HB 143 (Domino) and SB 614 (Aronberg) provide an economical system to pharmacies and dispensing doctors which simply does a biometric scan, gives the scan an ID number without disclosing the name, social security number, driver’s license number, or address of the patient to anyone other than the pharmacist who already has the information. That scan then allows the pharmacist to see immediately if there have been numerous other controlled drug prescriptions already dispensed. The number of Americans who abuse controlled drugs nearly doubled from 7.8 million to 15.1 million from 19992 to 2003 and more than tripled among teens in that time.
Over the past few years, Florida has seen a high demand for prescription drugs on the street where the profit margin is high.
The majority of illegal prescription drug diversion begins with a stolen, forged, counterfeit, or altered prescription form. Patients may seek out multiple doctors to prescribe (doctor shopping), fill the same prescription at multiple pharmacies (pharmacy shopping), or present fraudulent prescriptions to pharmacies. There are also some unscrupulous physicians who simply sell prescriptions to patients (known as a drug mill).
HISTORY
In 2001 Florida passed a law making it a 3rd degree felony for doctors to write prescriptions for fictitious persons, write prescriptions solely to make money, or knowingly assist patients in fraudulently obtaining controlled substances. It also makes it a 3rd degree felony for a patient to withhold information regarding previous receipt of a prescription for a controlled substance (doctor shopping).
The National Schedules Prescription Electronic Reporting ((NASPER) Act in 2005 provided a framework and incentive for all states to establish an electronic database to monitor the prescription and use of Schedule II, III, IV and V drugs. However, lack of funding and HIPPA privacy issues have hindered the implementation.
To date roughly half the states have a monitoring program in place.

An alert is generated to the pharmacist and the physician if there are changes to the script, there has been over prescribing, the patient is attempting to fill scripts from multiple providers, there are potentially adverse interactions between the various medications a single individual is taking.
4. Pilot programs are currently running successfully at 14 sites in South Florida on voluntary basis.
5. Doctor shoppers and organized prescription diversion are already being identified & prosecuted.
HB 145 and SB 614 PROVIDE THE LONG SOUGHT AFTER SOLUTION AND TECHNOLOGY FOR A SECURE AND SIMPLE SYSTEM. FLORIDA CAN NOW LEAD THE NATION IN THIS GROWING DRUG PROBLEM.

COST: Approximately $300/system if implemented in volume and $150 or less per month to operate. Many financial incentives and saving to this cost are available also, such as continuing education credits. THERE IS NO REQUIRED COST TO THE STATE OF FLORIDA.
HOW WILL SURROGATES (OTHERS PICKING UP THE MEDICATION) BE HANDLED? All pharmacists currently have in place some system by which they determine to whom they will dispense. Bio-Tech claims to be the only company that would meet all of the bill's requirements, including computer checks in "real time" of the fingerprints when a prescription is filled.
It is the second time in as many months in which a potential vendor played a role in crafting legislation leading to a lucrative contract.
Last month, the legislature signed off on a $10 million "economic gardening" project pushed by Gov. Charlie Crist, although a potential vendor to run the program for $1.5 million helped write the bill.
Bio-Tech uses its link with Domino and the potential Florida mandate on an Internet ad seeking $2 million in "seed money" for its "Bioscript Rx" product.
Domino, who appeared with Bio-Tech CEO Larry Hooper at a news conference Wednesday touting the bill, said he met the company's owners at a social event during the summer and was sold on the product after they demonstrated it.

A riddle for smart people, on the splendid future of CVSC. Many well-founded indications that I've linked. Only the very smart anticipate the news. You have to read between the lines to remove the hypothesis of what is coming.
The "MM" have been sold under anyone and so have uploaded the "bid"? I think so. Those of us in CVSC we are uncertain about the future of CVSC. Shareholders probably sold at reasonable prices higher. I bet that only a small handful to 0.09. It is my opinion.

But when CVSC publish any news, I think many will regret not having come earlier. I, at least, I think I would regret. Many people, until five days ago, I thought I was dead CVSC!. I believe that those inside can be well trusted CVSC. There are many well-substantiated evidence to believe that winning is an investment CVSC. Those who purchase at these prices, multiply their profits substantially. ORLANDO, Fla. (Jan. 7, 2010) --- Fact: most net new employment in the U.S. is created by small business entrepreneurs, not mega-corporations. Fact: one dollar invested in a successful business incubation program---the UCF Business Incubation Program for example---returns $5 in taxes paid by new employees of incubation client companies.
“If you study job creation and economic development it’s impossible to avoid the conclusion that incubation and economic gardening programs are America’s best hope for future economic prosperity,” said Dr. Tom O’Neal, founder and executive director of the UCF Business Incubation Program, which operates highly successful technology and business incubation facilities on the UCF campus, at Central Florida Research Park, and in Orlando, Sanford, Winter Springs, Leesburg and St. Cloud.
“Most small companies start off with one to five employees and stay that way,” Dr. O’Neal said.
“We work with small startup companies that have the most potential to grow to 100 employees or more, and our focus is on accelerating that growth curve,” he said.
Dr. O’Neal said most growth companies don’t require huge cash investments. “They need reasonable amounts of support, and they pay off in huge dividends in terms of employment, taxes and more development,” he said. “A good idea has many suitors.
