U.S. Sens. Lisa Murkowski, R-Alaska, Joe Manchin, D-W.Va., Martha McSally, R-Ariz., and Dan Sullivan, R-Alaska, yesterday introduced bipartisan legislation that takes a comprehensive approach to begin reducing the United States’ dependence on foreign minerals. Murkowski made the announcement about S. 1317, the American Mineral Security Act, yesterday morning while delivering remarks at the Benchmark Minerals Summit.
“Our nation’s mineral security is a significant, urgent, and often ignored challenge. Our reliance on China and other nations for critical minerals costs us jobs, weakens our economic competitiveness, and leaves us at a geopolitical disadvantage,” Murkowski said. “I greatly appreciate the administration’s actions to address this issue, but Congress needs to complement them with legislation. Our bill takes steps that are long overdue to reverse our damaging foreign dependence and position ourselves to compete in growth industries like electric vehicles and energy storage.”
“I am grateful to continue working with Chairman Murkowski to find ways to reduce our reliance on foreign countries for critical minerals in a responsible way. Our legislation requires common sense steps to begin restoring American independence regarding critical minerals and strengthen our national security, diversify our economy and create job opportunities in our communities,” Manchin said.
“Mining and mineral production is central to Arizona’s economy and identity. The bipartisan American Mineral Security Act will modernize our nation’s approach to critical mineral procurement to boost U.S. production, create jobs, and improve our national security – all while maintaining strong environmental protections,” McSally said.
Key provisions of the American Mineral Security Act would:
Authorize research and development for recycling and replacements for critical minerals, as well as chemistry, material science, and applied research and development for processing of critical minerals;

Yeah.. Well, Everything has an effect. Gillette Wyoming and the state of Wyoming is very enthusiastic about their coal industry within their state.
The prospects of this growing industry rebounding has a tremendous effect as a whole. And that resonates through to coal technology.
Two of the world's largest coal producers have announced they will combine mining operations in Wyoming and Colorado in an attempt to improve their competitiveness against natural gas and renewable energy sources.
Arch Coal and Peabody Energy are based in St. Louis and announced the joint venture on Wednesday.
It will be 66.5% owned by Peabody and 33.5% owned by Arch.
The companies say the deal requiring approval from regulators could save about $120 million annually in mostly operational costs over 10 years.
The plan involves the North Antelope Rochelle, Black Thunder, Caballo, Rawhide and Coal Creek mines in Wyoming and the West Elk and Twentymile mines in Colorado.
The mines employed about 3,300 workers in 2018.

The ACE rule also defines the “best system of emission reduction” (BSER) for GHG emissions from existing power plants as on-site, heat-rate efficiency improvements, and it outlines six “candidate technologies”. One Suggests the Co-firing of coal with gas to improve energy eficiency. CCTI clean coal does offer a cleaner and more efficient feed stock coal to improve overall efficiency of these power plant's. 8 out of 10 media news reports are falsifying reporting to public saying the new EPA ACE rule makes plants run dirtier systems. This is totally false. Once again, the objective is to increase BTU output and or lower emissions by using less coal,and it helps to have a DUST-FREE Coal too!
The six heat rate improvement “candidate technologies” are: neural/network/intelligent soot blowers; boiler feed pumps; air heater and duct leakage control; variable frequency drives; blade path upgrades (for steam turbines); and economizer redesigns or replacements. In the ACE rule, the EPA provides a “degree of emission limitations” that can be achieved by applying each these technologies, along with ranges for how much improvement can be expected and costs associated with installing them.
Under the rule, states must now establish unit-specific “standards of performance” (in the form of an allowable emission rate, for example, lb CO2/MWh-gross) that reflect those achievable emission limitations. The EPA on Wednesday also stressed that the Clean Air Act allows states to consider “the remaining useful life of the source” and other source-specific factors in establishing standards of performance.
This rule gives each individual state broad oversight and clean energy solutions that reduce pollution will be favorable.

Giving states like Wyoming home to the largest coal sector in the United States the ability to choose their own energy power plans and decide what emission reduction systems to use for power plants that will lower Co2. Like CLEAN COAL TECHNOLOGIES.
The rule is specifically designed for the 600 coal fired power plants in US.
The Jim Bridger Plant, located in Rock Springs, Wyo., is the largest coal-fired plant operated by PacifiCorp Energy. The plant consists of four 560-MW units; all have corner-fired Combustion Engineering (CE, now Alstom Power) controlled circulation steam generators. Each boiler produces 3.98 million lb/hr at 2,660 psi with 1,005F superheat and 1,005F reheat steam temperatures. Each unit was commissioned in the 1970s and has been upgraded with Alstom’s TFS2000 low-NOx firing retrofit.
Jim Bridger is also a mine-mouth plant burning southwest Wyoming subbituminous coal primarily from two company-owned mines, supplemented by coal delivered by train from another local mine. All of the coal produced by the company-owned mines must be consumed by the plant, even if the coal properties are unfavorable. Thus, the plant blends delivered coal to produce the most favorable coal possible.
