From The Tenth Amendment Center
“MONTPELIER, Vt. – In June, Vermont Gov. Peter Shumlin signed Senate Bill 157 (S157) into law legalizing hemp cultivation, nullifying the federal prohibition on growing the crop.
Industrial hemp falls under the Controlled Substance Act of 1970. It technically remains legal to grow industrial hemp, but farmers must obtain a permit from the DEA, a nearly impossible feat. The new state law opens the door for Vermont farmers to grow it anyway.
Hemp is an agricultural product which may be grown as a crop, produced, possessed, and commercially traded in Vermont pursuant to the provisions of this chapter. The cultivation of hemp shall be subject to and comply with the requirements of the accepted agricultural practices adopted under section 4810 of this title.
The new Vermont law requires hemp farmers to register with the state and allows for state inspections. It also stipulates the THC level (the active ingredient in hemp’s cousin, marijuana) must remain below .03 percent. The registration process will also include a disclosure statement letting the farmer know hemp production violates federal law – essentially a “buyer beware” provision.
“The reason we want to push for a change is that hemp is potentially a valuable crop,” Rep. Caroline Partridge, chairwoman of the Vermont House Committee on Agriculture and Forest Products told theHuffington Post. “People want to grow it. Hemp oil is a valuable product, and there’s so much of the hemp plant that can be used for very, very productive purposes.”
Industrial hemp has literally thousands of uses, including production of paper, clothing, cosmetics, construction materials, automobile parts and foods. It also has incredible potential as a biofuel.
According to Vote Hemp, Vermont was the ninth state to pass a law removing barriers to hemp production. Other states include Colorado, Kentucky, Maine, Montana, North Dakota, Oregon, Washington and West Virginia, although many of these states stipulate the feds must lift their ban before hemp production can begin. Vermont joins Colorado in taking things to the next level, essentially thumbing their noses at the federal prohibition. In fact, growers in Colorado have reportedly planted a hemp crop on leased land.
“Vermont and Colorado show the way forward,” Tenth Amendment Center national communications director Mike Maharrey said. “There is no question that the feds have no authority to ban a plant within a state’s borders. Doubt me? Ask yourself why it took a constitutional amendment to prohibit alcohol production. If enough states legalize hemp and farmers simply start producing it, the feds won’t be able to do a thing about it. Especially when markets begin developing and people see the incredible economic potential of this crop. Washington will either relent and repeal its ridiculous ban, or the so-called law will just wither on the vine like the federal prohibition of medical marijuana is doing now.”
In fact, the market already exists in the U.S. Several car manufacturers use hemp panels in their production – hemp imported from China and Canada. More than half of Canada’s hemp crop flows into the United States.
“There’s something wrong here, it’s crazy. Why are we the only industrialized country where you can’t grow it legally? Hell, we need to get in the 21st Century,” former Kentucky state senator and hemp advocate Joey Pendleton said.
Vermont farmer John Vitko told the Huffington Post he wants to grow a small hemp crop for chicken feed and bedding.
“It’s one of the few things that are manageable for a small farmer to handle,” he said, pointing out that it doesn’t require large equipment to plant and harvest like corn does. “It’s complete protein. It has all their amino acids. It’s a seed which birds like.”
And Vitko seemed unconcerned about possible federal enforcement of its hemp ban.
“I’m going to be a little farmer that’s growing hemp, they’ve got bigger problems than me.”
But in the words of the Tenth Amendment Center slogan: Concordia res parvae crescunt – Small things grow great by concord.”

From the Western Producer, by Robert Amason
“One version of the U.S. farm bill being considered in Washington would allow American university researchers to grow industrial hemp, says an industry lobbyist.
Earlier this summer, the House of Representatives passed a version of the farm bill with an amendment to legalize hemp production for research purposes. The vote was 216 to 208.
“This amendment is a small but fundamental change in the laws that hopefully will one day allow Kentucky farmers to grow industrial hemp again,” Republican congressman Thomas Massie of Kentucky said in a release.
“It’s our goal that the research this amendment enables would further broadcast the economic benefits of the sustainable and job-creating crop.”
Massie’s statement was posted on VoteHemp.com, which lobbies for laws that would permit American farmers to grow industrial hemp. The amendment was the first hemp legislation to pass in Congress in more than 50 years.
Tom Murphy, Vote Hemp’s national outreach co-ordinator, said the House vote was significant because politicians of all stripes supported the hemp amendment.
“The people voting for it were all over the political map. You had very, very conservative people, very liberal people,” Murphy said from his home in Maine.
Murphy said politicians are more receptive to the idea of growing hemp, partly because Colorado and Washington state legalized recreational use of marijuana in 2012.
“(That) changed a lot of things in terms of cannabis policy in general.”
Republican politicians from states such as Kentucky are backing changes to industrial hemp laws as well as politicians from liberal states such as California.
Kentucky passed a law in the spring that would permit industrial hemp production in the state, provided the federal government allows it.
James Comer, Kentucky’s agricultural commissioner, lobbied vigorously for the law. He hopes Kentucky farmers will be growing hemp in the near future.
Murphy said a number of U.S. politicians are promoting hemp as a potential industry in their states.
“Most members of legislatures, on the state and federal level, want to support small family farms. So the politics around that is good.”
According the Vote Hemp website, 31 states have introduced pro-hemp legislation and 19 have passed pro-hemp laws.
Nine states have removed legal barriers to hemp production.
Murphy said consumer awareness and demand for hemp products might also have encouraged U.S. politicians to rethink their positions on hemp.
“If you look at grocery stores in the Midwest, where buying patterns are more conservative, you’re seeing a lot more hemp foods. Shelled hemp seed, hemp waffles, hemp milk in just regular stores,” he said.
“Consumers are becoming more educated. They like that it’s high in protein and has a good balance of omega 3 and omega 6 fatty acids.”
A Congressional Research Service (CRS) report on hemp, released this summer, estimated the total retail value of hemp products sold in the United States last year at $500 million, including hemp foods, body products, clothing, auto parts and building materials.
Even though the National Farmers Union and the National Association of State Departments of Agriculture support production of industrial hemp, the CRS report concluded that hemp faces a “number of obstacles.”
“The main obstacles … are the U.S. government drug policies and DEA (Drug Enforcement Agency) concerns about the ramifications of commercial hemp production… that (it) could increase the likelihood of covert production of high-THC marijuana.”
Politicians will continue to discuss and vote on the farm bill when they return to Washington in September following the summer recess.
Murphy said it’s encouraging that politicians from across the spectrum support industrial hemp. Nonetheless, it’s difficult to forecast the political winds in Washington.
“If I knew exactly what was going to happen to the farm bill, I would be making millions of dollars,” he said.
“Nobody is quite sure what’s going to happen.”

Nice hits!
Did you think during WWII America had it all prepared and ready to go before the war started? Doubt that. It's like legalization of MMJ, takes time for people to realize the true benefits of the plant ESP in times of desperate needs- war. Food, fuel, clothing, textile, cars you name it! If can make cars why can't it make planes?
Oh yeah! Forgot to throw in MEDICINE! Ha, don't think we'll need medicine during war?? Sure that is when MMJ will be much more handy, however hemp does have plenty of medicinal uses as well.
HEMP has been proven to be STRONGER THAN STEEL!
http://www.google.com/#q=hemp+stronger+than+steel
If you think its getting to the nuke phrases, then why are you here and go support something that will 'save' you, because some feel that hemp could save lives esp during war time. Thinking of fundamentals here and let history repeat itself if have to for this plant to show its true strength.
http://www.google.com/#q=hemp+stronger+than+steel
Fuel??? Hello don't think going to war against the Middle East will drive up oil prices? Also it can be used for almost anything "industrial" so yes possibly some war necessities by hemp. The government didn't promote American farmers during WWII for nothing! Actually they released a video called "Hemp for Victory" check it out see how hemp played a vital role in America's success during WWII
There we go RIGH more ask kicking like that please ;)
Guess you don't know history of America that well. Google Hemp in America during WWII
