Is the Alberta province going astray, is it being seduced by the development
schemes of greedy multinationals, suckered into shipping unprocessed oil-
sands crude south for processing in American refineries, or recklessly
developing the oil sands and make uggly pipelines across US -
at the expense of prudence and the environment.
Alberta, Canada should be refining the bitumen in Alberta and should make it
public policy in the provinces of Canada -
It would make the Canadians to rich, so the U.S. State Department
is considering a proposal to extend the pipeline which would
carry oil from Alberta's oilsands to Texas.
Environmentalists have been aggressively protesting the line saying -
the heavy oil, or bitumen, that would flow through the line is -
dirty, toxic and corrosive.
Canadians saying the bitumen should be refined in Alberta or B.C., Canada.
Canadians want process the bitumen from the oilsands in Alberta or B.C.,
and that would create a lot of jobs and black gold money job activity.
That would be a better thing to do than merely send the raw bitumen down
the pipeline and they refine it in Texas and that means thousands of new
jobs in Texas nwo elite -
Canadians can not be the richest in the world -
nwo would not like to see the western provinces to control the rapid
growth in the black gold of Canada.

The Pipeline will create an environmental disaster in British Columbia and
Alberta which may affect our health and pollute Canada’s water supply.
The impact on nature and the effects of pipeline construction and use
are:
* With the high probability of snow avalanches will create the pipelines
in many valleys will be destroyed in winter and the rain season and
the earth’s natural erosion will cause more natural disasters
ex: by avalanches, mudslides, earthquakes etc.
* When these weather seasons occur the avalanches will cause damage
to the pipelines which will leak oil into the rivers, creeks and lakes
and it cause contamination for farmers, communities, cities and
to our water supply.
* The detrimental effects to the environment outweigh the benefits of
the short term boost to our economy for these construction jobs will

our aqua water systems for animals and people of B.C. and Alberta.
There are enough oil resources in the Tar Sands to produce enough fossil
fuel for the next 100 hundred years to meet the Canadian and the United
States of America oil needs.
Our Tar Sand Resources should be developed and controlled in Canada by
establishing a refinery in Alberta that is maintained
by Canadians and monitored for environmental hazards.
It makes more sense to stimulate the economy by creating jobs by
utilizing the trucking and shipping industry to deliver the valuable
resource that Canadians possess within their borders.
Our environment can be protected and we can still appease all interested
parties.
* Premiers of B.C., Alberta and Prime Minister of Canada need to
re-evaluate their position on this issue.
* Recent polls demonstrate that >50% of British Columbia people are
opposed to the pipeline construction.
* Our elected officials are supposed to listen to their constituents and
views on public policy.
The United States of America and China are strongly influencing
the higher echelons of Canadian society to gain momentum in securing
the pipeline access through our borders but more than the >50% of
British Columbians are not in favour of pipeline expansions are very
concerned with the long term environmental impact this will have on
our ECO-system.
They are only interested in oil for their economy and many countries have
already destroyed their natural habitants to the point that they are not
fit for human beings or other living organisms.
I personally feel that more research is needed in solar energy.
Common sense prevails that solar energy is eco-friendly and a positive
alternative to fossil fuel.
It’s my belief that we should be concentrating on developing the tar sands
for the oil that is needed for that purpose and continues to seek out
clean environmentally friendly sources of energy.

(NYSE Amex: BQI) ("Oilsands Quest," or "the Company") has received approval from the Alberta Court of Queen's Bench (the "Court") for the sale of the Company's non-core Eagles Nest asset to FAMA Capital Ltd. ("FAMA"), an unrelated third party, for CDN$7.0 million.
This approval follows a short Court-directed limited bidding process, resulting in a higher sale price than previously disclosed. The Company has signed a Purchase and Sale Agreement with FAMA and the transaction, subject to normal closing conditions, is expected to close on or before March 23, 2012. The objective of the operational review is to provide investors with a detailed update on the Company's latest technical work and current thinking with respect to the development of its oil sands assets.
Over the past few months, the Company has undertaken a detailed review of its core assets at Axe Lake, Wallace Creek and Raven Ridge. As a result of this review, the Company has determined that the resource base in these areas could support three projects having the potential for producing, in aggregate, 100,000 barrels a day of bitumen and that our recoverable resources will ultimately be within the range of the previously disclosed "High" estimates of contingent resources at Axe Lake and Raven Ridge and the "Best" estimates of contingent plus prospective at Wallace Creek of our independent resource evaluator, McDaniel & Associates Consultants Ltd. ("McDaniel").
At Axe Lake, some of the key determining factors in differentiating McDaniel's "Best" and "High" estimates of resources in their report as of April 30, 2010 (the "2010 Report") are related to the geology overlying the reservoir; whether or not the clay-rich glacial till layer is present over the entire development area, is in direct contact with the top of the bitumen, and will be effective as a steam containment barrier.
Based on its interpretation of drilling and seismic data, as well as recent independent testing of core samples of the overburden, OQI believes that the glacial till overburden layer is present over virtually the entire development area and likely able to contain steam under commercial steam-assisted gravity drainage ("SAGD") production conditions. Assuming the completion of a successful pilot and additional proof of the position and extent of the clay rich glacial till layer through overburden characterization drilling, the Company believes that the "High" estimate of contingent resources in the 2010 Report will be more reflective of the quantum of recoverable resources on our properties. Assuming that sufficient capital resources were available for a fall 2011 start-up of the planned SAGD pilot project to confirm these assumptions, OQI believes that a commercial project capable of producing 35,000 to 40,000 barrels per day could start up in 2017. If the SAGD pilot is unsuccessful, the Company would need to consider other technologies to develop the assets.
At Raven Ridge, the reservoir in the northeast corner of the prospect is similar to the reservoir in parts of Axe Lake and OQI believes that this reservoir could be developed in conjunction with Axe Lake using a SAGD process that is consistent with what is in use for other oil sands projects, assuming that sufficient capital is available. The remaining area in this prospect, together with the southern portion of Axe Lake, has a top lean zone that is similar to much of the reservoir at Cenovus' adjacent Borealis Project called Telephone Lake. If Cenovus' dewatering process planned at Borealis can be applied to part of the Raven Ridge and Axe Lake reservoirs that have defined structures and thin to moderate top lean zones, OQI believes that the quantum of incremental recoverable resources would be closer to the "High" estimate of contingent resources at Raven Ridge, as reflected in the 2010 Report. Assuming that sufficient capital is available and further technical work on the recovery process is successful, the Raven Ridge project start-up could occur in 2021.
At Wallace Creek, the Company is currently focussed on proving up resources through a winter drilling program, and is commencing an 11 well exploration program in two weeks. Future drilling at Wallace Creek will depend on the results of the 2011 drilling program. OQI's conceptual development roadmap projects a start-up of a 35,000 barrel-per-day project at Wallace Creek in 2019, assuming, among other factors, successful outcomes of the current delineation drilling and access to sufficient capital resources.
As at December 31, 2010, Oilsands Quest has no debt and sufficient financial resources to carry out its planned activities until the fall of 2011.
There can be no assurance that the strategic alternatives process (the "Process") will result in a financing or a sale of the Company or in any other transaction. The Company does not intend to comment on the Process unless the Board agrees to a definitive transaction or the Process is concluded. Canada's Oil Sands Set to Become # 1- Source of U.S. Oil Imports, Report Says

Canadian oil sands will probably become the No. 1 source of U.S. crude oil imports this year, and could make up more than a third of the nation's oil and refined product imports
by 2030, according to a new study.
The Role of Canadian Oil Sands in U.S. Oil Supply, a report from Cambridge, Mass.-based IHS CERA, says that in a fast-growth scenario, oil sands could represent 36% of oil imports by 2030, or 20% in a more moderate growth scenario, compared with 8% in 2009. Production of 1.35 million barrels per day (mbd) in 2009 could rise to between 3.1 mbd and 5.7 mbd by then.
Although production of oil sands has run into environmental opposition, innovation in the technology of oil sand production has been constant and there will be continued progress in cutting greenhouse gas (GHG) emissions and reducing its environmental impact, the report says.
While the total "well-to-wheels" greenhouse gas emissions from oil sands are some 5 to 15% higher than the average crude oil produced in the U.S., a comparison to the average can be misleading because some domestic crude oil production can actually have higher GHG emissions, the IHS CERA report says.
However, continued high growth in oil sands production will require further advances in managing water and land use and the reclamation of tailings--the waste material byproduct, the report says.
"The fact that oil sands by themselves--were they a country--are set to become the largest single source of U.S. crude oil imports this year, emphasizes the importance they have attained as a supply source for the United States," said IHS CERA chairman Daniel Yergin, author of the groundbreaking history of oil, The Prize.
Oil sands also contribute to U.S. energy security, the report says, because Canadian oil is "less foreign" than imports from other countries.
"By most measures Canada's oil is less foreign than other potential sources of supply," the report says. "Oil supply from Canada is stable, proximate, connected by pipelines, and part of a limited set of oil development opportunities in which private oil companies--including US firms--can openly and securely invest."

China signs up to develop Saskatchewan energy assets

Already wielding its economic might to become a major source of capital for Canada’s oil sands, China has struck a deal to help the province of Saskatchewan develop its burgeoning natural gas and crude OIL assets.
China National Petroleum Corp. (CNCP) signed a memorandum of understanding with the province of Saskatchewan in Beijing that will see the state-controlled company evaluate investments in natural gas, heavy oil and carbon capture projects.
Premier Brad Wall called the unexpected deal the highlight so far of a joint trade mission to Asia with the premiers of Alberta and British Columbia.
The three leaders are promoting a new economic partnership among the provinces in a trade mission that has visited Shanghai, Beijing and heads to Tokyo on Thursday.
“There is a real interest. Here is the fifth-largest oil company in the world signaling a very strong interest in the entire inventory of our hydrocarbon assets, save coal.
Oil and gas, and potentially the heavier oil of the oil sands [are of interest to China] … we are going to be very happy to work directly with them,” Mr. Wall said in an interview in Beijing.
China is filling an investment gap created by the economic downturn that has reduced capital availability in Europe and North America.
It is also emerging as an attractive partner for Canadian companies because of its technological prowess in extracting the heavy oil that makes up most of the crude reserves in Alberta and Saskatchewan.
Although China’s state-owned firms have moved cautiously in Canada, buying into joint ventures and minority positions rather than outright takeovers, their acquisitions have gathered steam following Ottawa’s efforts to open Canada to Asian investment.
Alberta has drawn most of the interest from Chinese firms so far, but Saskatchewan’s burgeoning light oil plays and substantial oil sands deposits have also attracted major investor interest.
The CNPC deal is another step in “an ongoing trend to look beyond the provincial boundaries of Alberta,” said Garth Wong, chief financial officer at Calgary-based Oilsands Quest Inc.
It also “confirms that there is continuing interest in the oil sands, and confirms that the Saskatchewan government itself is on the right track in trying to develop its resources,” he said.

Oilsands Quest is one of two companies with a major stake in Saskatchewan’s oil sands which, while adjacent to those of Alberta and a multi-billion-barrel deposit.
“Saskatchewan, on the oil sands side, is one of those longer-term resource plays and it’s a way for [Chinese investors] to get in relatively cheap,” said Chris Bloomer, chief operating officer for heavy oil at Petrobank Energy and Resources Ltd., another company with major Saskatchewan oil sands holdings.
Industry has also welcomed China’s longer time horizon on investments, which Mr. Bloomer called “capital that has a little longer fuse to it.”
The agreement to potentially help Saskatchewan develop energy projects caps a flurry of deals in recent weeks that has seen China pledge billions of dollars for stakes in Canada’s oil and gas sector assets.
Last week, China Investment Corp. agreed to pay $817-million to take a 45-per-cent stake in an Alberta oil sands project owned by Penn West Energy Trust. The Chinese investment firm has also agreed to pay $435-million for a 5-per-cent interest in Penn West.
That transaction followed a blockbuster agreement in April that will see China's state-owned energy firm Sinopec pay $4.65-billion (U.S.) for a 9-per-cent stake in Syncrude Canada, the first major oil sands project in Alberta and one of the industry's top producers.
China has previously shown an interest in Saskatchewan’s energy resources, launching an unsuccessful bid in a recent land sale auction conducted by the province, Mr. Wall said.
“I think there is a real interest in [natural] gas … we have great potential,” he said.
Alberta premier Ed Stelmach also met with CNPC officials this week and discussed the potential for further Chinese investment in the province.
“We also are very interested in their technology, in enhanced oil recovery. They have recognized expertise in this area. It’s one of the reasons, I believe, they invested in Alberta,” Mr. Stelmach said in an interview this week.
B.C., Alberta and Saskatchewan account for over 90 per cent of Canada’s oil and gas production.
That has made those provinces, which recently formed an economic alliance dubbed the New West Partnership, a prime target for China, whose roaring economy has made it the world’s largest commodity buyer.

The oil giant is already under fire over its involvement in a $10bn (£6.4bn) project in Alberta but discussions now under way could provide the basis for a more ambitious programme to increase investment in the world's biggest oil sands territory.
BP is understood to be negotiating a $1.2bn deal to buy a majority stake in Value Creation, an over-stretched Canadian company struggling to reach an agreement with creditors before a deadline set for today (Monday).
Value has considerable attractions because it has one of the biggest holdings of oil sands leases covering around 430 square miles holdings but is saddled with debt.
BP refuses to comment on the deal speculation but Columba Yeung, the founder and chairman, has dropped heavy hints that BP is in the frame to complete an asset deal – although Reliance Industries, the Indian conglomerate, is said to have made a $2bn offer for the company. Mr Yeung founded the company in 1999 and has played a key role in developing technology to turn the heavy bitumen based sands into oil products.
Oil sands developments have attracted considerable controversy because surface mining makes them environmentally sensitive and costly. But with higher oil prices improving production economics and oil sands representing one of the industry's last frontiers Alberta is on course to be one of the world's top four oil producers by 2020.
BP is in partnership with Canada's Husky Energy for the $10bn Athabasca oil sands development with a project designed to produce 200,000 barrels a day, although is yet to receive the go-ahead.
Opponents of BP's expansion in Canada plan to voice their protests at the group's annual meeting in April. Co-operative Asset Management, the UNISON staff pension scheme, Rathbone Greenbank clients and the COIF Charities Investment Fund, operating under the umbrella of FairPensions, the investor group, have tabled a motion questioning whether the investment will be profitable and voicing concern about the impact on the environment and local communities.
BP has been canvassing support among investors and pointing out that its technology which involves liquefying the bitumen underground is less damaging.
Shell has bowed to protests to slow development in Canadian oil sands but Tony Hayward, BP's chief executive, believes the way BP will handle its projects will meet environmental objections and satisfy investors.

Oil sands fans will be happy to know that two more major projects
got the green light last week.
First, ConocoPhillips (NYSE: COP) announced that it's moving ahead
with phase 2 of its Surmont project with partner Total.
This expansion will ratchet Surmont's present production of 20,000 barrels per day to 110,000 barrels per day in 2015.
A cost figure wasn't provided, but keep reading and you'll be able to ballpark one.
Back in October, Total Canada's new CEO said he'd need to see oil
in the $80 to $85 per barrel range before moving ahead with Joslyn.
Why the readiness to fire up Surmont, then?
As discussed in my look at Cenovus' Narrows Lake project
(see link above), it comes down to the economics of open pit mining versus in-situ recovery.
Surmont employs the latter extraction technique.
Same goes for the Sunrise project, part of the poetic partnership between Husky Energy and BP (NYSE: BP).
The firms announced last Wednesday that they're ready to spend $2.4 billion on the first phase of the project, which should produce 60,000 barrels per day.
That's roughly half the per-flowing-barrel installed cost of Canadian Natural Resources' (NYSE: CNQ) Horizon mining project -- exactly
the target I laid out for Cenovus at Narrows Lake.
Husky cited a whopping 40% drop from its prior cost projection.
Given the current industry cost structure, expect more and more
in-situ projects to press forward.
One thing to remember is that just because the numbers now work
on paper, that doesn't mean these projects will all produce
or pay out as planned.

Alright Oilsands Quest it is JUST a matter of time

On the other hand we have to be clear regarding BQI master plan.
They are on schedule trying to define the extraction method the bitumen is gonna be out of the ground.
We have to wait until that point.
When we get there a jv or buyout will take place.
(Maybe imo a pre-arrangement is signed) that is why the new members of the board, people from Suncor and Shell.
All this guys have excellent track record and it is not logical to assume they accept to be a part of a board of directors of a future "broken company".
They surely know it is gonna be ok.
They don´t need the money, they want the glory that´s why they are on the board.
So nothing new yesterday and that is not a bad news.
We are on schedule.
CH is on the board with 20MM shares, institutions are there with bunch of shares, we have no debt. so it is a matter of time.
I bet the institutions have been aware of this move (CH former CEO),
and they approved it with the board.
They are holding the shares.
You can see the weak volume the last 10 days.
I imagine the new members are connected with a closer JV or buyout.
As soon as they see the extraction method is viable, they will go.
Also what do you expect the company to announce:
that they are near to close a jv or a buyout?
That they have the extraction method defined?
We are gonna notice that when it is done, not before.
As far as I am concerned nothing change in the fundamentals.
The institutions are also there, CH is on the board, I like the management team and board members background.

Heard something interesting on TV regarding oil sands. They were saying that with this M&A activity in energy they felt that oil sands would again look interesting to people.

(NYSE AMEX:BQI) (the "Company) is providing an update on its
Reservoir Testing Program and announcing its participation
at the Canadian Heavy Oil Association conference
on November 10th, 2009.
In order to optimize a recovery process best suited to our reservoir, we have commenced field testing at our Axe Lake Test Sites.
Our advanced laboratory studies and numerical reservoir simulations indicate that bitumen recovery can be achieved using our reconfigured thermal method, the Bottom Up Recovery Process.
Our testing of this method follows a sequential approach, both in the scale of the field operations at Test Sites 1 and 3 and with the transition from vertical to horizontal wells.
Reservoir Test Program Update - Test Site 3
-------------------------------------------
In mid-October we perforated the two vertical wells at Test Site 3, which are approximately 3.5 meters apart, and installed water heating and injection facilities. The objective of this test was to circulate water and solvent at different temperatures in order to:
1. Confirm the establishment of early fluid movement;
2. Confirm the ability to establish convective heat transfer at the
bottom of the reservoir;
3. Recover bitumen by using both hot water and solvent injection; and
4. Gather preliminary data on the horizontal displacement of fluids.
We commenced injecting cold water at low pressure and volume into the base of the McMurray formation on October 25, 2009 and established communication between the two wells. Cold water circulation was maintained for 24 hours, following which heated water was circulated, resulting in the mobilization of bitumen in the reservoir. On Thursday October 29, 2009, naphtha injection began and bitumen recovery commenced on Friday October 30, 2009.
We continued to circulate hot water until November 5, 2009, at which time the facilities were removed. We are continuing to monitor the changes in temperature and pressure as we prepare for the next stage in our testing program.
"Our results at Test Site 3 are encouraging" said T. Murray Wilson, Executive Chairman, "as they confirm our expectations regarding the fundamental characteristics of the Axe Lake reservoir. We are especially pleased by the recovery of bitumen at such an early stage in our testing. We are now looking forward to testing at Test Site 1 to further determine the effectiveness of our Bottom Up Recovery Process."
Reservoir Test Program Update - Test Site 1

On October 18, 2009 the electrical, mechanical and boiler facilities at Test Site 1 (TS 1) were successfully commissioned. Construction is complete, experienced operating personnel are in place and the facility is ready to commence operations. A coil-tube drilling rig is in-place and, with the successfully completed cement logging program, is beginning to install instrument monitoring strings in our three horizontal wells.
We are awaiting final regulatory approval to proceed with our Phase One, vertical well test program at TS 1 to inject water and steam in order to:
1. Demonstrate the feasibility of establishing and maintaining staged
communication at the base of the Axe Lake reservoir;
2. Evaluate reservoir behavior in relation to water and steam injection
including geo-mechanical effects; and
3. Calibrate the Axe Lake relative permeability curves for use in our
reservoir simulators.
Four vertical wells for micro-seismic monitoring are being drilled and completed and a baseline seismic profile will be established prior to commencement of Phase One testing. The interpretation of micro-seismic signals is expected to enable more effective history matching of the horizontal fluid flow and convective heat transfer. Phase One testing at TS 1 is expected to commence in mid-November.
Overburden Test Program - Update

A fifteen hole overburden test program using a specialized sonic coring rig commenced on October 19, 2009. To date, four holes have been drilled, cored and logged through the overburden and into the Devonian limestone below the McMurray Formation. Using the core collected, along with Dipole Sonic and Nuclear Magnetic Resonance logs, we have identified multiple, dense, low permeability units within the overburden. These units are being correlated with our 3-D seismic data to determine their extent and continuity.
Pilot Project Application

We expect to submit an application for a pilot project at Axe Lake in early 2010. This application will be based on a low pressure, thermal bitumen recovery process as currently being tested as part of our reservoir test program.

CALGARY, Alberta (Reuters) - PetroChina ( PTR - news - people ) is set to pay C$1.9 billion ($1.7 billion) for a 60 percent stake in two planned Canadian oil sands projects, China's biggest investment yet in one of the world's largest untapped oil regions.
PetroChina, the world's most valuable oil company, has signed an initial agreement to take majority control of the proposed MacKay River and Dover oil sands projects owned by Canada's closely held Athabasca Oil Sands Corp (AOSC), properties that could eventually produce as much as 500,000 barrels per day, the Canadian company said on Monday.

PetroChina's international arm will also provide some financing for AOSC, which controls about 1.3 million acres of oil sands properties in the Canadian province of Alberta.
"PetroChina is probably looking to lock in a sizable position in the oil sands," said Chris Feltin, an analyst at Tristone Capital. "But it's going to take a long time to develop Athabasca's projects."
The oil sands in northern Alberta have the largest crude reserves outside the Middle East. But while China's state-controlled oil companies have been aggressively acquiring conventional oil reserves around the world to power a growing economy, they have so far made only very small investments in the oil sands.
Sinopec owns a 10 percent stake in a planned Total SA project while CNOOC ( CEO - news - people ) owns just under 17 percent of a small privately held oil sands project.
PetroChina is the first major player to invest in the oil sands region since oil prices plunged last year and billions of dollars worth of projects were canceled.
The recent dearth of investment may help smooth approvals for the deal from the Canadian government, which has recently been making an effort to improve relations with China.
"The Canadian government is looking for investment and injections of capital," said William Lacey, an analyst at FirstEnergy ( FE - news - people ) Capital. "I don't see why this wouldn't be viewed as a positive."
Athabasca said it had notified Ottawa of its pending deal with the Chinese firm.
"We've been in contact with the Canadian government and the Alberta government to make sure they were aware this transaction was coming," Bill Gallacher, AOSC's chairman, said on a conference call. "We are going to obviously follow the required regulatory approvals pathway that's needed in order to make sure this transaction moves forward."
Athabasca and PetroChina plan to exploit the properties, which contain an estimated 5 billion barrels, using thermal techniques, in which the tarry-bitumen reserves are heated so they flow to the surface.
Athabasca Oil Sands has already filed for regulatory approval in Alberta to build two pilot projects to test production at the properties and expects to seek further approval for a 35,000 barrel per day project at the MacKay River site, which could be operating within five years.
Future expansions could take output from the two sites to between 300,000 and 500,000 barrels per day, Gallacher said, though no schedule for those additional phases has been set.
Svarte said the company would likely ship its initial output to U.S. refiners, but would consider other export routes if they open up.
PetroChina was an early backer of Enbridge Inc ( ENB - news - people )'s Northern Gateway ( GTW - news - people ) pipeline, in 2005 signing a memorandum to consider taking up to half the space on what was then seen as a 400,000 bpd pipeline to take oil sands crude to an export port on Canada's West Coast.
PetroChina has never moved to cement that agreement, though Jennifer Varey, a spokeswoman for Enbridge, said the memorandum of understanding the two companies signed remains in effect.
Enbridge plans to apply for a permit to build the line later this year. If approved the now 525,000 bpd line could offer PetroChina a way to move its share of oil sands production to its home market.
The deal is PetroChina's second this year for a Canadian company. It's trying to buy Verenex Energy Inc so it can get the Canadian company's Libyan oil properties, but the North African country's government has said it would like to acquire Verenex itself and has so far refused to approve the acquisition.
PetroChina's American Depository Receipts fell $3.44 to $109.75 Monday on the New York Stock Exchange.

Oil prices pass $69 per barrel

(AP:SIOUX FALLS, South Dakota) Oil prices passed $69 per barrel Tuesday in a weeklong rally that appears short on fundamentals, yet exceedingly full of momentum.
Benchmark crude for July delivery gained 26 cents to $68.84 a barrel on the New York Mercantile Exchange, a new high for the year. At one point, prices hit $69.05, the first time that has happened since early November.
There have been a few indications that the U.S. economy is mending in some of the hardest hit sectors.
