From what i understand the 37 mil is the start,to get to where they want they will do a buyback.The want to see how the pps reacts first to this news.

Even without the divies been taken out they are retiring 25 mil shares.I WILL SAY IT AGAIN 25 MILLION.Most pinks worry about dilution.

Dont read to much into Germany.It has a low avg trade vol of 300+k.
It is still up @44% but the gap between bid and ask has widened.It was around 018-02 but bid has dropped to .01.
Germany has a rep for shorting and looks like they wont give up without a fight.
