One of the reasons why MTRT was created was to facilitate business transactions between China and Korea using digital currency. I am suspecting there have been tons of business transactions taking place between the two countries despite of the standing PPS.

Where did you found this information? If correct, they might have changed their underlying ledger for various reasons. Some strong alternatives to Hyperledger are Kaleido, Ethereum, Corda, and Azure Web3 Developer Solutions.
