An American company is on the hunt for great treasures from the earth's interior in the Comox Valley. North Bay Resources Inc. (NBRI) plans to expand fieldwork on its 100 per cent owned Mount Washington Project in the hopes of turning up copper and precious metals for shipment across the globe.
The junior mining firm is pushing onward with a plan to scope out the best mineral deposits in several sites, even projecting the possibility of near-term revenue from tailings from the old open pit copper mine that operated during the 1960s.
The penny stock jumped about 30 per cent in the past week as NBRI's flagship Ruby Gold Mine in Sierra County, California also reached a significant milestone, and was listed as one to watch by some analysts.
"The news about Mount Washington took people completely by surprise, as few realized we even had a project there," said CEO Perry Leopold, in an interview with the Echo, calling the Vancouver Island exploration "long-term" and "speculative" at this point. "We recently sold a property to New Gold Inc. and used those funds to pay for this summer's work program at Mount Washington as well as some of our other projects in BC. As much as possible any future work at Mount Washington will be self-funded."
The company's claims cover 2,796 contiguous hectares (6,907 acres) in the Mount Washington are aiming for minerals in the Murex Breccia Zone, Oyster Breccia Zone, Wolf Lake Zones, the Domineer Vein and mine tailings.
The Mount Washington program is led by Jacques Houle, P.Eng, founder of the Vancouver Island Exploration Group (VIX), who in 2011 pointed to a combined value of $5-10 million for metals in the tailings on site such as gold, silver, copper and possibly tellurium.
"Overall the values are relatively consistent throughout the tailings dam, and show good correlation amongst gold, silver, arsenic, copper, molybdenum, tellurium, iron and sulphur," he reported at the time.
"Density measurements of the tailings dam are required to estimate tonnages. Mineralogical and metallurgical studies of the tailings are required to determine potential processing methods, metal recovery factors, waste product characteristics and ultimately, project economics."
Recently metal markets have shown some signs of weakness on news that a controlled slowdown of the Chinese economy to single digit GDP growth is imminent.
Part of the assessment of the tailings value would include the cost of reclamation, Leopold said.
"If we decide to go forward with it, it would only be done with a view of cleaning up the old tailings pond after the processing is complete so as to restore the area to its natural environment as much as possible," he said. "It would be as much a clean-up project as it would be to recover the minerals left behind in the tailings."
If things line up that could mean production in as soon as five years.
NBRI has placed its sights firmly on the Murex Breccia area first and foremost, since it has received the most drilling and assessment since the 1950s.
A four-metre section of core drilled just three kilometres east of Mount Washington in 1989 revealed 4.08 per cent copper, 32.91 grams per tonne silver and 6.31 grams per tonne gold.
"It is clearly the most advanced portion of the property and very well may have the most potential," Leopold said. "The other areas are attractive but need a great deal of additional work to make an informed judgment."
Jack Minard, executive director of the Tsolum River Restoration Society, didn't mince words in his reaction to the possibility of a mineral company having another go at the mountain.
"We're very scared," he said, noting the organization had only recently managed to rehabilitate the watershed region it covers to acceptable levels after spending more than $3 million. "We're going to do this over again?"
Minard says if a project goes forward all sorts of mitigation will be necessary.
"These are very volatile chemical reactions," he said. "What happens if it gets out of hand?"
The B.C. government noticed water quality issues arising from an abandoned Mount Washington mine in 1984. The Ministry of Energy, Mines and Petroleum resources started to remediate the site in 1988.
Wayne White, President of the Tsolum River Restoration Society said if the project did go ahead it could put the environment at risk.
"They've done quite a bit of drilling in the past here that not a whole lot of people have been aware of," he said. "The more you break the rock up and the more you mix it with the air the more there's a potential for acid rock drainage."
He was surprised to see the company may target leftovers from the initial copper mine.
"I wasn't really aware there wasn't any real resource value in the tailing pond," he said.
It restoring the area the society had constructed a beaver-proof culvert that got washed out after a heavy snow year in 2009. A larger structure was constructed to hold the tailings in the old tailings pond back. "It's an old swamp area. It's always under water."
White noted the Black Creek and Saratoga water supply intake is on the Oyster River, which receives water from the western slopes of Mount Washington.
Murex Creek provides more than half of the flows to the Tsolum, from water that travels from the east side of Mount Washington.
Leopold said it would be premature to put a price tag on the dollar figure to be set aside for reclamation activities.
"There remains a lot of work to do there," he said. "It is far too early to make those types of decisions."
