I'll explain DNRG this way: You can have all the smarts & brains in the world but you have to know what to do with it and how to use it.
With Allen & Watkins it has yet to be seen through any execution.
If Allen & Watkins don't drive the their business, they will be driven out of business
DNRG has zero influence. Complete UNKNOWNS almost like they don't exist.
"It ain't what you don't know that gets you into trouble. It's what you know for sure that just ain't so"
Can I ask what you know of Neal Allen & Michael Watkins?
Reality distortion field (RDF) as Bud Tribble would call it. Allen & Watkins have no track record of success in renewable energy or energy itself. No crucial COMMERICAL DATA in any of the energy sectors of Fuel Cells, Hydro Power, Coal Plant. While Madagascar is in need of energy DNRG is too risky for any country at this point. Also while others are providing energy or starting to in Madagascar, DNRG has no history & optics are not good.
"President Donald Trump has not said much about Africa, but judging by his explosive Twitter feed, he is no great admirer of the continent. He has called South Africa a “total – and very dangerous – mess,” for example, and predicted that “every penny of the $7 billion going to Africa” as part of President Barack Obama’s Power Africa initiative, a bipartisan effort to build reliable electric power grids, “will be stolen – corruption is rampant!”
Not words you would like to hear about Africa
Founder of KIPAY also have a footing in DRC w/ the Malaika Organization which has direct access to business entrepreneur & philanthropist. DNRG may be guilty of being too passive and not active enough or perhaps too unknown without the right connections or access to what they may have needed most and that's INFLUENCE..
No, but as Neal Allen has stated there is no "commercial data" for the Rubicon (commercial data is what countries/gov'ts/investors care about & are what grants are issued on) and that's where this joint effort with UJ comes into play, since DNRG cannot afford do take on this endeavor themselves. UJ likely hopes to (and rightfully so gain from this expedition with DNRG) and if this expedition fails to meet it's goals what is UJ specifically out on with this endeavor? Science/Engineering is a series of failures in order to meet success once.
DNRG had a catalyst for UJ which is the POWER AFRICA INITIATIVE and the company's association with the initiative.
Simply put DNRG need empirical data otherwise it's interpreted as conjecture.
It would have to be the same data DNRG presented the 1st year that they were included in the report. Don't see the company having the wherewithal for multiple testing if it's not in respect to a demo/showcasing models for the sole purpose of generating inquirers/contracts. Simply would not be worth the cost of the exercise and likely that's the case since DNRG has extremely limited testing, hence no Gov't grants issued.
"Thank you for your inquiry regarding Power Africa partner Dominovas. Power Africa conducts non-financial due diligence on all partners interested in joining Power Africa to assess the likelihood of a partner having business practices that could reflect poorly on the US Government. Of primary concern is working with companies that are: not banned by the Foreign Corrupt Practices Act; have sufficient technical expertise or experience to further the energy goals of Power Africa; reasonably financially sound based on 3rd-party reports (when available), and; labor, environmental and social compliance.
Please note that the inclusion of any activity or transaction in PATT does not constitute an official endorsement, recommendation, sponsorship or approval by Power Africa. If you would like more information on Dominovas, please visit their website: http://dominovasenergy.com/. Thank you for your interest in Power Africa"
Best,
Power Africa
Essential, just because Dominovas is named in the report does not mean that USA Gov't endorses the company. The US Gov't has no way of knowing if the tech works for the simple fact as you know DNRG has no power producing model or showcase, perhaps not even a lengthy enough feasibility testing in real world situations for Gov't and Grant requirements. Neal Allen quote "And because the data we have available for a 10kW fuel cell system is based on critical and lengthy testing and not commercial data, we were also not approved for funding on the fuel cell projects."
KIPAY,company w/ the SOMBWE 95MW Hydro project in DRC/Power Africa APP. KIPAY is also the hydro co. City of David chose in place of the fuel cells, reason being that the City of David believe the fuel cells were too costly.

The idea of coal makes no sense when hydro is an untapped energy source in Madagascar. I remember DNRG have a game changer in hydro called ORCAS.
https://www-cif.climateinvestmentfunds.org/sites/default/files/meeting-documents/madagascar_eoi_0.pdf
"Currentergy will utilize the ORCAS, or Ocean River Current Access Solutions system, to enable both on- and off-grid clean energy and micro-grid flexibility for the generation of electricity from river and ocean-based power generating systems" DNRG
Not good but not surprised.
