I don' know if the CLYW phone is wep equipped, but even so, I see houses every day that are not WEP enabled...plug and play...you are sitting in one house and your neighbors network appears as an "available network" on your laptop...I've seen it more times than I can count.

In addition to public "hotspots" like Starbucks...and obviously at your home...they would not be WEP enabled....
some clarifiations needed but I doubt that you could put a 26 digit key in the phone...
So your entire home would be a hotspot for full motion videophone and whatever public places that you knew about
