US nuclear agency seeks comment on counterfeit safeguards
The Nuclear Regulatory Commission in the US is examining measures designed to stop counterfeit, fraudulent and suspect items (CFSI) entering the supply chain.
The agency has just published a new regulatory issue summary (RIS) to draw attention to existing
NRC regulations encouraging stakeholders in the supply chain to prevent CFSIs being acquired or used in nuclear facilities, and also check that its safeguards are still up to scratch.
"The increasing prevalence of CFSI in other industries may present challenges to the nuclear industry’s supply chain," says the 13-page document, which is open for comment until November 3.
"As new occurrences and methods of counterfeit and fraudulent activity increase in other industrial sectors, it is in the interest of the commercial nuclear industry to evaluate its approach."
The NRC has published a series of regulations and guidances in recent years on topics such as staff training to spot counterfeits parts, along with information on specific threats such as fake fire protection equipment and the actions of a vendor in 2013 which was found to have destroyed serial numbers on components to mask their true origin.
At the moment the NRC's regulations focus on the use of a quality assurance-based approach to anti-CFSI activities, with additional stipulations such as mandatory reporting of CFSI incidents and procedures laid down for the disposal of spurious parts.
The agency also inspects vendors of nuclear parts against rigorous standards and investigates reports of defective or suspect items.
Other US federal departments, notably the military and NASA, have started to adopt or look into the use of technology such as DNA marking of 'mission-critical' components in a bid to thwart counterfeiting, but as yet the NRC has made no public announcement in that area.

Reports of CFSIs entering the supply chain have thankfully not been common, according to the NRC, but it believes the trend toward a more globalised supply chain creates new vulnerabilities in the nuclear industry.
Last year, the authorities in South Korea started an investigation after it was discovered that parts delivered to some of the country's reactors had forged safety certificates.
Secondary Offering
1. The issuance of new stock for public sale from a company that has already made its initial public offering (IPO). Usually, these kinds of public offerings are made by companies wishing to refinance, or raise capital for growth. Money raised from these kinds of secondary offerings goes to the company, through the investment bank that underwrites the offering. Investment banks are issued an allotment, and possibly an overallotment which they may choose to exercise if there is a strong possibility of making money on the spread between the allotment price and the selling price of the securities.
2. A sale of securities in which one or more major stockholders in a company sell all or a large portion of their holdings. The proceeds of this sale are paid to the stockholders that sell their shares. Often, the company that issued the shares holds a large percentage of the stocks
1. This sort of secondary public offering is a way for a company to increase outstanding stock and spread market capitalization (the company's value) over a greater number of shares. Secondary offerings in which new shares are underwritten and sold dilute the ownership position of stockholders who own shares that were issued in the IPO.
2. Typically, such an offering occurs when the founders of a business (and perhaps some of the original financial backers) determine that they would like to decrease their positions in the company. This kind of secondary offering is common in the years following an IPO, after the termination of the lock-up period. Owners of closely held companies sell shares to loosen their position - usually gradually, so that the company's share price doesn't plummet as a result of high selling volume. This kind of offering does not increase the number of shares of stock on the market, and it is most commonly performed in the case of a company that is very thinly traded. Secondary offerings of this sort do not dilute owners' holdings, and no new shares are released. There is no "new" underwriting process in this kind of offering.
Ours is the first type and will hence amount to dilution. For Marcum to make money, there will have to be a difference between the allotment price and the price at which they sell the stock to the public. I believe that it will be necessary for them to ensure that the pps goes up substantially so that they can make the money on the spread.
Do we know the allotment price for Marcum as yet?? I believe that has not been declared in the S1. Open for some more insight and discussion.
I have a feeling that it may continue to rise upto the RS. This is being taken up with a purpose cause nothing has really changed in the last week or two.
If that is the case, a good idea would be to watch it daily with some kind of a stop loss trigger ( at least on the 06 lot). You can change the trigger every morning as long as it is rising.
As A1 says they could pull it to the high teens before the RS is that the uplist has a good buffer.
Closed at 11 cents. Almost a 15% gain over the last three days of trading.
Almost 550,000 shares bought in the last one hour at 11 cents.
Something has to be behind this unless they dump all these for a handsome gain.

Has touched 11 cents. Would have been better if it had crossed 12.
I have noticed over the last few days that the volume generally picks up in the last hour or so and that too substantially. The first half is misleading.

Just one quick question. Since it is a secondary offering of shares held by someone, will it amount to dilution??
From the definition, I feel it should not since these are shares which were already held by someone but if that someone is the company itself, then I am not sure how it is construed.

Great analysis but I am a novice and I do not understand the intricacies of trading. All I am glad about is that there is an uptrend and I hope it sustains for a while.
The volume also has been slightly better than normal. We need a few of those 20 million days. One of the things that you rightly pointed out was why did the media not talk about the 11% rise yesterday. Absolutely no one mentioned it or did I miss some.

But yes that was not an auto correct. I have seen an Ask of $1 often but yesterday it extended to $8 at the end. Well $8 May be far fetched but at least there was a reasonable Ask at .58 cents and I will be happy with that too.

What triggered the rise. Wonder who is buying at these levels and why. When it has been trading below $9 yesterday, why would someone buy at .0960 today.

Yes you are right. .067 barely gets them to $4 and that will be dicey.
I am sure they will want the price to be higher and I believe they will somehow ensure that the pps does not fall to those levels.
