Take a look at the trades. There's a lot more buying interest than selling interest. The bulk of the selling was all in three trades. Likely by the same trader.
I think you have that mixed up with investors clearly don't know what they're doing. The news was definitely great. What people do with the news is on them.

Not so sure they're going to be audited. No reason why a half million dollar deal wouldn't make this price "headnorth." If you don't believe the CEO, then you shouldn't be investing here. Just my opinion. Good luck.

What difference does it make? As you can see, whoever did find out about the news, half of them sold anyway. It wouldn't matter if it came out in 15 different places if morons were planning on selling. It's just the nature of the stupidity on the OTC.
