Great News: Senators Boxer & Kirk Introduce Regen Med Bill

I just heard some very good news on the regenerative medicine front.
US Senators Barbara Boxer and Mark Kirk today introduced The Regenerative Medicine Promotion Act, which would keep track of and promote regenerative medicine efforts.
This is really exciting and provides hope.
One of the neat things about this news is that Boxer is a California Democrat, while Kirk is an Illinois Republican so this is fantastic bipartisanship.
On Boxer’s website there are some quotes that resonated strongly with me from the two Senators:
“Regenerative medicine gives priceless hope to millions of Americans who are suffering from life-threatening or debilitating conditions,” Senator Boxer said. “This bill will help make the promise of these medical breakthroughs a reality for this generation and generations to come.”
“As a stroke survivor, I know firsthand the importance of medical research and therapy,” Senator Kirk said.“Regenerative medicine would benefit the lives of countless Americans, including those suffering from chronic and life-threatening diseases or injuries, and builds on our success in stem cell research.”
I should also note that the Act is supported by the Alliance For Regenerative Medicine, the ALS Association, the Juvenile Diabetes Research Foundation, the National MS Society, The National Stem Cell Foundation, and the Parkinson’s Action Network amongst others.

Boxer’s site also mentions the cost savings that could come from Regenerative Medicine:

Supply and Demand
As the price of a good, such as a stock, rises, selling it to capture profit becomes an increasingly attractive option. Likewise, the lower the price falls, the greater its perceived bargain. In other words, rising prices attract sellers and falling prices attract buyers. Rising prices will fall lower when they attract more sellers than buyers. When a stock rises to a point it is likely to turn lower again, it is considered overbought. Likewise, when a falling price reaches a point it is likely to turn higher again, it is considered oversold.
Fear and Greed
Investor psychology of fear and greed can cause prices to oscillate between overbought and oversold extremes. For a time, contrary to the laws of supply and demand, rising prices attract new buyers who buy out of greed, according to the New York Times. Likewise, when prices are falling, people sell because they are afraid of losing more money. When fear and greed cause prices to become overbought or oversold, prices reverse direction once again.
Using Stochastics To Measure Price Extremes
The stochastic indicator is a popular stock chart tool used to measure overbought and oversold conditions in the financial markets. This indicator is plotted as an oscillating line below the price area of a stock chart. The stochastic line can oscillate between 0 and 100. Generally, when the stochastic line moves above 80, the price is considered overbought and likely to turn lower, according to StockCharts.com. When the line moves below 20, it is fair to say the price is oversold and likely to turn higher.
Bollinger Band
You can also measure overbought and oversold extremes directly on the price chart. Arguably, the most popular way to do this is to use a Bollinger Band indicator. This indicator is plotted as two lines above and below the stock price, representing average volatility extremes. When the price is trading at the bottom of the Bollinger Band, it is considered oversold and when it is trading at the top of the band it is considered overbought.

Short Squeeze
Definition of 'Short Squeeze'
A situation in which a heavily shorted stock or commodity moves sharply higher, forcing more short sellers to close out their short positions and adding to the upward pressure on the stock. A short squeeze implies that short sellers are being squeezed out of their short positions, usually at a loss. A short squeeze is generally triggered by a positive development that suggests the stock may be embarking on a turnaround. Although the turnaround in the stock’s fortunes may only prove to be temporary, few short sellers can afford to risk runaway losses on their short positions and may prefer to close them out even if it means taking a substantial loss.
Investopedia explains 'Short Squeeze'
If a stock starts to rise rapidly, the trend may continue to escalate because the short sellers will likely want out. For example, if a stock rises 15% in one day, those with short positions may be forced to liquidate and cover their position by purchasing the stock. If enough short sellers buy back the stock, the price is pushed even higher.
Two measures useful in identifying stocks at risk of a short squeeze are (a) short interest and (b) short-interest ratio. Short interest refers to the total number of shares sold short as a percentage of total shares outstanding, while short-interest ratio (SIR) is the total number of shares sold short divided by the stock’s average daily trading volume.
As an example, consider a hypothetical biotech company, Medico, that has a drug candidate in advanced clinical trials as a treatment for skin cancer. There is considerable skepticism among investors about whether this drug candidate will actually work, and as a result, 5 million Medico shares have been sold short of its 25 million shares outstanding. Short interest on Medico is therefore 20%, and with daily trading volume averaging 1 million shares, the SIR is 5. The SIR means that it would take 5 days for short sellers to buy back all Medico shares that have been sold short.
Assume that because of the huge short interest, Medico had declined from $15 a few months ago to $5 shortly before release of the clinical trial results. When the results are announced, they indicate that Medico’s drug candidate works better than expected as a treatment for skin cancer. Medico’s shares will “gap up” on the news, perhaps to $8 or higher, as speculators buy the stock and short sellers scramble to cover their short positions. A short squeeze in Medico is now on, and can drive it much higher due to massive buying pressure.
Contrarian investors look for stocks with heavy short interest specifically because of a short-squeeze risk. These investors may accumulate long positions in a heavily shorted stock if they believe its chances of success are significantly higher than believed by those who are bearish on it. The risk-reward payoff for a heavily shorted stock trading in the low single digits is quite favorable for contrarian investors with long positions. Their risk is limited to the price paid for it, while the profit potential is unlimited. This is diametrically opposite to the risk-reward profile of the short seller, who bears the risk of theoretically unlimited losses if the stock spikes higher on a short squeeze.

Bear Trap Definition
A bear trap occurs when shorts take on a position when a stock is breaking down, only to have the stock reverse and shoot higher. This counter move produces a trap and often leads to sharp rallies.
Bear Trap Setup
The bear trap chart pattern is a very basic setup. You will want a recent range to be broken to the downside with preferably high volume. The stock will need to get back above support within 5 candlestick bars, then explode out of the top of the range. The last component of the setup is that the stock should have a decent price range. A wide price range is critical, as it increases the odds that the stock will have room to trend in order to book quick profits.
Why do Bear Traps produce sharp rallies?
The first wave of buying will occur when the most recent swing high is exceeded, due to the number of shorter term traders who have their stops slightly above the most recent swing high. The second wave of buying comes into play once the strong shorts realize that this is not just a dead cat bounce, but that the move has legs. This will produce the second bounce, which will often precede the short-term top in the counter move.
