The Commission further believes that these compliance dates provide sufficient time for qualified IDQSs and registered national securities associations to implement technological or other changes that they determine to make in light of the amended Rule.
The Commission recognizes that there are market participants who are concerned about the loss of a quoted market for certain securities as a result of the amended Rule and that such market participants may wish to seek relief from the provisions of the amended Rule. The Commission encourages such persons to submit relief requests expeditiously during the nine-month transition period. The Commission notes, however, that it will consider relief requests at any time, including after the nine-month transition period.
On and after the nine-month transition period, broker-dealers that publish or submit quotations in a quotation medium, qualified IDQSs that make known to others certain broker-dealer quotations and make certain publicly available determinations, and registered national securities associations that make certain publicly available determinations would be required to comply with the amended Rule when they perform those activities. The Commission staff intends to offer assistance and support to covered entities during the transition period and thereafter, with the aim of helping to ensure that the investor protections and other benefits of the amended Rule are implemented in an efficient and effective manner.

Trading on Caveat Emptor Stocks (MSITF) halts 5-25-20
ameritrade, schwab, etrade, investors broker, are not allowing people to buy stocks marked as caveat emptor (see otc markets website / skull and cross bones)
if one owns caveat emptor stocks they can sell, BUT there will be no one who can BUY after May 24th
in order to follow this new SEC regulation (that protects retail investors from buying sketchy stocks)

Interesting is that the old (Talbot )sister company NWGC which has about half of (2.4 B) MSITF outstanding shares (4.8 B) hit a high of .018 last month.

Bullish would have been the company when I talked to Opus in Ohio they said they did not buy shares but one of the people at the office did and sometimes it comes up as them but when I was looking back years it looked like they had been Ian institutional shareholder for years but not positive on this stuff but that’s what I was told when I talked to them I could not find anything positive on the company is the reason I took my loses and got out a week ago I had close to a quarter billion shares which I’d held for years in one place in things that different outfits post on this stock it showed them losing over two million dollars and only had a income of 97 thousand but everything is so speculative on this stock how would you know what’s truth or fiction I would say a lot of trading being done is day traders and speculators because no real facts put out by the company personally I think it’s dead but maybe not hopefully not for you all’s sake but I wait years to no avail I would have got out earlier if I’d seen where it was at a few months ago but didn’t check it anymore till one day I happened to open my Ameritrade envelope which I hadn’t for years because it was never worth anything but my fault I got a little better than nothing but don’t mean to be a downer just all I could come up with but to make real money sometimes you have to take big risks Ameritrade sent me an email that they would no longer sell that stock that’s what finished making up my mind just don’t put anymore than you can afford to lose in it that way if it goes up good but if down it don’t hurt you I bought years ago so I took a lose of about 70 thousand but was speculating on a win didn’t happen
So who issued OPUS the preferred shares?
Opus shares will not be common shares they are preferred shares in case of trouble they get there money first the way I understand it but they can help with the direction of the company you can file to if you have 5 percent or more of the common shares when I sold mine I was very close to five percent of what shares they say is out there but I don’t believe that it is the same amount of shares they showed about 14 years ago when a lot of the shareholders thought they was just pumping out shares but don’t know what’s right but if I was a betting man I would say that figure is not right

I believe you. It looks to me that the play has a tight float. The price shot up to 0.0009 after a billion shares were traded. A sign that the stocks will do well if someone can just take it over, like a custodian.

One thing needs to be discovered is what’s the actual amount of shares out that 4.8 billion was there for a long time when the posters at the time years ago thought they was just selling shares to get money it was .0001 then then a few years later went to nothing then came back now years later I sent emails to them several times lately never an answer like I said the other day I sold all my shares last week at 4.8 billion shares I owned almost five percent of the total shares and I could not get a response anyway the total number of shares is what needs to be know for sure maybe you can find something I couldn’t but a couple weeks ago when a mover a billion and a half shares trade in an hour or so out of 4.8 billion it don’t look right any how have a good day
Bullish that is done quarterly if you look back they have been there a long time I called them in Ohio and they said they didn’t own stock but sometimes one of the employees stuff comes up as them there is several opus capitals could never find one that did but that’s what I was told but if you touch the filling name it brings you to the Ohio one and that’s what they told me no transparency at all with this stock not a good practice for any stock years ago it was in some business papers it was 41 cents a share I think at the time when I first bought it went to 11 cents was always posting stuff which never happened

Don’t think they bought the stock because it’s says no value think it was give to them years ago probably to get them onboard I’ve talked to old employee who done there sales years ago he knew nothing of them anymore and said Robert Talbot president had been in a retirement home for years from a brain aneurysm this week the day 294 million share traded 240 million was mine had them for fifteen years or more hasn’t been any information in years don’t look right so I got out there was no place I could find anything current I talked to Talbot years ago nothing he ever told me came true but everything could be fine but looks very strange so got out and plan to stay out but hope for your all’s sake it’s good but fifteen years of nothing was enough never found one good bit of information in last two months of searching to want to hold on to it any longer Good Luck
I agree with you. Their order probably didn't fill and was just able to get just 50,000. I'm sitting at 148m shares currently myself. We just need this company to take action and be alive again. Their OS and AS seem reasonable.
If I had to bet, I would say they put a buy order in for a few mill and only 50,000 went through. But I see a lot of movement with this share. I’m sitting pretty with about 25 mill
