Bolstering calls for stronger PFAS regulations and more testing, a new analysis released Tuesday finds nearly 42,000 potential sources of toxic “forever chemicals” that could contaminate drinking water in communities throughout the United States.
In their peer-reviewed study, which was published in a special issue of Water Science, Environmental Working Group (EWG) scientists examined the U.S. Environmental Protection Agency’s (EPA) Enforcement and Compliance History Online database to identify potential sources of per- and polyfluoroalkyl substances (PFAS) pollution in the nation’s surface and drinking water.
According to their investigation, solid waste landfills, wastewater treatment plants, electroplaters and metal finishers, and petroleum refiners were the facilities that appeared most often as possible sources of PFAS contamination.
Dubbed “forever chemicals” because they don’t break down and can persist in the environment and bioaccumulate over time, PFAS are a class of synthetic compounds that have been linked to adverse health outcomes, including a weakened immune system, reproductive and developmental harms, and an increased susceptibility to cancer, among other negative effects.
EWG researchers point out that discharges of PFAS with industrial wastewater are a major driver of surface and drinking water pollution—putting the health of tens of millions of Americans in jeopardy. Despite these risks, the paper notes, the vast majority of water systems nationwide lack both the technology and the funds to filter out forever chemicals.
“It is critical that the EPA start regulating PFAS—now,” David Andrews, the lead author of the study and a senior scientist at EWG, said in a statement. “Every community in the U.S. is likely affected by PFAS contamination, but those living near or downstream from industrial facilities may be more at risk.”
“Our investigation identifies a huge number of potential sources of contamination,” Andrews continued. “It also provides a framework for deciding where and what to test so we can end releases into the environment.”
The paper includes case studies of data available from California and Michigan, which show that PFAS pollution is common at a variety of sites, heightening the importance of widespread testing for forever chemicals in wastewater.
“The results from states like Michigan show there is a wide variety of sources of PFAS in surface water,” said Andrews. “Many landfills and industrial sites release PFAS at detectable concentrations that may exceed state limits or health guidelines for PFAS in water.”
He added that “it is urgent that ongoing releases of PFAS be identified. We need to stop nonessential uses of PFAS and use filters to reduce these compounds from our water.”
Getting forever chemicals out of the country’s water supplies “remains a nationwide challenge,” EWG stressed, “but it’s one that can be met through comprehensive tests of surface water and drinking water, along with tests of wastewater from potential PFAS sources.”
In July, the U.S. House passed the PFAS Action Act of 2021, which would improve the federal oversight and facilitate the cleanup of forever chemicals, but the U.S. Senate has yet to take up the legislation.

PepsiCo said in a statement it is aiming to become net water positive, or replenish more water than it uses, by 2030. If the company were to achieve its goal, PepsiCo said it would be among the most water-efficient food or beverage manufacturers operating in high-risk watersheds.
The company said the stringent water-use-efficiency standards would cover more than 1,000 company-owned and third-party facilities, with nearly half located in high-risk watersheds. This would save more than 11 billion liters of water annually.
PepsiCo's commitment to improve its water consumption comes as food and beverage giants across the world look to reduce their environment footprint through a host of measures, including the use of recycled material, renewable energy, sustainable growing practices and curbing of emissions.
Dive Insight:
PepsiCo, with brands such as Mt Dew, Aquafina and Fritos, uses plenty of water to make the products that collectively generate billions of dollars in sales each year. In 2020 alone, the company consumed more than 28.1 billion liters of water.
Its newest pledge builds on earlier commitments. Its 2020 sustainability report showed the company wants to improve water-use efficiency by 15% in its agricultural supply chain (focused on corn and potatoes) in high water-risk areas by 2025. It also wants to return 100% of the water used in manufacturing in high-risk areas by 2025. A year ago, PepsiCo replenished 18% of the water compared to 10% in 2019 and 9% in 2016.
"Time is running out for the world to act on water. Water is not only a critical component of our food system, it is a fundamental human right — and the lack of safe, clean water around the world is one of the most pressing issues facing our global community today," Jim Andrew, chief sustainability officer at PepsiCo, said in a statement announcing its net water positive initiative.
David Grant, PepsiCo’s sustainability director of global water stewardship, told The Wall Street Journal returning more water back than it consumes would include measures such as injecting water back into aquifers in high-stress areas and working on conservation projects that make it easier for the land to absorb rainwater.
PepsiCo did not say now much money it would spend on the water commitment, but Grant told the paper it would make “a significant investment at sites around the world.”
A study by Nielsen in 2018 found nearly half of consumers are likely to change what they buy to meet environmental standards. In many cases, they will make the switch even if it means paying more for the products.
Food and beverage companies, however, not only have a vested interest in improving their environmental footprint to appease consumers, but for their long-term future and bottom line. The global food sector accounts for 70% of the world’s fresh water use, according to Ceres. The group cites U.N. estimates saying demand for water will be 40% more than supply by 2030.
In June, Barclays said in a research note water scarcity is “the most important environmental concern” for the global consumer staples sector, which includes food and beverage companies. Consumer staples face a $200 billion impact from water scarcity, the U.K. bank said.
For this reason, water has become a major area of focus for large CPGs. Danone, Diageo, General Mills, Hormel Foods, Kellogg and PepsiCo are among the businesses who have participated in the Ceres and World Wildlife Fund AgWater Challenge. Launched in 2016, the AgWater Challenge encourages large food and beverage companies to be more conscious about their water usage.
Even meat and poultry processor Tyson Foods, a long-time critic of green groups, is working with the Environmental Defense Fund on a land stewardship initiative that will allow it to cut back on its water use, reduce greenhouse gas emissions and help farmers yield more food.
Food and beverage companies have drawn fire from some critics for making pledges and failing to meet those goals, or not being transparent enough on their progress. However, as more businesses like PepsiCo commit to greater water stewardship, pressure will be heaped on other CPGs to do the same from both shareholders and consumers.

Onion outbreak likely caused by contaminated water, FDA says

A U.S. Food and Drug Administration investigation into last year's massive salmonella outbreak caused by red onions — which resulted in 1,127 reported illnesses in the United States and 515 in Canada — found no conclusive proof as to what caused it. However, investigators believe it was likely contamination in irrigation water for a field where onions were grown because many different strains of salmonella were found there.
While investigators were unable to find a strain of salmonella that was a perfect match for the one implicated in the outbreak, they took samples from various locations on and near onion farms in the area. Salmonella was present in samples from 10 different locations, the report says.
The onion outbreak was the largest one reported in a decade, according to the FDA. It also was noteworthy because red onions had not previously been affiliated with an outbreak.
Dive Insight:
The FDA's report reads like an ominous warning to farmers and consumers anywhere. A commodity crop that had never had an outbreak unexpectedly causes the largest one in years, with consumers in 48 states reporting illnesses. The true source of the contamination is not found, but many other ones were discovered.
The report shows potential contamination is prevalent throughout an average farming operation, and it can reach consumers through any crop, not just ones like romaine lettuce that have previously been common vectors for foodborne illness.
"Considering these findings, the FDA encourages all produce growers to assess risks that may be posed by adjacent and nearby land uses, especially as it relates to the presence of livestock and the interface between farmland, rangeland, irrigation water, and other agricultural areas," Frank Yiannas, FDA's deputy commissioner for food policy and response, said in a written statement.
During the outbreak, FDA was able to trace its source to red onions produced by Thomson International, which has growing facilities in Holtville and Bakersfield, California.
The federal agency and state investigators took samples from several locations in both facilities and observed multiple ways the crop could have been contaminated. Numerous birds and ground squirrels and their droppings were in the direct area of onion growing and harvesting. In Holtville, an alfalfa field with hundreds of grazing sheep was directly adjacent to an onion field.
All of these, the report points out, could lead to heightened danger for salmonella contamination. Additionally, the FDA noted there were several cattle feeding operations within 3.5 miles of the onion fields, which could have the potential to factor into contamination.
The Bakersfield facility included an onion packing house where inspectors found evidence of cats, birds and their nests, as well as evidence of pests on surfaces that came in contact with the crops. Food contact surfaces were not regularly inspected, maintained, cleaned or sanitized, inspectors found. There were few records of who cleaned and when, and water was rarely used in the cleaning process.
The report points out there is nothing unusual about these facilities and the way they were run and maintained. Irrigation water is rarely treated on onion farms, and the processing area in Bakersfield — including its cleaning protocol — is similar to others.
While this report highlighted a number of potential contamination hazards in a produce operation, there are no mandates for many of the things that could be done to improve safety protocols.
The FDA has been working toward implementing food safety regulations for agricultural operations through the Food Safety Modernization Act's Produce Safety Rule, but is still in the rulemaking phase for requirements dealing with water quality and testing for most operations. The recommendations outlined in the FDA's report on the outbreak ask produce growers and processors to take preventive measures, consider water testing and water treatment, and enhance their traceability framework so that sources of outbreaks can quickly and easily be pinpointed.
For its part, the FDA is working toward improving some of these things. Last summer, it partnered with the Environmental Protection Agency to adopt protocol to test and treat water used in agriculture. The program is voluntary and requires landowners to grant access to their water sources for testing. In addition, the FDA launched a 10-year initiative to use technology — including traceability — to improve food safety.
Until these items are fully implemented, the onion outbreak and the report about it are warnings to the industry that they need to make operational changes sooner rather than later.
World's Oranges, Coffee at Risk as Brazil Runs Out of Water

Brazil, the world’s biggest exporter of coffee, sugar and orange juice, just had a rainy season that brought hardly any rain.
Soils are parched and river levels are low in the nation’s Center-South region, a powerhouse of agricultural output. The drought is so severe that farmers are worried they’ll run out of the water reserves that help keep crops alive over the next several months, the country’s dry season.
Mauricio Pinheiro, 59, started irrigating his arabica-coffee crops in March, two months earlier than normal, after his 53-hectare (131-acre) plantation got less than half of the rain it needed. He’s using so much water for the plants that there isn’t enough left for his home. In order to keep the showers and faucets running, he’s had to search for another well.
“My irrigation reservoir is drying up now -- that usually happens in August,” said Pinheiro, who lives in Pedregulho in the Alta Mogiana region, in Sao Paulo state. “I’m really concerned about running out of water in the coming months.”
The prospect of withering orange trees and coffee plants is coming at a time when agricultural crops are rallying to multiyear highs, which has fanned fears of food inflation. Higher food costs may exacerbate hunger, a problem around the globe that the Covid-19 pandemic has made more acute. Coffee and raw-sugar contracts on the ICE Futures exchange in New York have already touched four-year highs.
If even irrigated areas can’t get enough water, Brazil’s coffee and orange output may decline for a second year in a row. Brazil’s current orange crop shrunk 31% from the previous season, the most in 33 years, and production of arabica coffee, the high-end kind used by chains like Starbucks Corp., is also dropping sharply.
Rainfall was disastrously low for many areas in Sao Paulo and Minas Gerais from January to April, said John Corbett, Chief Executive Officer at aWhere Inc. The worst hit areas received less than half of normal precipitation, at a critical time when coffee plants need moisture for the beans to grow. It is also a period when the soil stores water to cope with the dry season.
That came on top of adverse drier-than-normal conditions in some parts last year, notably in Sao Paulo and Parana, said Paul Markert, meteorologist for Maxar Technologies Inc. in Maryland.
While a dry spell is typical for this time of year in Brazil, it’s expected to last longer than usual, adding to concerns. Regular rains will return to the region between October and November, instead of September, said Celso Oliveira, a meteorologist at Somar Meteorologia.
About 30% of Brazil’s orange crop and 15% of arabica coffee fields are irrigated.
“The levels of rivers and lakes has been very concerning,” said Regis Ricco, director at Minas Gerais-based RR Consultoria Rural.
Francisco Sergio de Assis, a coffee grower in Monte Carmelo, a municipality in the Cerrado region of Minas Gerais, started irrigating his fields a month early, and doesn’t think his water reservoirs will last if it doesn’t rain by September.
The situation is becoming critical for orange groves. Emerson Fachini, an orange farmer who cultivates 45 hectares in Palestina municipality in Sao Paulo state, said he’s had irrigation systems turned on for most of the time since January.
“Water reservoirs are drying up, depleted just ahead of the dry season,” Gilberto Tozatti, of Sao Paulo-based GCONCI-Group Citrus Consulting, said by phone. “The situation is affecting most of Sao Paulo state and still harming next season’s crop.”
Overall, these companies in California and elsewhere have been leaching off the public for many decades. I agree.

Twenty-twenty has seen expanded offerings from agricultural investing powerhouses with assets over $1 billion AUM, smaller funds, and new entrants. More than 100 follow-on and newly-formed farmland, infrastructure, PE/VC, credit, REIT, commodity, and natural capital funds were introduced and/or closed this year as reported in GAI News. Last week, we witnessed the establishment of an agricultural investment asset class offering a new level of liquidity, the Nasdaq Veles Water Index that started trading on CME Group’s futures exchange on December 3, 2020 as NQH2O.
A common thread across the tapestry of ag investing opportunities globally is the reliance on affordable, accessible, and dependable water resources for their crops, livestock, and processing operations. Until this month, water users in California, one of the most valuable and climate sensitive regions, were unable to neither hedge their risks nor make investments directly into water futures. This just changed.
The development of this index by Veles Water’s CEO Lance Coogan and his partners WestWater Research, NASDAQ, and CME Group took years to create. Coogan had successfully launched and sold a number of innovative derivatives and carbon financial products since the mid 1990s. Said Coogan, “Water is arguably our most precious commodity…” Yet, he “found it hard to believe that no one had quantified water prices and its value previously.” Thus began his journey to bring transparency to the price of water and liquidity to investors and end users who will utilize the NQH2O product. Water buyers will be able to hedge their prices, and thus the risk of water, up to two years into the future. This will bring more certainty to owners and investors of irrigated farms and other agricultural assets reliant on water use and input costs. It also will quench the thirst of those concerned about, and impacted by, climate change.
Two large water users in the index’s covered region are Maricopa Orchards and Elevated Ag, a family farming group and new agricultural investing entity respectively, located in Fresno, California. Kevin Assemi is Maricopa’s former CEO, and a current owner. He is also manager of Elevated Ag and an elected member of the regional Westland’s Water Board. Assemi held early conversations with Coogan about the development of this product. “Westwater Research is a specialist water analytics firm based in Colorado. They expanded to California after Lance contacted them and started aggregating data on water prices and volumes in the state which resulted in the Waterlitix™ index which is the exclusive data provider for the Nasdaq-Veles California Water Index and which is then used by CME Group for the Futures product.” According to Assemi, California has the “most advanced water infrastructure in the world and is able to move water from northern California to San Diego.” He feels that investment groups such as Elevated Ag will appreciate having an investment product of this type that is not correlated to most markets.
Patrick Wolf, head of product development for Nasdaq agrees with Assemi’s assessment. Wolf commented that Nasdaq’s participation was motivated by two factors; first, California’s market is a robust one in terms of its scale (reaching over $1 billion in water purchases in dry years) and has a high concentration and total value of agricultural operations; second, this index is highly relevant for farm owners, managers, and investors keen to have a real-time transparent tool for their operations and investments.
The gates have opened for agricultural owners and investors in California who now have access to a tool that helps them manage their water price risk and its impact on their investments. While the trading flows trickled in the first week, the Nasdaq Veles Water Index team expects volumes to steadily grow as more stakeholders recognize the implications of this new risk management/hedging and investing tool. As 2020’s flood of new ag investing opportunities draws to a close, the future will likely yield many more innovative approaches to assisting farmers, funds, and investors alike.

World Water Week kicked off this week in the shadow of a frightening reality that nearly one-fourth of the world's population is living under extreme water stress and in just five years, half the world's population will live in water-stressed regions, according to the Weather Channel. The dire scenarios circle the globe, from New Mexico to New Delhi.
The misuse of groundwater in Indonesia is so grave that the capital city, Jakarta, is sinking, prompting the president there to move the seat of government to Borneo, as CNN reported.
In light of the pressing need to replenish the world's clean water systems, the 29th annual World Water Week started in Stockholm with the theme Water for Society: Including all. The event, which aims to draw the world's attention to water-related challenges around the world, is hosted by the Stockholm International Water Institute (SIWI) and supported by the United Nations water programs. UN-Water publishes the annual World Water Development Report.
"Many in our societies are not aware of the vital role that water plays in realizing prosperity, eradicating poverty and tackling the climate crisis," said Torgny Holmgreen, SIWI's executive director in a press release. "Together, we can change that perception and unlock the potential of water-related solutions."
The meeting rooms teem with ideas and solutions as more than 260 sessions will be held over the six days of the conference, which includes more than 3,000 representatives from 100 countries, as the Weather Channel reported.
"We have the methods and the technology, but need the momentum to make them work," said Dr. Jackie King, Stockholm Water Prize Laureate 2019, according to a press release.
One area of focus this week is how large corporations consume water and what they can do to reduce their excess usage. The textile industry took the spotlight on the opening day, acknowledging outsized water use in its manufacturing. Cotton, for example, is a thirsty crop, and, it takes nearly 1,000 gallons of water to make just one pair of jeans, according to Lisa Hook, who works on sustainability for Gap Inc., as Reuters reported. She also acknowledged that her industry adds about 20 percent of the pollution in fresh water sources, especially in developing countries where labor is cheap and pollution standards are lax.
"Gap Inc. sees water as a human right," said Hook to Reuters. "We can't do business where there is no water."
Coca-Cola is turning to new technologies that clean bottles with air rather than water. It is harvesting rainwater at its plants. It's also looking to create new wetlands and to put back into nature an equal amount of water as it uses by next year, according to Reuters.
"Water is the absolute heart of our business. If we don't have water, we don't have a business — full stop," said Liz Lowe, the company's British sustainability manager, to Reuters.
PepsiCo has also taken the mantle of providing clean water to people in need. It has already delivered clean drinking water to more than 20 million people and teamed up with the Safe Water Network, Water.org, China Women's Development Foundation and the 2030 Water Resources Group of the World Bank, according to Forbes.
PepsiCo has also partnered with the Inter-American Development Bank to help support infrastructure projects in Latin America where nearly 230 million people do not have access to clean drinking water, as Forbes reported.
"At PepsiCo, we believe that access to safe water is a fundamental right — no matter where you live, no one should be left behind," said Roberta Barbieri who works in sustainability at PepsiCo, according to Forbes.

ROCKVILLE, MD. — Water producers are blurring boundaries between juice and water by infusing their products with plant-based components, such as fruits and vegetables and, more recently, tree-tapped ingredients, according to Packaged Facts’ U.S. Beverage Market Outlook 2019.
“Consumers are looking for plant-based alternatives across most food and beverage categories,” Packaged Facts said. “In most cases, this is driven by a desire for healthier sources of protein or to suit vegan, vegetarian and flexitarian diets.”
Following the widespread adoption of coconut water, several beverage manufacturers are seeking to replicate coconut water’s success by tapping into trees for new nutritious water varieties.
“Maple and birch sap are yielding water that is being packaged and marketed by a growing number of companiesDrinkSimple maple water,” Packaged Facts said. “In addition to flavor, proponents are pushing the drinks as healthy with functional benefits and as more sustainable than typical waters.”
For example, Drink Simple offers maple water tapped from maple trees that is “naturally alkaline and contains electrolytes, antioxidants and prebiotics,” the company said. Flavors include original maple, raspberry lemon and grapefruit.
“Maple water is water tapped from maple trees that is packed with nutrients that fuel the tree and can fuel you,” Drink Simple said. “Maple water is more hydrating than water with half the sugar of coconut water.”
Sap!, maker of plant-based sparkling beverages, uses 100% maple and birch sap sourced from Vermont to create its sparkling birch water, maple soda and maple seltzer. The company claims its products contain nutrients and antioxidants that help boost immunity, fight fatigue and reduce inflammation.
Asarasi, named after the Latin word for maple, sells Sparkling Tree Water sourced from maple trees positioned as a more sustainable choice than typical bottled water. The company was one of eight selected for Chipotle Mexican Grill, Inc.'s Chipotle Asarasi Sparkling Tree WaterAluminaries Project accelerator program in January. Asarasi's bubbly beverages come in four varieties: natural, lemon, lime and cherry lime.
“Asarasi Sparkling Tree Water is harmlessly and sustainably harvested from one of the only known renewable sources for pure water on earth: the maple tree,” Asarasi said. “Maple sap is 97% pure plant-based water. When the tree is tapped for its saps, the maple sugars are completely removed from the saps, leaving behind a crisp and refreshing tree-filtered water.”

The tap water is undrinkable in many areas thanks to aging infrastructure and other issues, leaving people who don’t have a filtration system little choice but to purchase bottled water. However, if you’re buying bottled water at Whole Foods, you may not be avoiding as many toxins as you think, as studies have found dangerous levels of arsenic in one of its popular water brands.
An investigation by Consumer Reports found that 11 of 130 brands tested had detectable amounts of arsenic, which means they could be dangerous to drink regularly. Six of the brands had levels exceeding 3 parts per billion, including Whole Foods’ Starkey brand as well as Danone’s Volvic, Crystal Geyser Alpine Spring Water, Keurig Dr. Pepper’s Peñafiel, and two regional brands, EartH20 and Crystal Creamery.
One of the waters, Peñafiel, averaged a concerning 18.1 parts per billion. Whole Foods’ Starkey Water, meanwhile, which is marketed as being water in its “natural state,” was right at federal limits at roughly 10.1 parts per billion.
Why is arsenic in water so concerning?
Arsenic is natural in the sense that it’s a trace element found in rocks and sediment, but that doesn’t mean that it’s safe to consume. It can naturally contaminate groundwater due to mining, agricultural runoff, or geological activity. Long-term exposure to arsenic has been linked to a higher risk of some types of cancer as well as diabetes and high blood pressure.
Young people in particular should avoid these types of water as arsenic has also been linked to intellectual development impairment in those who were exposed to it early in life.

Whole Foods won’t clean up its water
While Keurig Dr. Pepper responded to the troubling findings by suspending bottled water production in the Mexican facility where it is processed to improve filtration, Whole Foods is not being as quick to do something about the dangerous chemical in its water. They maintain that their own tests show that the water meets FDA standards and claim they’d never sell products that fail to meet FDA requirements. However, this isn’t the first time they’ve had an arsenic problem; Starkey had to recall 2,000 cases of water in late 2016 and early 2017 because its arsenic levels exceeded the federal threshold.
Even if it did regularly adhere to federal guidelines, some public health experts and officials have expressed concerns that the federal threshold is simply too high. Some states actually have lower levels. For example, New Jersey only allows up to 5 parts per billion of arsenic in tap water, although it uses the federal limit for bottled water.
Scientists enlisted by Consumer Reports said they believe the threshold should be 3 parts per billion. This is partly because water is only one way in which we are exposed to arsenic in everyday life; it can also be found in air, plants and foods like rice and fruit juice. Given all the means of exposure that we can’t really control, it’s not smart to allow so much of it in bottled water when there are ways to remove it.
Consumer Reports’ Ryan Felton said: “It really makes no sense that consumers can purchase bottled water that is less safe than tap water.”
If you must drink bottled water, check out the brand’s water quality report, which should be available online; ask the company directly for a copy if you can’t find it. Check online from time to time for independent tests of the brand you drink to make sure the quality doesn’t drop, or consider having it tested yourself.
This is just another reminder that despite its health-conscious marketing, not everything sold at Whole Foods is a safe bet as far your health is concerned. It’s bad enough that their water contains such high arsenic levels, but their dismissive attitude toward Consumer Reports’ finding is even more worrying.

Here's why New Mexico's oil boom is raising a lot of questions about water

Massive oil drilling rigs stretch across the horizon here like giant carnival rides — 85 in all, lighting the night sky across two counties that sit atop one of the biggest fossil fuel deposits in the nation.
Southeastern New Mexico has long been a modest producer of oil, but the advent of fracking technology a decade ago turned it into hot property for drillers. Only Texas and North Dakota now extract more oil, and New Mexico is gaining.
Production grew 30% last year to 565,000 barrels a day, almost all of it from the state's portion of the Permian Basin surrounding Carlsbad. Billions of barrels more remain to be tapped in shale deposits 2 miles deep.
Producing massive quantities of one resource requires extreme care for another: water. The risk that fracking can contaminate water supplies and cause other harm has been well documented, from Wyoming to Pennsylvania. But experts say that nowhere is that risk greater than in southeast New Mexico.
"Conditions here are unique," said Ed Martin, assistant commissioner in the New Mexico State Land Office, which manages nearly 2 million acres of state land for energy production. "The volumes of water the industry uses are so prolific. The disposal problems are more pronounced. The potential for something to go wrong is higher."
Fracking involves injecting a torrent of chemicals, sand and millions of gallons of water into wells under ultra-high pressure to crack formations of fuel-saturated shale. The high pressures can damage well casings, causing ruptures that leak. And the process generates huge amounts of liquid waste that must be transported for disposal or recycling.
Raising the danger in New Mexico is the area's distinctive geology. Underlying the region are thick beds of salt, which abut the porous limestone formations that hold much of the region's drinking water.
The geology is so uncommon that in 1923 the United States established an underground national park, Carlsbad Caverns, to make nearly 47,000 acres of magnificent limestone caves permanently available for bat habitat and human exploration.
The massive salt formations also make an ideal place to store radioactive waste from atomic weapons production. The Waste Isolation Pilot Plant, the nation's only permanent nuclear waste repository, is located 2,150 feet underground.
Drilling for oil in New Mexico involves specialized practices.
The state and the federal Bureau of Land Management, which oversees 3 million acres and thousands of wells in southeast New Mexico, require three layers of steel and cement casing around wells to prevent ruptures in porous limestone.
Drilling through the limestone requires fresh water to prevent contamination of drinking water. But drilling through salt requires brine, because fresh water would dissolve the salt formations and would make wells structurally unstable.
Either way, drilling unearths massive quantities of fluid known as "produced water" that must be drained from the wells. Each day, 115 million gallons of it is brought up to the surface and trucked or piped across the oilfield.
About half is treated and recycled, and the other half injected into 721 wastewater wells meant for permanent disposal of the fluid.
Fracking the wells to release the oil requires more water — 34 million gallons for a single well just under 2 miles deep, according to the state. Nearly half comes back to the surface, and most of that is injected into the waste wells.
With wells being drilled at a record pace — there are currently 26,000, with 600 new ones being added each year — the risk is continually increasing. Studies conducted by the federal Bureau of Land Management show that oil and toxic materials from a big spill or leak could move quickly and contaminate thousands of acres of underground aquifers that supply the region's drinking water.
"New Mexico's Permian Basin has a 50-year supply of oil," said Aubrey Dunn, the state land commissioner. "We need to be careful to make sure we have a 50-year supply of fresh water."
The potential for significant damage is ever-present. The state Oil Conservation Division documented almost 800 surface spills or leaks last year in the two counties — Eddy and Lea — where most of the fracking occurs. About 10,000 barrels of oil and 75,000 barrels of production fluid were spilled.
None of it reached groundwater, according to state and federal officials.
"There is no evidence of groundwater contamination" associated with fracking or wastewater disposal in state history, said Beth Wojahn, a spokesperson for the state's Energy, Minerals and Natural Resources Department, which oversees energy development.
Ground-water contamination related to fracking is very rare everywhere, but when it occurs, the consequences can be dire. Cleanup is costly and generally only possible if caught quickly.
New Mexico officials say they are confident that regulations and an ample number of inspectors can prevent such contamination.
The state's track record on managing the oil industry's use of water, though, doesn't inspire confidence.
For decades, oil field services companies poured millions of gallons of freshwater into the ground to dissolve a thick salt layer and produce brine long used in drilling operations. In the process, they hollowed out massive caverns. A decade ago, two of those collapsed, forming a pair of giant desert craters 22 miles and 29 miles northeast of Carlsbad, the heart of the state's oil operations.
Now authorities are scrambling to prevent another collapse that would be far more damaging. This cavern — 700 feet long, nearly 500 feet wide and 450 feet deep — isn't in the remote desert but on the edge of town, under a major highway and several businesses. New Mexico officials recently agreed to spend $40 million to figure out how to stop that from happening.
"The latest engineering report said that the collapse is going to happen," said George Veni, director of the National Cave and Karst Research Institute, a geological sciences group based in Carlsbad. "Not if, but when. It could happen anytime, but 2021 is more likely."

World water crisis worsened by corruption, repression: UN report20 February 2006 – Corruption, restricted political rights and limited civil liberties are all factors that lie behind the planet’s growing water crisis, says a new United Nations report that focuses on the precious resource of fresh water. The UN Educational, Scientific and Cultural Organization (UNESCO) said today that the second edition of the UN World Water Development Report shows the global water crisis is largely a crisis of governing systems that “determine who gets what water, when and how, and decides who has the right to water and related services.” The report will be released on 9 March in Mexico City by Gordon Young, Coordinator of the UN World Water Assessment Programme (WWAP), and Cristobal Jaime Jazquez, Director-General of the National Water Commission of Mexico. Entitled “Water, a Share Responsibility,” the report builds on the conclusions of the first water development study published three years ago. It presents a comprehensive picture of freshwater resources in all regions and most countries as it tracks progress towards the water-related targets of the UN Millennium Development Goals. Known collectively as the MDGs, these targets were set at a 2000 UN Summit and aim to reduce major global ills such as poverty, illiteracy and hunger by 2015. The report examines a variety of key issues, including population growth and increasing urbanization, changing ecosystems, food protection, health, industry and energy. It also looks at risk management and how water is valued and paid for. A set of conclusions and recommendations to guide future actions and encourage the sustainable use and management of the world’s increasing scarce freshwater resources are also included. The UN World Water Development Report is a joint undertaking of 24 UN agencies in partnership with governments and other stakeholders and is produced on their behalf by the Water Assessment Programme, whose secretariat is hosted by UNESCO. The second edition will be launched one week before the Fourth World Water Forum that will be held in Mexico City from March 16 to 22. The report will be formally presented by UNESCO Director-General Koïchiro Matsuura. |

In some places, peak water is here.We’re never going to run out of water — water is a renewable natural resource (mostly). But increasingly, around the world, in the U.S., and locally, we are running up against peak water limits. The concept is so important and relevant that The New York Times chose the term “peak water” as one of its 33 “Words of the Year” for 2010 (along with “refudiate,” “top kill,” and “vuvuzela”), a term that a colleague and I defined in a new research paper in May in the Proceedings of the National Academy of Sciences (available here). Water Number: Three (3) definitions of “peak water.” Peak Renewable Water: This is the limit reached when humans take the entire renewable flow of a river or stream for our use. Water is renewable, but there is a limit to how much can be used. Humans have already reached “peak renewable water” limits on the Colorado River. We use it all and can’t take any more. In fact, of course, we probably shouldn’t even take as much as we do, for ecological reasons (see “Peak Ecological Water” below). Increasingly, we are reaching peak renewable limits on many of our rivers and streams. The Yellow River in China no longer reaches the sea much of the year. The Aral Sea has been devastated because the entire flows of the Amu and Syr Darya rivers have been consumed. The Nile Delta is typically dry much of the year. Peak Non-Renewable Water: While much of our water supply is renewable, there are “non-renewable” water sources as well, where our use of water depletes or degrades the source. This most typically takes the form of groundwater aquifers that we pump out faster than nature recharges them — exactly like the concept of “peak oil.” Over time, groundwater becomes depleted, more expensive to tap, or effectively exhausted. Central Valley aquifers are overpumped, unsustainably, to the tune of 1-to-2 million acre-feet a year. So are groundwater aquifers in India, China, the Great Plains, and other places. This cannot continue indefinitely — it runs into peak non-renewable water limits. Peak Ecological Water: The third definition, and perhaps the most important (and difficult) one, is peak “ecological” water — the point where any additional human uses cause more harm (economic, ecological, or social) than benefit. We’re good at measuring the “benefits” of more human use of water (semiconductors manufactured, or food produced, or economic value generated), but we’re bad at measuring on an equal footing, the ecological “costs” or harm caused by that same use of water. As a result, species are driven to extinction, habitat is destroyed, water purification capabilities of marshes and wetlands are lost. For many watersheds around the world, we are reaching, or exceeding, the point of “peak ecological water.” California as a whole may not have quite reached peak water, but parts of California and some of our water systems are long past the point of peak water, in all three definitions of the term. We’ve done a great job in this state at capturing, storing, moving, and using water. But there are limits — an idea still lost on some of our policymakers, such as those who recently lamented our inability to capture and use every drop of water that fell in the recent extreme storms — a 19th century notion long ago overwhelmed and overtaken by physical, economic, and environmental realities. Large new surface water storage is simply not going to happen (though California could do far more with smarter flood-control projects and improved groundwater storage, as I described in a recent Sacramento Bee op-ed. This is a topic for another post). Many of our groundwater basins are past the point of peak ecological water. The Sacramento-San Joaquin river systems, at some times of the year, are past the point of peak renewable water and peak ecological water because of the devastating ecological impacts of our water use on wetlands, migrating birds, fisheries, aquatic flora, and more. Our water rights allocations from the State and Federal projects exceed peak water limits because they promise more water to users than can ever be delivered. We struggle from one year to the next, hoping for rain. We refuse to measure and monitor all of our water uses in a system with limits. We shy away from needed conversations about water use priorities and rights. As a result, we’re racing toward peak water limits and we can no longer afford to pretend all the water we want will be available, when we want it, at a cheap price, without consequences. A wet December and January doesn’t change that reality. |

Most notably, I found the the same few stocks continually appear in the top ten holdings of each ETF, namely Tetra Tech (NASDAQ: TTEK), ITT Corp. (NYSE: ITT), Veolia Environment (NYSE: VE), and Nalco Holding (NYSE: NLC).
That research gave me a good idea of what the funds are including, so I can decide whether to recommend water stocks a la cart or funds.
