WASHINGTON, D.C. – Today, U.S. Senator Angus King (I-Maine) sent a letter to U.S. Senators Mike Crapo (R-Idaho), Chairman of the Committee on Banking, Housing, and Urban Affairs, and Senator Sherrod Brown (D-Ohio), Ranking Member of the Committee, urging consideration of the House-passed Secure and Fair Enforcement (SAFE) Banking Act. The bipartisan bill would ensure that legal hemp and cannabis businesses can access the same financial services utilized by all other legal businesses. The bill has already passed the House of Representatives by an overwhelming 321-103 vote, and would solve key logistical and public safety problems in states like Maine that recently have legalized medicinal or recreational cannabis. Senator King is a cosponsor of the Senate version of the legislation. Senator King’s request of the Committee comes on the heels of after a report by the Portland Press Herald highlighted the impact that the Senate’s inaction on the bill already has had on two Maine farmers, who have lost their bank account and insurance coverage as a result of their decision to legally farm hemp.

The House-passed SAFE Banking Act would prevent federal banking regulators from:
Prohibiting, penalizing or discouraging a bank from providing financial services to a legitimate state-sanctioned and regulated hemp or cannabis business, or an associated business (such as a lawyer or landlord providing services to a legal cannabis business);
Terminating or limiting a bank’s federal deposit insurance solely because the bank is providing services to a state-sanctioned hemp or cannabis business or associated business;
Recommending or incentivizing a bank to halt or downgrade providing any kind of banking services to these businesses; or
Taking any action on a loan to an owner or operator of a hemp or cannabis-related business.
The bill also creates a safe harbor from criminal prosecution and liability and asset forfeiture for banks and their officers and employees who provide financial services to legitimate, state-sanctioned hemp or cannabis businesses, while maintaining banks’ right to choose not to offer those services.

A lack of federal banking regulation in response to hemp’s federal legalization has left financial institutions without a firm legal basis for providing services to hemp-related businesses. As you know, the 2018 Farm Bill removed hemp from the list of controlled substances. Yet, federal banking regulators have not promulgated regulations to provide financial institutions with the guidance that they need to handle hemp funds in a legally sound way. USDA hemp regulations released on October 31 also do not provide the type of meaningful instruction that banks and insurance companies need before they can serve hemp businesses.
People like Taryn and Ben Marcus, who own Sheepscot General Farm in Whitefield, Maine, have suffered due to the lack of hemp banking regulation. In addition to helping small businesspeople like the Marcuses, the SAFE Banking Act has earned my support for a reason that is implicit in its title: it will make our communities safer. Like you, I champion the reduction of crime. By enabling hemp and cannabis businesses to access the financial system through passage of H.R.1595, Congress will protect financial institutions from engaging in illegal transactions, and will safeguard our communities against the crime that follows cash. Many small bankers and credit union employees in Maine fear that their institutions could face drug trafficking or money laundering charges for banking hemp or cannabis funds, even given their good-faith attempts to turn away such deposits.
The potential for crime has increased as large amounts of cash, generated by businesses that many states, including Maine, deem legal, sit in our communities, unable to enter the banking system. Even Secretary Mnuchin has indicated that Treasury would rather not receive tax payments in cash. Cash tax payments have forced the IRS to build special cash rooms for cannabis businesses that are unable to make electronic tax payments.
Our constituents deserve the security that passage of the House’s SAFE Banking Act would provide. We owe hardworking owners of legal small businesses like Taryn and Ben Marcus the opportunity to protect their investments and to obtain financing that all other small businesspeople have.
Our colleagues and I are eager to debate the SAFE Banking Act on the Senate floor. I urge you to mark up H.R.1595 immediately, and I also urge you to report the bill soon so that the full Senate can consider and vote on it. Thank you for your consideration.

CARSON CITY — Despite numerous lawsuits and allegations of corruption, a state audit found that Nevada’s much maligned process for doling out marijuana dispensary licenses has been fair.
“We concluded that this process, while not perfect, was adequate, and conditional licenses were granted to more qualified applicants,” executive branch auditor Saranjeet Bains told state officials during an audit committee meeting Thursday.
However, the audit outlined several areas that could be improved upon to increase transparency and trust as the state moves forward in expanding the number of cannabis dispensaries.
The audit’s findings come as the state faces several lawsuits from dozens of companies that were not awarded a state license to open a new retail marijuana dispensary last December and have criticized the process as being unfair. Some companies have argued in the suits that there is “widespread corruption” within the Department of Taxation, which awards the license and regulates marijuana in Nevada.
Bains identified three areas in particular for improvement:
— The state should hold public forums and allow for a period where prospective businesses could ask questions about their applications and get answers from the tax department before submitting their final application.
— The state should automate the scoring process, rather than having state employees enter the scoring data manually. Bains said they found no errors, but automation via software would improve efficiency and reduce the risk of data entry errors.
— The tax department should work with the Legislature to revise statutes to re-allocate licenses from jurisdictions that have chosen not to allow for marijuana sales and allow, most of which are rural counties and cities, and instead allow those licenses to go to governments that are currently selling cannabis. By doing that, Bains said, could increase state tax revenues by up to $27 million per year “all while promoting a more competitive industry.”
Gov. Steve Sisolak, who pushed for legislation to create a Cannabis Compliance Board and has expressed a desire to tighten regulations on the industry, said that the lack of platform for questions “was very troublesome.”

I would like to see pix of all our strains...with the names next to them. When they post to Instagram it would be nice to see the name of the strain embedded on to the picture...along with Citation Growth and the brand name......so as to always have the strain name and brand name associated with it...even if it it shared around social media. That would put...Citation Growth...the brand name...and the strain name...on the photo....like a watermark. The more beautiful the bud photo is...the more it gets shared...the more exposure Citation would get.
Using a format similar to a music video...and embedding the strain, brand and company name...in the lower left hand corner of the photo...would be an interesting way to standardize bud photos.

I don't think there is room for a dispensary on those 7 acres in NLV.
With the current footprint in N Vegas...plus the footprint for a 65,000 sf building and allowances for an additional 300,000 sf building at full buildout...there would be no room for a dispensary. Also it is north of Vegas and few would drive out there when there are dispensaries all over in town.
I like the fact we now have a board member with hotel experience...this could be key...in the not too distant future.
Getting a dispensary in a good location...for a good price....would be the key. Partnering with a dispensary chain is also an option.
I'm not sure where we stand on delivery services. An efficient delivery system could produce more profit than a standalone dispensary. Our delivery vehicle is for the purpose of delivering our products around to retail operations around the city. I don't believe that allows us to deliver to individuals...because that would fall under the retail license area.
I don't think we could sell though e commerce...without a retail license.
I don't know what Citation's plans are for a dispensary...but at least we are looking and talking about it now.

I have been pushing...for us to get dispensaries in Vegas for close to two years.
It looks like they are working on that. Having control of the price of your product...puts Citation in control of pricing. Any product that can be sold at retail is very high margin. Getting over $3000 per lb. would enhance earnings nicely.
Jumping from $10-12 million up to $20-24 million...would also be great for earnings.
We will have to see what they have in mind....but a dispensary in Vegas...in a decent location....could be a big benefit.

Nevada’s cannabis market hit USD$639 million in sales in its most recent fiscal year, which is a 20 per cent jump from USD$530 million over the same period last year. The key difference is that 2019 was the state’s first full year where recreational cannabis use was legal. “For us to be really profitable we have to be a seed-to-sale integrated company, so having a dispensary is on the top of our priority list,” Mohamed explains.
The company has seven retail licenses in Nevada that it could develop into dispensaries in the future and is looking at potentially purchasing some existing dispensaries as well. Selling directly into the retail market would potentially double their current $1-million monthly revenues in the state, with many organic products selling for about USD$3,000-$3,200/pound wholesale and climbing up to USD$8,300 retail.
In the future, Citation plans on expanding sales into additional marketplaces by white labelling their products and bringing other producers’ products into their stores. Interestingly, they are also tracking the emerging marketplace for CBD oil, a cannabis extract used to help people with anxiety, cognition, movement disorders, and pain.
“We eventually hope to get into CBD,” Misle says. “It is on our radar and we are working on that as we speak.”

Alaska Regulators...Investigating Possible Dangerous Pesticide Use

An Alaska cannabis business is under investigation for allegedly using dangerous pesticides on marijuana grown in its facility.
According to an advisory notice dated Nov. 1, the Alcohol and Marijuana Control Office has asked retailers to pull products from Calm N Collective, a cultivator in Houston, from shelves and put them in quarantine.
The notice states investigators "received credible information that the licensee used one or more pesticides on marijuana grown in this facility that pose a threat to human health. Specifically, the licensee is alleged to have used Eagle 20, a pesticide containing myclobutanil, which is stable at room temperature but releases a toxic gas (hydrogen cyanide) when combusted.”
Calm N Collective owner Ronald Bass said his retail shop, the Houston Grass Station, has pulled hundreds of thousands of dollars of its products. Bass believes a disgruntled employee is behind the complaint to the Alcohol and Marijuana Control Office.
“We don’t know if he sprayed it on the way out or not,” Bass said.
The Facebook group ACR, short for Alaska Canna Review, has several posts from a person Bass said was his former grow manager. Last month, the man posted a claim that Calm N Collective’s plants were covered in “feces and other excrement from an explosive plumbing failure” and the plants were “sprayed off before being harvested.”

The same person later posted a photo of an unidentified person holding a bottle of Eagle 20 in a grow room.
Bass said his business is being sabotaged.
“It’s frustrating but I need to look forward. I need to push forward," he said. "This is a speed bump.”
It’s not just his business being impacted, however.
Teri Zell, the chief financial officer for Bad Gramm3r in Wasilla, said they had to remove thousands of dollars of cartridges that were made with some of Calm N Collective’s product.
“It’s created what I like to call a real shit storm, pun intended. The disregard and egregious actions by this man were untenable,” Zell said.
Bass disputes claims he would knowingly use pesticides. He said he got into the industry after he was diagnosed with multiple sclerosis and wanted to help others who were struggling.
“I need the product safe and healthy for people or else what am I doing this for?” he said.
The investigation is ongoing. According to state marijuana statutes, a hearing before the Marijuana Control Board will be scheduled.
Pesticides and marijuana regulations
In September, NBC News commissioned tests of 18 marijuana vaping products, finding that 10 unregulated samples tested contained myclobutanil.
Erika McConnell, director of the Alcohol and Marijuana Control Office, said testing for pesticides is not currently a requirement in the Marijuana Control Board's regulations. In an email, she said she didn't believe any licensed testing facilities have the capacity to test for pesticides.
Cultivators must list "fertilizers, chemicals, gases, and deliver[y] systems, including carbon dioxide, management, to be used," in their application. Pesticides are then checked against the state Department of Environmental Conservation's pesticide criteria.
According to McConnell's email:
"The regulations require tests for the following, although not all types of marijuana products must be tested for all of these substances—see 3 AAC 306.645:
Shiga-toxin producing Escherichia coli (STEC)-bacteria
Salmonella species-bacteria
Aspergillus fumigatus, Aspergillus flavus, Aspergillus niger-fungus
Butanes
Heptanes
Benzene
Toluene
Hexane
Total xylenes (meta-eylenes, para-xylenes, or ortho-xylenes)
Potency—concentration of THC, THCA, CBD, CBDA, and CBN cannabinoids
Vaping products are tested for

Total xylenes (meta-eylenes, para-xylenes, or ortho-xylenes)

McConnell also said the Marijuana Control Board formed a working group in early 2018 to discuss testing, what to test for and acceptable limits of contamination. However, she said the group had "not met in many months or worked on that issue."

If our Vegas facility design or our Chase Canada facility design were to be replicated in other locations....the determining factor for profit...will be sales price. The Nevada sales price will always be the best...because Nevada knows best how to protect the value of its industries...and Nevada has a never ever ending stream of visitors. Being dominant and successful in Nevada...will make expanding to other markets easier....and less risky.

There's room for plenty. Some will lose money and bail. Some will make money and bail.
Some will stay to see it through....because 569,000 sf of top shelf triple certified organic cannabis production will generate several hundred million dollars of revenue...from one state.....for shareholders. There are fifty potential states out there to do cannabis business in. Citation has a big business advantage...by having that much license capacity in one state...it is an efficient business as opposed to having that license capacity spread around many states. Being vertically integrated was a "cool" thing for cannabis companies...but the industry sees it as debt piled onto of debt....piled onto debt. Acreage sits at record lows. By most accounts...they should have been a super star.
Growing slower and profitable will be a sure way to success....and longevity.
The bigger the Mall...the harder they fall.

Maybe It Is...Sellers Remorse.
Sometimes people sell their shares planning to buy them back cheaper. Sometimes....they don't get cheaper. Sometimes sellers remorse....causes people to say things...they don't really mean. Some people complain....about 20 cent shares....then complain because others bought shares at 20 cents.
Some are happy to double their money...till they think they are missing the boat....and it don't fall back down...and the volume takes off.
Sellers Remorse....is my speculation. Longs....are not having that problem.

Someone at Marapharm, a couple years ago got a date wrong...that has followed through on company releases. I noticed it on the ACC share exchange agreement...it is also incorrect on the financials you pointed out. There really is not an issue...there is nothing to hide....because it gives the company and shareholders...more...time.
