp.
"It has been a challenge to source a steady supply of these products as they are often reserved for the medical cannabis community,'' he said.
Research into health benefits limited
Despite the hype, research into the health benefits of cannabidiol has been fairly limited, said Dr. Gabriella Gobbi, a psychiatrist at McGill University who has studied the drug.
Gobbi's team published a study in the journal Pain last October that pinpointed the effective dose of CBD for safe relief of pain and anxiety. The U.S. Food and Drug Administration has also approved a CBD drug to treat children with severe epilepsy.
