MPP Launches Radio Ads for Illinois Medical Marijuana Law

Supporters of a medical marijuana law in Illinois, headed by MPP, have announced the release of radio ads calling on Illinois residents to urge their state representatives to support Senate bill 1381, which would allow doctors to recommend marijuana, also known as cannabis, to qualified patients suffering from cancer, AIDS, multiple sclerosis and other debilitating illnesses.
The ad – which will be broadcast in the Chicago, Peoria, Quad Cities, and Rockford media markets – features Chicago resident and multiple sclerosis patient Julie Falco, who has used medical cannabis to help ease the pain and muscle spasms associated with her condition.
“I’ve tried many prescription drugs to control the extreme pain I’ve lived with every day,” Falco says in the ad. “However, most of them caused terrible side effects that left me flattened and nonfunctional. I’ve found that cannabis works best for me. It allows better control of my symptoms so I can lead a fulfilling, healthier quality of life. In Illinois, though, it’s a crime for me to use my medicine – even though my doctor recommends it. Thankfully the legislature can change that in early January.”
Falco then encourages the 68 percent of Illinois voters who support medical marijuana, according to a 2008 Mason-Dixon poll, to visit protectpatients.org and ask their state representative to support SB 1381. “People living with chronic illness should not be criminalized for following doctor’s orders,” Falco says.

The state House of Representatives voted on SB 1381 on Nov. 30, but when neither side reached a majority, the bill’s sponsor asked for “postponed consideration,” meaning the bill could be raised again in early January before the new legislature is sworn in. Under the bill, qualified patients could obtain medical marijuana from state-licensed organizations regulated by the state health department, which would also issue medical marijuana ID cards to patients who receive a recommendation from their doctor.
I believe they would have to disclose all that to the current shareholders with a proxy letter before it happens. This time, we will be the first to know.

City council rejects planning commission recommendations for more stringent zoning

Colorado Springs City Council opted for less-stringent medical marijuana regulations Tuesday night, a move that drew loud applause from a packed room of patients and providers.
The council voted unanimously to adopt zoning requirements on marijuana centers, without several strict measures that had been recommended by the city’s planning commission. Critics said the planning commission’s requirements would have been a de facto ban on the industry.
“The community has voted on this and I absolutely will support the will of the voters,” said councilman Darryl Glenn, referring to a ballot measure last month in which El Paso County voters rejected a ban on medical marijuana-related businesses.
The most contentious measure recommended by the planning commission called for a 1,000-foot buffer zone between centers and pre-schools, grade schools, colleges, residential child care facilities and drug and alcohol rehab centers. Industry advocates said that would have put 64 providers out of business.
The council agreed to reduce the buffer to 400 feet and remove pre-schools and colleges from the requirement.
They also agreed to allow medical marijuana businesses in commercial zones and to allow existing facilities in industrial and office complex zones to remain. They would be banned from residential zones.
The council also rejected a planning commission recommendation limiting how much of a grow operation’s floor space could be use for growing.
“I am not inclined to put any restrictions on how you configure and use your facility. That’s a business decision you have to make,” said councilman Larry Small, the vice mayor. “I’m not aware of any other business where we have said, ‘You must use your floor area in this parituclar fashion.’”
“It’s much more favorable than what we had when we came out of the planning commission,” Tanya Garduno, director of the Colorado Springs Medical Cannabis Council, said after the vote.
Some on the council had sharp words for the planning commission for denying the public a chance to speak and what they saw as an attempt to legislate the medical marijuana issue through zoning.
“Their findings I feel to be arbitrary,” Glenn said. “I want (the commission) to apply the rules and procedures that we appointed you to perform. Let us deal with the touchy-feely subjects.”
“I believe the planning commission went overboard. I like the recommendations for changes that came from our land-use review folks,” said councilman Bernie Herpin.
“Instead of just shutting the door and saying, ‘No, we’re not going to deal with this,’ we are dealing with it and we’re doing it in a rational way that respects peoples’ rights,” said councilman Sean Paige.
With the exception of representatives from the Catholic Diocese of Colorado Springs asking for a 1,000-foot buffer around churches, and Colorado College and the University of Colorado at Colorado Springs favoring 1,000-foot buffer around their schools, the many who spoke were opposed to the more stringent regulations.

City money situation better in 2011, some services to be restored

Streetlights will be turned back on in 2011. Saturday bus service is also coming back and parks and medians will once again receive trash cans and TLC. But Uncle Wilber and Julie Penrose fountains will likely remain dry. Thus is the budget reality for Colorado Springs in the New Year.
"We're in a much-improved situation," said city spokesman John Leavitt. "The budget has increased by about 10 percent, which has allowed the City Council to add back many of the services that were taken away to balance the budget in 2010."
The General Fund budget for 2011 is $222,476,000, an increase of $10.2 million compared to 2010, according to a memo to City Council from interim City Manager Steve Cox. The improved budget situation is tied to a 10-month increase in sales and use tax collections, helped in part by the surging medical marijuana industry. "About $50,000 a month has come into the city from sales tax related to that particular industry," Leavitt said.
The improved budget situation will mean restoration of some popular services cut in 2010. Residential streetlights that were turned off in 2010 to save money will be turned back on beginning the second week of January. Maintenance and watering of city parks and medians will resume in 2011 and trash bins will once again be placed in parks. Saturday service will resume for Mountain Metropolitan Transit.
Other services that suffered in 2010 will remain unfunded and will need community support to continue or resume operation. Community centers will be partly funded by community non-profits. The swimming pool at Cottonwood Creek Recreation Center once again faces closure if no private or non-profit funding source steps forward. Other pools and the beach at Prospect Lake will remain closed as they were in 2010. Julie Penrose Fountain in America the Beautiful Park and Uncle Wilber Fountain in Acacia Park will only operate if private or non-profit funding sources emerge. Helen Hunt Falls Visitor Center, Starsmore Discovery Center, and Rock Ledge Ranch also face closure if outside funding isn't secured.
In his presentation to City Council earlier this month, Cox warned that the economic recovery remains precarious and many analysts believe a double-dip recession may be on the horizon. "It seems like we always have Cadillac expectations but a Chevrolet budget," Leavitt said.

NOW. Hopefully CBIS gets their shit together and gets this new share class rolling, and the JV announces that they are uplisting and will report quarterly.....and our opportunity will be there again.
