IMO, sprays actually work better than pills. Sprays are absorbed directly into the blood stream, while pills need to get through stomach acid and the digestive system before they can be absorbed by the body (and they lose a lot of their efficacy through that process).

A nebulizer would work well, but would probably require FDA approval (which would require many, many years of testing, and LOTs of money).
