2 Canadians indicted in 2012 oil plant explosion in Montana

A U.S. federal grand jury has indicted two Canadians and an oil recycling company on criminal charges including conspiracy and endangerment in an explosion that injured three workers at an eastern Montana oil plant.
Custom Carbon Processing Inc., its president Peter Margiotta and project manager Mark Hurst face charges of conspiracy, endangerment and Clean Air Act violations, according to a redacted copy of the indictment that was unsealed last week.
They could face up to 15 years in prison and a $1 million fine on the most serious charges.
The 2012 explosion near Wibaux sparked a fire that burned eight days and drew attention to the potential dangers of the oil boom then sweeping through the remote Northern Plains along the Montana-North Dakota border.
Margiotta and Hurst did not appear for their Jan. 11 arraignment and they could not be located for comment. Court documents show they have not been served with the indictment.
They would have to be extradited to face trial if they don’t appear voluntarily.
Prosecutors said the two men ignored warnings from a company foreman about hazards at the plant.
The plant, built on the site of a former disposal well, recycled so-called “slop oil” that comes from oil fields into higher-quality crude oil that could be sold.
The documents say the foreman told the defendants the use of highly flammable natural gas condensate to thin slop oil at the plant was creating a dangerous situation. The foreman attempted to refuse shipments of the condensate, but Hurst ordered him to continue taking them, according to the indictment.
In the lead-up to the explosion, vapours from a condensate shipment spread through the building, reached an ignition source and blew up both the plant and the tractor trailer that had delivered the fuel. Three workers who had been installing insulation were injured.
Margiotta and Hurst also are accused of opening the plant even though they knew it did not have appropriate wiring, ventilation and other safety measures.
The documents state that Hurst sent an email to Margiotta saying some control panels “must be moved asap with the explosion proof wiring. We run the risk of killing someone, not only our operators but also customers.”
The driver of the tractor trailer, Kelly Steen, was sentenced in 2015 to three years of probation and ordered to pay a $2,000 fine for transporting hazardous materials with warning placards.
Green Oasis Environmental Inc. was the Alberta-based parent company of Custom Carbon Processing. Its website is no longer active and phone numbers listed for the company do not work.

There should be a special place of note for a public corporation such as Green Oasis, incorporated in Florida, headquartered in Edmonton Alberta, purportedly operating in the Gillette Wy area (intersection of Iberlin Rd and Black and Yellow Rd, their only known existing facility) with a fire and explosion at a former facility in the Wibaux MT area, totally non-reporting corp. forever without sanction, haven't heard a word from them in over two years, skated an SEC investigation and civil trial of Jerry Williams and still trading (sort of) on pinks. Where could that special place be?
I guess you could say that; the company web site has been parked and is for sale, the CCP mailing address is a parking lot (google map, 511 S Kendrick Ave, Gillette, WY), the info. section on iHub is a pipe dream and all the pirates on the ship have sailed away.

The address, 28 N. Pineview Dr., Gillette, WY given in the link above for that of Custom Carbon Processing as of 2007 is no longer valid, according to the Campbell County, WY assessor site.
There is record of current ownership but none of past ownership that I could find.
All the key players seem to have vanished. The GOE website is still down but Custom Carbon Processing is still up and running, just as it was in 2011.
It appears that GOE is no defunct and abandoned and all assets shifted to CCP entity and looks like a protected spinoff, to me. I'm calling in my wallpaper to be used as ... wallpaper.
I find no connection between Green Oasis Environmental and Harbinger Capital Partners.
GRNO has or had some sort of affiliation with Harbinger Research.

With the vast variation in capital value, based on the shares outstanding past compared to the shares outstanding present, I'm expecting a 1:10 reverse split (50,000,000:500,000,000).
With no ability to report any income from the Gillette, Jim's Water Service facilities until the actual share count is verified, that income will shrink accordingly and if it can't be verified, which is very likely at this point, any income from operations will be accountable to administrative fees and operating cost. There'll be no to little profit.
That could be, that is, Jim's Water Service land, the facility site at the T intersection of Black and Yellow Road and Iberlin. If it is, the two rectangular shaped holding pits in existence prior to the explosion and fire on the Michels property southeast of Wiboux, have grown to five;
There are three new pits just north of the "T". This is confirmed from the most recent google map (Black and Yellow Road, Gillette, WY). It was since the posting of wookie1's comments of 5/2/14 that sent me to look at that pit site. At that time, there were four pits; the original two and two new ones. Now, there are five.
This doesn't provide evidence that Custom Carbon is working that pit site but I'm sure they were, previously and it's likely they are working again, now.
I'm also puzzled as to how GRNO is able to work that site with the restriction of a "cease and desist order" from the governing body of Alberta, unless the boundaries of that order apply only to Alberta territory. If GRNO (CCP) is down here, conduction business operations and they have a permit to do so, it seems that there should be some kind of press release announcing such operations; that is, unless they don't have a green card authority. If that is the case, their activity would be illegal, in which case, I can see why they would want to be deceptive. With that in mind, I can see some scenario of forfeiture. I'll have to look that up.
So, if GRNO is operating in WY legally, they're not telling anyone. If they're operating illegally,
they're not telling anyone.

I'm not saying this will be anymore successful but it just seems like there was plenty of opportunity to circumnavigate the S.E.C. requirement of past history reporting and resumed with accurate reporting from a 0 line in every column of GAAP accounting regs. There has been no indication that there will ever be an effort to make needed corrections. They have tied their own hands.
I'm curious as to how this working on anything but listing requirements. Wouldn't that be in violation of the imposed cease and desist order?

Rob Ford, Mayor of Toronto, has new career prospects, one of which is CEO of Green Oasis Environmental, a seriously floundering slop oil reclamation company based in Edmonton, AB. He is considering the offer and has mentioned to a few of his closest friends, 'How could things possibly get any worse? and "It would be a cold day in hell that I screw that one up any more than it already has been."
There was little on it that was accurate, anyway; there really hasn't been for years, probably forever.
Here is a current what's happening in oil production but I don't see any mention of Green Oasis Environmental or Custom Carbon Products. I see the regions of U.S., the same as on GRNO's web presence but the GRNO entity is just not in the mix. I suppose management is sitting around the office of opposing thumbs, waiting for a letter from the Alberta Securities Commission retracting that cease and desist order.

Along that line, in the Bakken shale, he names Whiting Petroleum (WLL) as a good candidate, as well as EOG Resources (EOG) in the Eagle Ford shale and Continental Resources (CLR) in the Permian Basin.
As for companies that will transport the oil to refiners, so-called "midstream suppliers" like MarkWest Energy (MWE) and Targa Resources (NGLS) are Kiesel's top trades in this space. The companies are up a whopping 48% and 32% year to date, respectively...
U.S, is now producing over 8,000,000 barrels of oil a day. it seems as though, with that much production, there would be enough slop to provide work and profit to one company from Edmonton, AB with established locations with collection facilities, even a startup, seat of the pants op. I wonder what would be required to do that.
Many are waiting to snap it up in the "fire" sale.

This appears to be somewhat related. If enough waste oil is poured down a hole in Edmonton, it could flow underground down the north american continent to the gulf of Mexico and/or the gulf of California, contaminating aquafers used for drinking water in its wake. More significant to this board, the article relates to a mechanism, a "UCG (Ultrasonic Cavitation Generator) that is designed to remove suspended solids from waste water streams, leaving fresh water as the output."

Cease and desist? I thought they had done that long ago.
It was my understanding that the "missing information" was being addressed by Ms. Mitchell and an agreement was being considered by SEC. That must have fallen through. I was also told that inaccuracies on the two websites would be corrected within a few months but that was early last year.
Since "few" and "months" have clear definitions, there seems to be an obvious and ongoing problem with management's concept of truth. An argument against this might be the unfortunate chain of contributing events far beyond control of same that has demonstrably changed forward looking statements loopholes. The focus shifts from management's notion of "greedy investors" to questionable motives behind management's performance. I'm sure this can be cleared up with factual communications.
I can understand the confusion in the specifics of the total number of shares between '97 and '09.
Though it seems the last filing date of '97, as stated in the most recent "Cease and Desist Order" (the order), Oct. 7, 1997 is not the last filing of 1997 but Dec. 4, 1997 (see below).

In the above referenced document, there are numerous new shares issued, sold, transferred in exchange for services, etc.
I didn't do the math but apparently, neither did anyone else.
It's my contention that, when the corp. was transferred to the new corporate owners, B.C. made took a share count (fuzzy math) and the new crew accepted the numbers.
There could likely have been some share transfers someone (?) made that were not reported as required (Page 3, Pp 2 – Page 5, Pp 8). More document examples apply.
According to "the order" on June 2, 2009, the shareholder list showed 25,062,742 issued and outstanding shares of GRNO stock.
According to a phone conversation with Tom Curtis of Bay City Transfer, on 12/3/2012 there were 172,607,992 outstanding shares of GRNO stock with 74,136,342 non-restricted.
It has been established that GRNO/CCP did have electrical service to the Michels propery on which the facility was located. The power was through Goldenwest Electric Coop but they had no permit for the hookup. The company had been paying their power bills. The facility is currently without power.
Reflection on this is that it's likely that there's no insurance comp for loss of income being awarded to the company (GRNO/CCP) which also would indicate that the writer is not buying into the loss of income policy and it would likely be because of electric use without a permit. A shame there's no viable activity, especially during the present when oil is back above $100 / bbl.
I think Ryan now works for this Enbridge company; has since April.

sounds as though there could be a generator being used to power the demonstration equipment. It sounds like it, to me.

If they are no longer operating near Lindsay in Okla., no longer in Montana, no longer operating McBeth near Gillette, WY, not in Texas and the mobile unit is non-functioning, it looks as though they're not operating anywhere. It also looks like Peter didn't make it to the Wibaux Michels property after the explosion with no updates as to the condition as indicated by Taylor and no plans to rebuild there.

Nowhere in the article is there any indication that, "they are not rebuilding on the site.” I have read and reread. Where did you find this information?
I agree that rebuilding on the Michels property will probably not happen but for several other reasons;
the sight is not an appropriate logistical location and it is not wanted on the property anyway. As it appears, it is there only because it is as close as the company could get to the McBeth facility.
I'm waiting to own the shell. It's apparent you have no interest in the company or the stock by how you responded. So, why are you here, at all?
If you have followed this company since the pre-Y2K years, you'll recall that the original equipment machine, the model that B.C. had tried to sell never did rightly function and actually process crude into the product for which it was intended. Last year, I was told that the mobile equipment unit the company had ordered and had been expecting had arrived. That is true, according to the most current verifications. The rest of the story is that, the "unit" was shipped and did arrive but with one very important missing internal part, the name of which has escaped the memory of those in the position to pass that kind of information on to shareholders.
I'm sure I recall this very same situation with the mobile unit B.C. had also been waiting for; it was missing just one important part that would be installed by the mechanic known as, "Pete", just as soon as it arrived in Charleston. Of course, it never arrived and it never was installed. I failed to ask whether this most current mobile unit might be or is that same mobile unit B.C. had out in his front yard but now I'm wondering if it is.
I was also told that, as of about a week and a half ago, management's intentions were to get some press releases out to update the current status of the company. This information should be available some time next week.
As for the Jerry Williams (Monk) situation, at this time no summons has been served requiring management to attend or appear. That meeting is still over two months away, leaving plenty of time for surprises.
I was told that management is meeting it's financial obligations due to receiving payments for downtime that are said to cover just about all of the costs incurred in the aftermath of the Wibaux, MT Michels facility explosion. The site has not been completely cleaned up, at this time. There is no production at all, at this time and has not been since the mishap. That means there has been no revenue from production and no pickup by Shell Trading.
I asked about current share structure, due to the 1 mm plus share trading of today. I was told there has been no change in share structure and it's the same as it was in 2011. I called attention to the most current share structure tally that I had received from Tom Curtis in Dec., '12. Mr. Taylor made note of the tally.
