SUMMERS: What the White House has done this week stopped short of calling for complete decriminalization, which is, of course, something that would have to happen in Congress, and it's a legislative push that you have been a leader on. Do you see a scenario where that can pass the Senate in the near future - any bipartisan support?
BOOKER: I do. You know, it's interesting because, you know, almost about 19, 20 states now have legalized for adult use - even more for medical marijuana. Many of those are red states that have voted overwhelmingly for it. I think that there's enough space right now, and there are already conversations and dialogue going on about some kind of bipartisan movement because we see problems within the banking industry, and a lot of people who are winning licenses can't get access to loans and more. So there's a lot of folks who understand that we have to act on the federal level to do more than the president's done, and I'm hopeful that this Congress, actually - in the lame duck after the midterms - I'm very hopeful we can get something done.

Schedule II is untenable from a practical standpoint because only physicians can prescribe Schedule II substances, which would mean that all recreational sellers and recreational users are continuing to break federal law
Creation of a novel schedule or complete descheduling (with certain caveats) and treating MJ more akin to alcohol is the more likely outcome
Leaving MJ as a Schedule I substance entirely defeats the purpose of Biden’s request to evaluate its present scheduling status

It remains to be seen if Biden’s schedule reviewal order and a handful of new red states with legal Rec MJ after the November elections will sway a bunch of Republicans in the Senate to vote for an edited version of Chuck’s bill, but the probability of that occurrence has certainly increased
If Chuck’s bill remains a no-go after elections, SAFE+ is sitting right there waiting to be passed
With the MJ sector currently bottomed out, that leaves the sole negative factor of overall market sentiment, which is admittedly very poor
But in terms of risk/reward ratio, this looks like a more than reasonable entry point barring a nuclear war.

With a Senate bill to federally legalize marijuana expected to be introduced imminently, a key subcommittee chaired by one of the measure’s prime sponsors has scheduled a hearing for next week on cannabis reform and the harms of criminalization.
The Senate Judiciary Subcommittee on Crime and Terrorism, chaired by Sen. Cory Booker (D-NJ), will meet on July 26 for a meeting titled “Decriminalizing Cannabis at the Federal Level: Necessary Steps to Address Past Harms.”
While details are limited, it’s reasonable to assume that senators on the panel will be discussing long-awaited legislation from Booker, Senate Majority Leader Chuck Schumer (D-NY) and Senate Finance Committee Chairman Ron Wyden (D-OR), which Senate sources recently told Marijuana Moment could be filed as early as this week.
That bill—the Cannabis Administration & Opportunity Act (CAOA)—was released in draft form a little over a year ago. Advocates and stakeholders have been eagerly awaiting its introduction, and the timeline for the filing has been repeatedly pushed back as the sponsors have worked across the aisle to solicit feedback and build buy-in, but Schumer has made a “promise” that it would drop before the August recess.
Now with a key subcommittee headed by a sponsor scheduling a meeting on the specific issue it addresses, it seems that CAOA’s introduction is likely less than a week away. Marijuana Moment reached out to Schumer’s and Booker’s offices for comment, but representatives were not immediately available.
