Does MRGE have a Mexican government contract? If so, then you need to research the contract online, find the responsible agency and contact person, and follow up with them. shajandr and I go way back and I find it hard to believe he is "wasting everyone's time on the matter".
MRGE is OTC. Not all OTC listed companies are illegitimate, but I would be wary.
Mirage Energy. A mirage is something that appears real or possible but is not in fact not real or possible. An unusual choice for a legit publicly traded company.
USG contracting is a huge and complicated arena. The laws and regulations are massive and are available online. Start with the Federal Acquisition Regulations. You say it is Mexican contracting you need "enlightened" on. As I said, I am not knowledgeable on Mexican contracting so how can I relate that to USG contracting. Does MRGE have a USG contract?
I cannot speak to Mexican government contracting. I retired from a career in US Government contracting but I have neither the time nor the desire to reach back into history to decipher your post. What is your question and or concern relative to MRGE?

Upon review of the latest disclosure I note that all restricted shares acquired were exempt under Regulation S. Regulation S provides an exclusion from the Section 5 registration requirements of the Securities Act for offers made outside the United States by both U.S. and foreign issuers to non-U.S. persons. A securities offering, whether private or public, made by an issuer outside of the United States in reliance on Regulation S is not required to be registered under the Securities Act of 1933, as amended (the “Securities Act”).

Devil dog does not want to address the increase in OS. He distracts from any attention to that increase and instead falls back on the stability of the restricted shares. Nevada has revoked ATMH. No problem if the existing shares are cancelled: it plays into the plan. If the common shares are cancelled all that is left will be the preferred and restricted shares.
Dog claims there are 123 shareholders of record. There are 83 restricted shareholders listed in the disclosure and 7 current insiders (officers, directors, etc.).
I'm thinking the company will be acquired by another entity similar to the hand-off when H. Wayne Hayes sold to the Italians. New common shares will be created and a new pump will commence in due time. The restriction will lift after a period of time and the shares will be unloaded on the pump. Deja vu. Lather, rinse and repeat.
Dog could care less about the volume as the common shares are short-lived. There is no reason to buy common shares at this time. I suspect he is one of the listed Reg S acquirees and has no interest in buying shares. He's just playing with everybody's head.
It's really not worth selling now. If someone had 100,000 shares before the 200:1 reverse split they would have 500 shares now. With an $0.08 bid those 500 shares would be worth $40. If someone had 10,000 pre-split shares they would be worth a whopping $4.
The only value ATMH has is as a tax write off.

I looked at Delaware's site. No records found. Same for New York and Florida. Are they now based and registered in Italy? I recall a discussion on this some years back.
According to OTC Markets, ATMH is registered in the state of Nevada. However, Nevada's Business Portal, Silver Flume, shows registration has been revoked as of 1/3/08.

Hmmm, let's see. ATMH's ask is 12 shiny pennies and the bid is 9 shiny pennies. A difference of 3 whole shiny pennies. And yet you claim ATMH is going to run to dollars. If you really believe it will hit dollars you'd be grabbing all you could at the ask.
