I have been loading $seto for a while now. I got 833 share below 6c, some fill at 7c a while ago, others all ask slaps. I even slapped at 10c.
It is a stock more than 20 years old. I bet a good portion of the 6.6m is not actively traded anymore.

The current company never increased the float for a share after it reverse merged into $seto around the year 2009, which means we should have target price much higher than current pps.
